Summary

This is a Lobbying document related to the Arizona Department of Transportation's (ADOT) On Call Transit Consultant Services Request for Proposal (RFP) with solicitation number BPM007068. The procurement establishes multiple contracts for multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Contractors will provide services on an as-needed basis through individual task assignments over a twelve-month contract term with potential extension up to forty-eight months total. The RFP is open to federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. Proposals are due by September 10, 2025, with the contract supporting various transit-related activities including rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives.

The contract will be reimbursed through hourly rate structures with task-specific assignments determining the scope and financial parameters of individual consulting engagements. Funding sources include federal transit programs including FTA Sections 5311, 5310, and 5305. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. The multi-contract approach provides ADOT significant flexibility in accessing specialized transit consulting services as needed throughout the contract period, with deliverables and performance measures to be specified in individual task assignments.
