METROPLAN CREATIVE LOCAL

MATCH PLAN | Flagstaff, AZ

AECOM researched, developed, and analyzed ten different funding mechanisms that can be used as potential local match sources for transit and transportation grants. This project included reviewing Arizona statutes and local ordinances, identifying barriers to using these funding mechanisms as a local match, estimating revenue generation, developing a pros and cons matrix, and developing an implementation tool kit for each mechanism.

AECOM developed summary pages for each funding mechanism, a pros-cons matrix, and the final report.

GILA COUNTY TRANSIT

GOVERNANCE STUDY | Gila County, AZ

The study provided a comprehensive guide for Gila County to enhance transit services and design investments strategies that make best use of available federal, state, regional, and local resources. A well-defined organizational structure and investment strategy was developed to maximize available resources while improving mobility and access to jobs, healthcare, and shopping within Gila County. This study involved extensive coordination with national AECOM resources, as well as two subconsultants.

A significant amount of stakeholder coordination was conducted, including outreach with elected officials and two tribes. A detailed peer agency analysis was conducted, which included North Central Regional Transit District in New Mexico. As it was a very similar peer, this initially included reviews of available data and subsequently was followed with a series of interviews to better understand the system.

CYMPO RTP 2045 UPDATE

| Yavapai County, AZ

The AECOM team successfully delivered a multimodal prioritized plan of projects and policies that CYMPO and its member agencies have used as a blueprint in funding planning and final design projects.

AECOM provided professional services to develop CYMPO’s 2045 RTP Update. The project’s overarching efforts included identifying and understanding the CYMPO region’s transportation needs, developing an effective Implementation Plan, and establishing a set of policies to prioritize and systematically implement projects to address mobility, safety, pavement, bridges, and freight needs. With federal regulations and CYMPO’s adoption of the ADOT performance targets. The RTP Implementation plan established a path forward in regional transportation improvement efforts to meet these targets and address the region’s transportation needs.

AECOM used project performance data with a tool to prioritize the region’s improvements, which include modernization, expansion, and preservation projects.

This tool was used to evaluate different scenarios of the recommended investment choices.

Tasks also included stakeholder outreach, existing and future conditions analysis, multimodal assessment, and evaluation of multimodal improvements. The stakeholder outreach included information and consensus-building with a variety of stakeholders through interactive workshops. An online public involvement platform was also used in-lieu of in-person public meetings.

“On behalf of CYMPO and the regional partners, I would like to say how happy we are with the job that AECOM did on the CYMPO 2045 RTP. The overall performance of AECOM was excellent from top to bottom. The entire team was responsive, innovative, and paid special attention to the desires of the local elected officials, CYMPO Executive Board, and area residents. The end result was a regional plan that sets CYMPO up for future success with a new prioritized scoring and ranking system identifying the most important projects and where the region should be investing our funding in the absence of increased revenue. The region is now implementing this creative plan approach and that says a lot about the quality of work AECOM provided for this plan.”

- Christopher Bridges, former CYMPO Administrator.

CITY OF PHOENIX TRANSPORTATION

2050 DISCRETIONARY GRANT

PREPARATION | Phoenix, AZ

AECOM is providing professional services required for program management and oversight for the T2050 Program, a 35-year multimodal program with oversight by the Phoenix Citizens Transportation Commission.

AECOM is providing services to support city staff in the planning, programming, and implementation. T2050 benefits the community by providing an efficient multimodal transportation system designed to provide mobility to all; promote economic development; facilitate active transportation and public health; and accommodate people of all ages and abilities, including pedestrians, wheelchair users, and bicyclists. The program will ultimately triple the current Phoenix light rail miles, add BRT service, increase local bus service and frequency by 70%, provide enhanced Dial-A-Ride service, provide ADA improvements for existing streets and transit connections, add more than 1,080 bicycle lane miles and 135 miles of new sidewalks, and allocate $240M for new roads and bridges that would also support transit service to emerging areas of Phoenix.

Developing Cost Estimates | The T2050 Project Management Consultant team draws from AECOM’s planning and engineering expertise to develop independent project and needs cost estimates. The team developed cost estimates for the 35th Avenue Safety Corridor and Indian School Road Safety Corridor projects. These estimates were used in the BUILD and RAISE federal grant applications which awarded the city $18M and $25M in grant funding respectively. The team also developed Federal Transit Administration (FTA)-mandated independent cost estimates in support of the transit center and fare collection system improvement projects.

Grant Opportunities | AECOM worked with Street Transportation and Transit Departments to develop a grants calendar identifying grant opportunities to pursue, proactively assess candidate ideas/projects, and complete pre-work before the release of the Notice of Funding Opportunity (NOFO). We have assisted the city in developing several grant applications in pursuit of alternative financing opportunities at the regional, state, and national levels, resulting in more than $50 million in awarded discretionary funding to further the impact of the T2050 program.

MAG REGIONAL TRANSPORTATION

PLAN (MOMENTUM)| Maricopa County, AZ

AECOM developed MOMENTUM — the Maricopa Association of Governments (MAG) Regional Transportation Plan (RTP) — to update the long-term regional transportation vision. The Phoenix metro area, primarily located within Maricopa County, is one of the fastest growing large metropolitan regions in the U.S.

Our multi-phase approach toward this large-scale plan development is centered around focused visioning, performance assessment, and scenario planning processes.

The cornerstone of this effort is the robust, performance-focused approach to identifying regional needs and priorities to move beyond past conventions and advance the region’s planning for future transportation needs. This comprehensive update to the long-term transportation vision delivers a decoupled policy-driven plan from a comprehensive prioritized program to best equip MAG to set future regional funding priorities and proactively respond to federal performance and air quality reporting. AECOM also supported MAG through various planning efforts, associated graphical and document production efforts.

MAG developed two scenarios of long-term regional transportation projects, each at two different funding levels, for a total of four combinations. Each scenario was shaped by an overarching philosophy and set of guiding principles that helped determine the mix of projects across modes best able to address future transportation needs and goals.

The scenario planning process helped local policymakers identify trade-offs associated with different investments and assess which investment packages best address regional transportation needs that are closer to achieving the vision and goals for the region’s transportation future.
