Discipline 4 Firm Experience- Not Proposed.pdf

This is a "Discipline 4 Firm Experience – Not Proposed" document related to an On Call Transit Consultant Services Request for Proposal (RFP) issued by the Arizona Department of Transportation (ADOT) under solicitation number BPM007068. The RFP seeks to establish multiple contracts for multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Contractors will provide services on an as-needed basis through individual task assignments over a twelve-month initial contract term with potential extension up to forty-eight months total. The procurement supports a wide range of transit-related entities, particularly focusing on rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives. Proposals are due by September 10, 2025, with work to be performed across Arizona through federal transit programs.

Reimbursement will be based on hourly rates for actual work performed, with each task assignment detailing specific scopes of work, expected deliverables, and performance metrics. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The contract will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305. No specific award values are explicitly stated; however, the multi-contract approach indicates ADOT intends to create a flexible, comprehensive consulting pool to address diverse transit needs across the state.
