Krystal brings has 20 years of experience in planning, operations, and engineering and specializes in helping transit systems analyze data and technology systems to improve services.
PROJECT MANAGEMENT EXPERIENCE
Technology Planning, Various MN. Krystal leads the effort to assist agencies with writing state technology grants and conducting transit technology assessments. Grant efforts include radio communications, cameras, CAD/AVL, maintenance software and demand response scheduling.
The work includes an assessment of existing technology, developing the technology technical specifications, peer interviews, independent cost estimates, and benefits and costs analysis. AECOM has assisted 16 agencies and written 20 state technology grants to date.
NCHRP Best Practices in Rural Service Assessments.
This national research paper investigated effective local and state approaches to rural transit services by documenting and assessing lessons learned across the nation to develop a guidebook for state DOTs and rural transit agencies. Krystal was responsible for the nationwide survey of state DOTs and transit agencies on current practices, the supplemental guidebook for rural transit service assessments, and compiling the final report (https:// onlinepubs.trb.org/onlinepubs/nchrp/2065/NCHRP_20-65_ Task81_Final_Report.pdf).
Mankato Transit Services (MTS) Technology Assessment, NCATT, Mankato, MN. Krystal led the in-depth analysis of MTS operations to determine needs and gaps in operating the service, which could be improved through the use of technology such as CAD/AVL scheduling software, APCs, and others. Recommendations included specific technology requirements and outlined the RFP process for MTS.
Service Planning, Various, MN. AECOM has an on-call contract with MnDOT to assist rural transit agencies with service planning. Each agency has a unique need and type of service provided. Krystal is leading the effort for 5 agencies by analyzing service, performance, and operational data to help the systems address their service planning concerns. These concerns include inefficient service, new routes and services, conversion of fixed route to demand response, budgetary constraints, and fare rates.
Massachusetts Regional Transit Authorities – Comprehensive Regional Transit Plan Updates, Statewide MA. AECOM updated all 15 of the state’s regional transit plans. Krystal led a team overseeing the plan update for five of the regional transit authorities. The plans provide a comprehensive assessment of transit services and robust public outreach for recommendations to improve service, operations, policy and practices.
Brunswick Transit Study, Brunswick, ME. The town s looking to evaluate and modernize the Brunswick Explorer transit service. The route has remained relatively untouched since it began operating in 2010 despite several changes in the area including new rail service and the redevelopment of a former naval base. Krystal analyzed the existing conditions for the Brunswick Explorer in order to identify opportunities for improvement.
Action Plan for Electrification and Service Growth, Statewide, RI. The Rhode Island Public Transportation Authority (RIPTA) recently completed a Transit Master Plan (TMP) that calls for increased service levels, community-level mobility hubs, and redesigned routing. AECOM assisted RIPTA in developing a plan to electrify the fleet to prepare for the new service. Krystal developed preliminary schedules and blocking for the proposed service in the TMP to model how each block and route would perform with an electric bus.
