About this file
This is a Combined Forms document for an On-Call Transit Consultant Services procurement by the Arizona Department of Transportation (ADOT) under solicitation number BPM007068. The procurement establishes multiple contracts for multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Contractors will provide services on an as-needed basis through individual task assignments over a twelve-month contract term with potential extensions up to forty-eight months total. The proposal deadline was September 10, 2025, with the contract awarded to Jacobs Engineering Group Inc. on October 17, 2025. The contractor's authorized representative is Shanthi Krishnan, located at 1501 West Fountainhead Parkway, Suite 401, Tempe, Arizona 85282.
Reimbursement will be structured on hourly rates for actual work performed, with task-specific assignments determining the precise scope and financial parameters of individual consulting engagements. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305. ADOT established a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The contractor must comply with all applicable federal and state requirements, including FTA Certifications and Assurances, government-wide debarment and suspension regulations, certifications regarding federal tax liability and felony convictions, and Arizona-specific requirements regarding boycotts of Israel and forced labor of ethnic Uyghurs. Jacobs Engineering Group Inc. submitted a blank bidders/proposers list, indicating no subcontractors were identified during proposal preparation.

Please note that failure to attach an explanation may result in a determination that the information does not meet the statutory trade secret definition. All information that does not meet the definition of trade secret as defined by A.A.C. R2-7-101(52) will become public in accordance with A.A.C. R2-7-C317. The State reserves the right to make its own determination of Proposer’s trade secret materials through a written determination in accordance with A.A.C. R2-7-103.
