BPM007068 Evaluation Documents – On Call Transit Consultant Services
This evaluation document package represents the Arizona Department of Transportation's (ADOT) procurement process for On Call Transit Consultant Services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Electronic solicitation notification was distributed on August 7, 2025, to 104 prospective suppliers registered on the Arizona Procurement Portal for transit analysis services. A pre-offer conference was conducted virtually on August 20, 2025, with attendance from 10 ADOT representatives and representatives from 16 supplier organizations totaling 24 participants. Eleven proposals were received and opened on September 10, 2025. The evaluation committee, comprising Tina Munoz (Transit Group Manager), Jesse Zargoza (Transit Program Manager), and Jill Dusenberry (Transit Consultant), conducted extensive evaluation activities throughout September and October 2025. The contract term extends for twelve months with potential for four additional renewal periods, allowing total contract duration of up to forty-eight months. One offeror, Mapsol Geo, Inc., was determined not susceptible for award due to failure to submit required bidders/proposers confirmation documentation.
ADOT conducted formal negotiations and requested best and final offers (BAFO) from nine qualified contractors between October 8 and November 5, 2025, with evaluation completed on November 12, 2025. The procurement is structured as a multiple-award contract to address diverse transit consulting needs, with estimated annual spending of approximately $1.5 million based on historical demand patterns and anticipated increased service requirements. Awards were recommended to AECOM Technical Services Inc., Civtech Inc., HDR Engineering Inc., Jacobs Engineering Group Inc., KFH Group, Kimley-Horn and Associates Inc., Kittelson and Associates Inc., LSC Transportation Consultants Inc., Parametrix Inc., and RLS & Associates Inc., with specific disciplines assigned to each contractor based on technical evaluation scores and pricing. The evaluation methodology incorporated firm qualifications and experience (50% weight), key personnel qualifications (40% weight), and pricing (10% weight), with ratings scaled from 0 to 5 corresponding to values of 0 to 100 points. Funding is derived from Federal Transit Administration programs including Sections 5311, 5310, and 5305, with compensation based on hourly labor rates specified in the pricing schedules, which include maximum allowable percentage increases for potential renewal periods.
