About this file
This is Addendum No. 1 to Request for Qualification 26-8 issued by the City of Sebastian, Florida Procurement Division, dated January 20, 2026, clarifying requirements for Continuing Professional Planning, Landscape Architecture, and Surveying Services. The addendum addresses twenty questions submitted by prospective vendors and confirms that firms are not required to provide all disciplines listed in the solicitation; awards will be based on each firm's overall portfolio, and individual firms proposing selected services only (such as surveying alone) are encouraged to submit. The original RFQ document has been revised to remove all coastal engineering references, which had been inadvertently carried over from a separate coastal engineering solicitation. The question submission deadline is January 22, 2026, at 2:00 PM local time, with proposals due February 6, 2026, by 2:00 PM. The anticipated contract term is three years initially, with potential for three additional one-year renewal options on a non-exclusive basis with multiple firm awards.
Key clarifications in the addendum specify that prime consultants need not include civil engineers or environmental specialists unless a firm chooses to offer those services, individual professional licenses need only be submitted once in the proposal (not duplicated in multiple sections), and corporate resolutions may be signed by a CEO if that person is listed on Sunbiz. The Local Vendor Preference Affidavit must be notarized with the notary applying their seal and signature. Compensation will be structured through Continuing Services Agreements on a task-order basis with mutually agreed-upon fees; contractors must provide comprehensive insurance including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate) and Professional Liability ($1,000,000 per claim, $2,000,000 annual aggregate), with the City named as additional insured. The solicitation maintains the original 100-point evaluation system and does not specify explicit set-aside designations for disadvantaged enterprises.

ADDENDUM NO. 1
POSTING DATE: January 20, 2026
26-8-RFQ
Continuing Professional Planning, Landscape Architecture, and Surveying Services
The original Request for Qualification shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.
SECTION I: CLARIFICATIONS
• N/A
SECTION II: QUESTIONS
• Question 1: For this RFQ, must the submitting team (prime and subconsultants) collectively provide all services identified in the scope, or will responses be considered from firms proposing to provide only selected services, such as surveying?
Answer: No. Awards will be based on each firm’s overall portfolio. All interested firms are encouraged to submit a proposal, even if they do not provide all disciplines listed in the solicitation. Firms are not required to offer every discipline identified in the solicitation document.
• Question 2: On page 6 – 2.1.4 A – you are asking for firms to perform coastal engineering on a “task” basis. Are you asking us to include civil engineers and environmental specialists as part of our Team in our response?
Answer: No. This section has been revised to remove the coastal engineering reference. Please see the attached revised solicitation document.
• Question 3: On page 14 – 3.7.3 limit of 50 pages excluding required forms listed on the compliance check and tabs. Will covers also be excluded?
Answer: Yes.
• Question 4: On page 15 – D. Section 3.a – write a statement of understanding showing your firm is thoroughly versed in the coastal engineering services and understands the requirement from project inception to completion. Again, do we need to include civil and environmental in addition to Planning, LA and Surveying services?

• Question 5: On page 16 – 4.a - Outline your firm’s experience in securing Army Corps, FDEP, and other regulatory project approvals with examples of complex projects and the timelines in which you achieved full approval. These are normally handled by civil engineers or environmental professionals – do we need to include team members that can provide these services in addition to Planning, LA or Surveying?
Answer: This section has been removed. Please see the attached revised solicitation document.
• Question 6: On Page 16 – d.ii – For each key person, include a copy of applicable current professional licenses, registrations, and/or certifications. You also ask for this in the Compliance Check section (item J) – did you want them in both places?
Answer: No. Section 3.8.1(J) has been removed. Please see the attached revised solicitation.
• Question 7: On page 16 – 6.a – List of keystone projects that showcase your abilities in coastal engineering design related to the defined scope of services listed in the RFQ. Are we allowed to include non-coastal engineering design related projects as well?
Answer: This section has been revised to remove the coastal engineering reference. Please
• Question 8: Does the City intend for the Prime Consultant to propose a multidisciplinary team that includes qualified subconsultants to cover all disciplines identified in the RFQ? If so, does the City have a preferred Prime Consultant lead discipline?
