Justine Marmesh is a Senior Transportation Planner with expertise in short-range and long-range transit plans, demographic analysis, public outreach, and service alternatives evaluation across western U.S. jurisdictions. Acadia Davis, a Senior Transportation Planner with a Master's degree in Geography, brings project management experience, grant funding expertise for rural California counties, and recent work on regional transit systems planning and coordination studies. Chris Sterner, a Transportation Planner who joined the firm in 2024, provides performance and financial data analysis, public outreach support, and experience with short-range transit plans and passenger surveying. Arianna Keplinger, an Assistant Transportation Planner, supports report preparation, demographic analysis, survey management, data visualization, and public outreach activities.
The personnel bios demonstrate comprehensive capacity across transit planning disciplines with recent project experience on 2024-2025 assignments including short-range transit plans, service alternatives analysis, cost projections, financial planning, stakeholder engagement, and passenger surveying for transit agencies throughout California and the western United States. The team's collective background indicates capability to support ADOT's multi-disciplinary transit consulting needs on an as-needed basis under the on-call contract structure, with demonstrated expertise particularly in rural and small urban transit planning applications.
