About this file

This evaluation criteria document outlines the scoring framework for Volusia County, Florida's paratransit contractor selection process for its VoAccess program. The County is seeking qualified paratransit operators to provide door-to-door transportation services throughout Volusia County seven days per week, 24 hours daily, serving the ADA and transit-disadvantaged population. The solicitation requires submission of comprehensive proposals addressing qualifications and experience, project approach and understanding, financial stability and litigation history, technical ability, facilities adequacy, vehicle specifications, and pricing. A non-mandatory pre-solicitation conference is scheduled for March 16, 2026, at 11:00 a.m. at the Votran Large Conference Room in South Daytona with virtual attendance options. Questions must be submitted by March 24, 2026, at 11:59 p.m., and proposals are due April 7, 2026, at 3:00 p.m. through the County's eProcurement Portal. The County anticipates awarding contracts for an initial three-year term with two optional one-year renewals subject to mutual written agreement and County Council approval.

Evaluation weights are distributed across eight criteria categories: qualifications and experience (15%), references with minimum five years of relevant service (12%), project approach and understanding (15%), financial stability and litigation history (12%), technical ability including drug-free workplace and safety compliance (12%), facilities (12%), vehicles and maintenance (12%), and price (10%). The County utilizes a partially-brokered system with four existing paratransit contractors currently handling approximately 30 percent of the 250,000 annual trips, seeking to expand its contractor network rather than replace current providers. Compensation is structured on a per-trip basis according to the Fee Schedule in Exhibit B. The solicitation establishes a 5.2% disadvantaged business enterprise participation goal using race-neutral means for FTA-funded contracts, with contractors required to submit quarterly written reports on DBE utilization. Contractors must meet comprehensive insurance requirements including workers' compensation, auto liability with combined single limits of $125,000 per person and $250,000 per accident bodily injury, and abuse and molestation insurance with $100,000 per occurrence limits. All contractors must comply with Federal Transit Administration third-party contract clauses, register with E-Verify, maintain drug-free workplace policies, comply with Davis-Bacon prevailing wage requirements, and retain all project-related documents for three years after contract termination.
