About this opportunity
Franklin County, Ohio is requesting proposals for a Site Security Cameras, LiDAR, and Management System to be installed at six public safety radio tower sites, with proposals due January 14, 2026 by 3:30 p.m. — a procurement to replace the County's aged IP camera network with a comprehensive security platform meeting specifications detailed in the full RFP documentation.
The scope covers IP cameras with 4K resolution, LiDAR sensors at two specified sites (Groves and Griggs), a video management system with analytics and object recognition, local storage at each site with 30-day video retention, and associated hardware and software licensing. The system must support at least five concurrent users, operate during power outages with battery backup, and distinguish between persons, wildlife, and nuisances. Equipment mounts on existing towers using clamps (no drilling authorized) and city-owned buildings; optional mounting poles are quoted separately. Network infrastructure requirements include backbone cabling, network switches, and certified electrical work to industry code standards. The County is open to alternative detection technologies—video-based AI platforms, radar systems, hybrid approaches—provided functional objectives are met; LiDAR is not a hard requirement. Site drawings are available, and site visits can be facilitated upon request.
Sealed proposals are due January 14, 2026 by 3:30 p.m., with questions due December 9, 2025 by 5:00 p.m. and answers posted by December 11, 2025. The estimated contract start is first quarter 2026. The project budget is $200,000 from a grant; any overages are the recipient entity's responsibility. The County intends a single award but reserves the right to award multiple contracts. Vendors must quote all backbone infrastructure, network switches, cabling, and electrical work performed by certified electricians, propose preventive maintenance schedules, and demonstrate availability to proceed upon contract award. Generator and UPS backup power exist at sites with standard 110-volt outlets available inside buildings. Vendors must carry comprehensive general liability ($1,000,000), umbrella/excess coverage ($2,000,000), automobile liability ($1,000,000), cyber insurance ($5,000,000), and professional liability ($1,000,000). A local-vendor preference for vendors with no offshore presence applies. No incumbent is identified.
