About this file
This is Addendum No. 2 to a Request for Qualification (RFQ) issued by the City of Sebastian, Florida Procurement Division for Continuing Professional Planning, Landscape Architecture, and Surveying Services. The addendum, posted January 23, 2026, modifies the original solicitation for non-exclusive continuing services contracts with an initial three-year term and potential three additional one-year renewal options. The revised proposal due date is Thursday, February 12, 2026, at 2:00 PM local time, extended from the original February 6, 2026 deadline. The questions due deadline remains Thursday, January 22, 2026, at 2:00 PM. The addendum clarifies that cover pages, tables of contents, cover letters, and tabs do not count toward the 50-page limit, though resumes do count. Proposers must submit two separate electronic files: one Compliance Check file and one Proposal Submittal file. Multiple firms will be awarded contracts based on overall portfolio, and firms are not required to offer all disciplines listed in the solicitation; however, they are encouraged to submit proposals even if providing only partial services.
The addendum addresses 30 questions submitted by prospective bidders, providing critical clarifications on submission requirements, certification standards, and contract terms. Front and back covers are excluded from page limits, and copies of licenses and certifications must be included in proposals. Firms may submit as prime consultants for certain disciplines while participating as subconsultants on other teams. The solicitation does not predetermine specific projects or award amounts, as continuing contracts operate on a task-order basis with fees proposed by consultants and mutually agreed upon by the City. The addendum confirms that none of the projects will be funded by FDOT, clarifies that MBE/WBE/DBE preference points apply only in tie-breaking scenarios, and removes any reference to liquidated damages from the contract language. Additionally, Section III revises the Scope of Work to require proof that proposers meet Contractor Minimum Qualifications listed in Section 2.4.1.

• Question 4: For Section 4, Regulatory Knowledge and Methodology (Page 16), Can the City confirm that firms submitting have had to have previous experience with Army Corps and FDEP?
• Question 5: The RFQ contains references to Coastal Engineering in various sections. Should this be considered part of the scope?

• Question 7: Should copies of licenses and certifications be included in the proposal and uploaded to the city's procurement website?
Answer: Yes, please see Addendum 1 and Section III of this Addendum.
• Question 8: Do firms need to submit qualifications for each service (Planning, Landscape Architecture, and Survey Services), or can they submit for only the services they provide?
Answer: No. Awards will be based on each firm’s overall portfolio. All interested firms are encouraged to submit a proposal, even if they do not provide all the disciplines listed in the solicitation.
Firms are not required to offer every discipline identified in the solicitation document

Answer: A brief description of the services and firms be sufficient.
• Question 10: If our firm submits as a prime consultant for one or more disciplines, are we also permitted to participate on other teams as a subconsultant for one or more disciplines?
Answer: Yes

(Rev. 12/2025) Page 3 of 6
• Question 13: Section 3 (page 15) states "Write a statement of understanding showing your firm is thoroughly versed in the coastal engineering services and understands the requirements from project inception to completion." Is this supposed to be "Coastal Engineering" or should it be “Planning, Landscape Architecture, and Surveying”?
• Question 14: Section 6 (page 16) states “projects that showcase your abilities in coastal engineering”. Should this be “planning, landscape architecture, and surveying”?
• Question 15: Engineering & Architecture Knowledge & Methodology – Is this supposed to say “Planning, Landscape, and Survey” Knowledge and Understanding?
• Question 16: Outline your firm’s experience in securing Army Corps, FDEP, and other regulatory project approvals – is this expected in the Planning/Larch/Survey contract?
• Question 17: Under Evaluation Criteria the RFQ states that there is five additional points for MBE/WBE/DBE business. Is this scoring still applicable given USDOT Interim Final Rule (IFR) regarding DBE/MBE guidance issued October 3, 2025. DOT grant recipients may not set DBE contract goals until the applicable state's UCP recertification is complete. Will an amendment to this RFQ be issued to address the DOT's IRF and guidance on this topic?
Answer: To clarify, none of the projects completed under this RFQ will be funded by FDOT.
Additionally, as stated in the solicitation, the points are only applied in the event of a tie among the highest-ranked firms; they are not automatically granted.
• Question 18: As currently worded, we believe that the indemnity provision (section 19.1, located on pages 15 and 16) of your sample Non-Exclusive Professional Services Agreement contract is not in compliance with FL Statute 725.08 and is unenforceable. Would the City consider rewording same to conform with the statute? Suggested language per FL Statutes 725.08: “The design professional shall indemnify and hold harmless the City, and its officers and employees, from liabilities, damages, losses, and costs, including, but not limited to, reasonable attorneys' fees, to the extent caused by the negligence, recklessness, or intentionally wrongful conduct of the design professional and other persons employed or utilized by the design professional in the performance of the contract.”
Answer: No. The indemnity language on pages 15 and 16 complies with Florida statutes. Our language requires the contractor and subcontractors to indemnify and hold the city harmless. By indemnifying and holding the City harmless, the contractor and subcontractors are defending the City from third-party claims relating to damage, loss, injuries, etc.
(Rev. 12/2025) Page 4 of 6
• Question 19: Would the city please remove any reference to liquidated damages? We believe they are not applicable to the services of design professionals, as we do not control, set, or manage the project schedule--this is a contractor-specific issue and should be removed from our contract.
Answer: Yes.
• Question 20:
Section 2.4.2.B
Which certifications are specifically required vs desired for which services?
Answer: The Certifications listed in Section 2.4.3 are required.
Which planning certifications are considered industry standard (i.e. AICP, CNU, etc.)?
Answer: Please refer to section 2.4.3.
Which environmental certifications are required for environmental consultants (i.e. Qualified
Environmental Professional, Qualified Stormwater Management Inspector, etc.?)
Answer: Environmental certifications are not listed in the solicitations. However, if your firm holds environmental certifications, you can submit that information when describing staff credentials.
What is the industry standard number of certified planners based on (i.e. population of municipality; specific scope of work; etc.)?

Answer: No. Awards will be based on each firm’s overall portfolio.

Will non-local vendors be disqualified if they (a) do not submit the form (b) submit it with a watermark or redline indicating “Not Applicable” (c) submit a blank form?
Answer: No. If the form is not applicable, do not submit it.

(Rev. 12/2025) Page 6 of 6
Answer: Yes, the City currently has contracts, and will have new firms at the time this contract is awarded. Whether the Landscape Architect decides to work with the City’s contracted firms or their own consultants is at the Firm's discretion.
• Question 29: If the City does have other consultants under other agreements, are we limited to only using those consultants?
• Question 30: Does the City have a project budget limitation with respect to projects contracted under this RFP? (I.e. any projects exceeding $100k will be required to go out for a separate RFP and not be sole-sourced to the consultants selected)
