About this file
This is a Letter of Exception submitted by Crown USA regarding manufacturing control and ISO certification requirements for preformed thermoplastic pavement marking materials to be supplied to the State of Arizona. Crown USA's preformed thermoplastic pavement marking materials are designed to meet the current edition of The Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) and comply with the Arizona State Specification requiring conformance to AASHTO M 249 standards, with exceptions for materials manufactured into preformed solid sheets. Crown's preformed thermoplastic and granular thermoplastic materials are approved products on the State Qualified Products List/Approved Products List (QPL/APL).
The letter challenges the ISO certification requirement stated in the bid specification, arguing that such certifications limit competitive bidding from otherwise qualified manufacturers without guaranteeing actual product quality. Crown contends that AASHTO M 249, which is reviewed and updated by AASHTO 4C and ASTM Technical Committees, provides the appropriate standard for composition and testing of pavement marking materials and ensures products meet current specifications through established procedures. Crown argues that compliance with AASHTO M 249 standards and the recognized testing procedures, rather than ISO certification, provides adequate assurance of material quality and proper manufacturing quality management systems.

Letter of Exception
Manufacturing Control and ISO Certification - Exception
Crown USA’s Preformed Thermoplastic Pavement Marking Materials are designed to meet the requirements of the current edition of The Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD).
The ISO statement within this bid limits competitive and otherwise qualified companies from bidding on contracts while providing no assurance regarding the actual quality of the product required. ISO certifications vary in scope and type. Companies can receive ISO certifications that have little to do with the “quality control” of the specification and testing surrounding the product intended to be purchased and installed.
The Arizona State Specification states that the material must conform to AASHTO M 249 except for the relevant differences due to the material being manufactures into preformed solid sheets. AASHTO M 249 is the recognized standard for composition and testing within the Pavement Marking Community. As such, each requirement is reviewed by AASHTO 4C and ASTM Technical Committees to ensure proper procedures as well as future updates, which are addressed at these meetings. This allows specifying bodies the assurance that the materials meet the current specification cited and that the testing procedures used are routinely scrutinized and adjusted to ensure the test methods (and therefore the products themselves) are up to date. This effectively provides the guidance for the Manufactures quality management system to follow and allows the assurance that the materials meet the cited specification.
Crown’s Preformed Thermoplastic and Granular Thermoplastic Material is an approved product on the State
QPL/APL.
