About this file

This document is a Questions and Answers addendum issued by the Franklin County Purchasing Department regarding RFP #2026-08-05 for Process Server services for the Franklin County Child Support Enforcement Agency. The RFP solicits proposals for process server services, with an estimated volume of approximately 2,000 service request packets annually, though this figure is an estimate and actual volume may be lower. The deadline for sealed proposal submission is April 15, 2026, at 2:00 PM EDT, to be delivered in person to the Franklin County Purchasing Department at 373 South High Street, 25th Floor, Columbus, Ohio. Proposals must include one hard copy and one electronic copy on a flash or thumb drive. The proposal opening will occur virtually via Microsoft Teams on the same date and time. Historically, approximately 3% of requests occur outside Franklin County but within Ohio, and less than 1% of requests have required 8-hour rush service. No formal bidder's conference or site visit requirements are mentioned in this addendum.

Pricing for services must include compensation for expert testimony when required, with no separate compensation mechanism available for this obligation. The RFP references an MBE Set Aside designation on the OhioBuys listing, though this is clarified as informational rather than a mandatory eligibility requirement. Vendor registration with Franklin County is required at no cost and must be completed prior to accessing the full RFP packet and bid documents through the county's Bid Opportunities website. No OhioBuys registration is required for submission. The document confirms that the official submission deadline is 2:00 PM EDT on April 15, 2026, with proposals received after this time being rejected regardless of circumstances.