Answer: No. Awards will be based on each firm’s overall portfolio. All interested firms are solicitation. Firms are not required to offer every discipline identified in the solicitation document.
• Question 9: Does the contract require a coastal engineer on the team to support the proposal submittal (Section 3.8.2(G), Section 6)?
• Question 10: Does the contract require a civil engineer?
Answer: No.
• Question 11: Section 2.1.4 – A. says “The City shall make requests of the consulting firm to perform coastal engineering on a 'task' basis.” - Is coastal engineering accurate for this RFQ?
Answer: This section has been revised to remove the coastal engineering reference. Please see the attached revised solicitation document.
• Question 12: Section 3.8.2 – D.a. – says “Write a statement of understanding showing your firm is thoroughly versed in the coastal engineering services…” We are submitting as a survey company. How should we respond to this?
(Rev. 12/2025) Page 3 of 4
• Question 13: Can the Corporate Resolution be completed and signed by the CEO, as we don’t have a President?
Answer: Yes, as long as that person is listed on Sunbiz.
• Question 14: Local Vendor Preference Affidavit has a signature line for a Witness at the bottom, but it is below the word “Notary”; however, there is no notary acknowledgment noted. Can this be signed in front of any witness or does it need to be in front of a notary?
Answer: The Notary shall apply their seal and then sign.
• Question 15: Section 2.2 outlines multiple professional service categories (Permitting/Plan Review, Land Development Review, Urban Planning & Design, Landscape Architecture, Surveying/Mapping Services, etc.) as part of the full Scope of Services. However, Section 2.3.2 states that if a Continuing Services Agreement (CSA) requires multiple disciplines, the City will determine the most applicable prime discipline and negotiate a task order with the most qualified prime firm.
Based on this language, we would appreciate clarification on the following:
Is a firm permitted to submit qualifications for a single discipline listed in Section 2.2, or is the expectation that a submitting firm should be capable of fulfilling all service categories within the overall Scope of Services?
Answer: Yes. Awards will be based on each firm’s overall portfolio. All interested firms are solicitation. Firms are not required to offer every discipline identified in the solicitation document.
• Question 16: It appears the RFQ in large part was copied from the 26-6-RFQ Continuing Coastal Engineering Services as the requirements listed in this RFQ are specific to perform coastal engineering tasks. Will this RFQ document be re-written to be specific to Continuing Professional Planning, Landscape Architecture, and Surveying Services?
Answer: Please see the attached revised solicitation document.
• Question 17: Did the City intend to combine these separate services? None of the three (3) listed services are related in typical scope, and it appears that there is actually an additional discipline listed under section 2.2.1 (A & B Professional Engineer). If so, do we need to provide all services, listed or otherwise? If we don’t wish to provide the services listed under 2.2.1 (C) can we still submit for the services list. If so, who should the Prime Consultant be, the Civil Engineer, Landscape Architect, or Surveyor? What is the City’s intent having these services under the same contract?
Answer: Please see the attached revised solicitation document, and review Addendum 1.
(Rev. 12/2025) Page 4 of 4
• Question 18: 2.1.4 This section refers to “coastal” engineering. Does the City intend to rewrite this section?
• Question 19: If the City does not intend to rewrite the RFQ and specific sections as referenced herein, it appears the RFQ specifies only the prime will be reviewed per 2.3.1. Is this the case even though 2.2.1 states professional engineering and required associated services? It appears that this may have been a holdover from the coastal engineering RFQ as well, but is detrimental to how submittals will be viewed and graded. If only the prime’s qualification will be considered, who should the prime be, an Engineer, a Landscape Architect, or a Surveyor? Should our subconsultant team submit separately for each discipline?
• Question 20: All subconsultants must be included on the Subconsultant Form…” The included form is labeled Subconsultant List and appears to be for specific projects not geared toward a Non-Exclusive Professional Services Agreement. Will a new form be provided? Will the subconsultants be reviewed as part of this submittal?
