About this file
This is a Best and Final Offer (BAFO) response from CivTech, Inc. to the Arizona Department of Transportation (ADOT) for On-Call Transit Consultant Services under solicitation number BPM007068. CivTech's response, submitted on November 3, 2025, confirms the firm's qualifications and experience in delivering transit planning, operations, and strategic planning services across Arizona's rural and urban transit systems. The original RFP solicitation closed on September 10, 2025, with ADOT seeking multiple on-call contracts to establish a consulting pool for multimodal transit services. The contract term extends for twelve months with potential extensions up to forty-eight months total. Work will be assigned through individual task orders specifying scope, deliverables, and performance metrics. CivTech's team includes prime consultant CivTech, Inc. and subconsultants Olsson, STV, Ardurra, and Pinyon. The contractor references experience on projects in Bullhead City, Kingman, Douglas, and Cottonwood, demonstrating capacity to address ADOT's mobility, efficiency, and safety objectives.
CivTech maintained its previously submitted pricing structure without modifications in this BAFO submission, stating that initial 2025 rates already reflect competitive and cost-efficient pricing. The contractor withdrew all prior exceptions to ADOT's terms and conditions and fully accepted the contract language as provided. Reimbursement will be based on hourly rates for actual work performed under individual task assignments. The procurement supports six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Funding sources include federal transit programs under FTA Sections 5311, 5310, and 5305. ADOT established a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged.
