About this file
This is a Fee Schedule Exhibit for a paratransit contractor solicitation issued by Volusia County, Florida for its VoAccess program (Request for Qualifications 26-SQ-23AK). The County seeks qualified paratransit contractors to provide cost-effective door-to-door transportation services throughout Volusia County, including the Daytona Beach area and surrounding municipalities, operating seven days per week from 6:00 a.m. to midnight Monday through Saturday and 7:00 a.m. to 5:00 p.m. on Sundays. The VoAccess program currently processes approximately 250,000 trips annually, with the County operating a partially-brokered system where contractors provide approximately 30 percent of trips while the remaining 70 percent is managed in-house. A non-mandatory pre-solicitation conference was scheduled for March 16, 2026, with a question submission deadline of March 24, 2026, and responses due by April 7, 2026. The successful contractor(s) will be awarded an initial three-year contract term with two optional one-year renewal periods, contingent upon mutual written agreement and County Council approval.
The fee schedule document establishes compensation on a per-trip basis for various service categories, including ambulatory trips, wheelchair trips, personal care attendant services, and no-show or cancellation-at-the-door charges, with differentiated rates across the five-year pricing period. The County requires contractors to collect all fares at the time of service, with cash payments retained by the contractor and deducted from invoices, while checks and tokens are remitted to the County; personal care attendants accompanying customers are not charged, but contractors may bill the County separately for these services. The County currently contracts with four paratransit providers and seeks to expand this contractor network rather than replace existing arrangements. Compensation is structured to cover all vehicle maintenance, insurance, and driver employment costs, with performance incentives of up to $250 quarterly available for exceeding standards and disincentives of $50 to $500 for failing to meet performance requirements, which include 90 percent on-time performance, no more than 1.7 complaints per 1,000 boardings, and no more than one preventable accident per 100,000 miles.
