About this file
This document presents key personnel biographies for AECOM's proposal to the Arizona Department of Transportation (ADOT) for On Call Transit Consultant Services (Solicitation BPM007068), specifically for Discipline 3: Transit Operations Planning. AECOM, a nationally recognized leader in transit and transportation planning ranked in the top two by Engineering News-Record magazine since 2010 and number one in transportation since 2001, proposes a team from its Arizona office of approximately 200 staff members. The primary discipline manager is Daksha Masurkar, with Jill Cahoon serving as additional discipline project manager. The proposal demonstrates AECOM's capability to deliver task orders across multiple service areas including route planning, schedule development, cost estimation, fleet operational support, demand forecasting, and operations and maintenance cost analysis. Key personnel listed include Estella Hollander, who holds a Master of Urban Planning from Aalborg University and a Bachelor of Urban and Regional Planning from Northern Arizona University with nine years of experience in relevant project elements.
The RFP establishes a multi-contract structure with task assignments to be issued on an as-needed basis over a twelve-month initial contract term with potential extension to forty-eight months total. Proposals were due by September 10, 2025, with reimbursement structured on hourly rates for actual work performed. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, supporting a wide range of transit-related services with particular focus on rural and small urban transit services and transportation for elderly and disabled populations. A 0.00% Disadvantaged Business Enterprise (DBE) contract goal is established, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities.
