About this file
This is an organizational chart document submitted by LSC Transportation Consultants, Inc. in response to the Arizona Department of Transportation's (ADOT) On Call Transit Consultant Services Request for Proposal (RFP) solicitation number BPM007068. The RFP establishes multiple on-call contracts for multimodal transit consulting services across six primary disciplines, with the first discipline being Transit Planning Studies. LSC proposes a project team structure led by Genevieve Evans, AICP, who serves as Principal and Project Manager and will act as the primary contact for all three chosen disciplines. The supporting team includes Ari Keplinger (Assistant Planner), Justine Marmesh, AICP (Senior Transportation Planner), Acadia Davis (Senior Transportation Planner), Chris Sterner (Planner), and Gordon Shaw, AICP, PE (Senior Advisor). LSC indicates it is not proposing with a sub-contractor for this project. The firm emphasizes its capacity to handle projects of significant scope and complexity while maintaining priority focus, noting over 40 years of experience in transportation planning and engineering consulting. Proposals are due by September 10, 2025, with the contract term structured for an initial twelve-month period with potential extension up to forty-eight months total.
Contractors will be reimbursed based on hourly rates for actual work performed, with individual task assignments specifying scopes of work, deliverables, and performance metrics. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The procurement approach is structured to support diverse transit-related entities, particularly focusing on rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.

Discipline 1 – Transit Planning Studies LSC Transportation Consultants Organizational Chart
LSC Transportation Consultants, Inc. (LSC) has developed an experienced team of subject matter experts for this project with a depth of technical expertise, operational knowledge, transit insight, and regional and national contextual understanding. Figure 1 illustrates the organizational structure of our project team under Discipline 1: Transit Planning Studies. Employee name, position, credentials, and years having worked at LSC are included for each employee on the project team. LSC is not proposing with a sub-contractor for this project. The Project Manager, Genevieve Evans, AICP, will serve as the primary contact for all three (3) chosen disciplines.
We have an optimal team for a project of this scope and complexity – our firm is large enough to provide the staff and backup necessary to successfully complete any assigned tasks on schedule, yet small enough to ensure that the project is given the highest priority within our firm. LSC has been successfully providing transportation planning and engineering consulting for over 40 years.
