About this file

This document is an exceptions and responses summary from the Arizona Department of Transportation (ADOT) related to solicitation BPM005719 for preformed thermoplastic pavement markings. Crown Technology LLC requested an exception to Section 4.3.12.4 of the Specific Requirements, which mandated that marking material be produced in the United States and that the manufacturer maintain ISO 9001:2015 certification for design, development, and manufacturing of preformed thermoplastic pavement markings. Crown Technology LLC argued that the ISO certification requirement unnecessarily restricted competition among otherwise qualified companies and did not provide meaningful assurance of product quality, noting that ISO certifications vary in scope and may not directly address quality control measures relevant to the specific product.

ADOT approved the exception requested by Crown Technology LLC, determining that compliance with AASHTO M 249 standards—the recognized industry standard for pavement marking composition and testing—provides sufficient quality assurance. AASHTO M 249 specifications are reviewed and maintained by AASHTO 4C and ASTM Technical Committees, ensuring that testing procedures and product standards remain current and appropriately scrutinized. As a result of this approval, ADOT removed Section 4.3.12.4 from the scope of work for solicitation BPM005719, effectively eliminating the ISO 9001:2015 certification requirement while maintaining material quality standards through adherence to established AASHTO specifications and testing protocols.

Section 4.3.

Preformed

Thermoplastic Pavement

Markings – Type IV (Permanent), paragraph 4.3.12.4

Manufacturing Location, Control and ISO Certification: The marking material must be produced in the United States, and the manufacturer must be ISO 9001:2015 certified for design, development and manufacturing of preformed thermoplastic pavement markings, and provide proof of current certification.

Please allow for an exception to the ISO statement in section 4.3.12.4. This ISO statement limits competitive and otherwise AZDOT qualified companies from bidding on contracts while providing no assurance regarding the actual quality of the product required. ISO certifications vary in scope and type.

Companies can receive ISO certifications that have little to do with the “quality control” of the specification and testing surrounding the product intended to be purchased and installed. The Arizona State Specification states that the material must conform to AASHTO M 249 except for the relevant differences due to the material being manufactures into preformed solid sheets. AASHTO M 249 is the recognized standard for composition and testing within the Pavement Marking Community. As such, each requirement is reviewed by AASHTO 4C and ASTM Technical Committees to ensure proper procedures as well as future updates, which are addressed at these meetings.

This allows specifying bodies the assurance that the materials meet the current specification cited and that the testing procedures used are routinely scrutinized and adjusted to ensure the test methods (and therefore the products themselves) are up to date. This effectively provides the guidance for the Manufactures quality management system to follow and allows the assurance that the materials meet the cited specification.

The Department accepts the exception. Section 4.3.12.4 will be removed from the scope of work.
