About this file
This is an organizational chart document submitted by LSC Transportation Consultants, Inc. as part of a proposal response to the Arizona Department of Transportation (ADOT) for On Call Transit Consultant Services under solicitation number BPM007068. The document outlines LSC's project team structure for Discipline 2: Transit Planning Tasks, identifying key personnel and their roles. The project team is led by Genevieve Evans, AICP, who serves as Principal and Project Manager for all three chosen disciplines. The supporting team includes Assistant Planner Ari Keplinger; Senior Transportation Planners Justine Marmesh, AICP and Acadia Davis; Planner Chris Sterner; and Senior Advisor Gordon Shaw, AICP, PE. LSC is not partnering with any subcontractors for this engagement. The firm brings over 40 years of experience in transportation planning and engineering consulting and has structured its team to balance adequate staffing and backup capacity with focused, high-priority project attention.
The ADOT procurement establishes multiple on-call contracts for multimodal transit consulting services across six primary disciplines, with work performed on an as-needed basis through individual task assignments over an initial twelve-month contract term with potential extension up to forty-eight months. Proposals are due by September 10, 2025. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with reimbursement based on hourly rates for actual work performed. The solicitation establishes a 0.00% Disadvantaged Business Enterprise goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with the procurement designed to support rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.

Discipline 2 – Transit Planning Tasks LSC Transportation Consultants Organizational Chart
LSC Transportation Consultants, Inc. (LSC) has developed an experienced team of subject matter experts for this project with a depth of technical expertise, operational knowledge, transit insight, and regional and national contextual understanding. Figure 1 illustrates the organizational structure of our project team under Discipline 2: Transit Planning Tasks. Employee name, position, credentials, and years having worked at LSC are included for each employee on the project team. LSC is not proposing with a sub-contractor for this project. The Project Manager, Genevieve Evans, AICP, will serve as the primary contact for all three (3) chosen disciplines.
We have an optimal team for a project of this scope and complexity – our firm is large enough to provide the staff and backup necessary to successfully complete any assigned tasks on schedule, yet small enough to ensure that the project is given the highest priority within our firm. LSC has been successfully providing transportation planning and engineering consulting for over 40 years.
