About this file
This is a follow-up letter from Preform LLC to the Arizona Department of Transportation (ADOT) in response to a second negotiation meeting held on January 16, 2024, regarding Solicitation BPM005719 for Bulk Thermoplastic and Thermoplastic Preformed Pavement Markings. The letter addresses ADOT's questions concerning the offeror's experience and capacity. Preform LLC clarifies that while the company itself was formed in November 2016 and received its first government contract award in July 2021 (approximately 3.5 years prior to this letter), the company's ownership and upper management collectively possess over 40 years of experience in the fulfillment and administration of governmental contracts from both manufacturer and contractor perspectives. The letter explains that the delay in securing government contracts is attributable to industry-standard requirements, as most government agencies require manufacturers' products to be on their specific State Department of Transportation Approved Products List (APL), a process that can require field evaluations through the AASHTO National Transportation Product Evaluation Program lasting up to 36 months, along with other state-specific evaluation requirements.
No pricing terms, contract value, funding sources, or specific contract duration details are provided in this letter. The communication serves primarily as a qualification clarification document submitted by the offeror to address procurement concerns raised during the negotiation process.

RE: Response to 2nd Negotiation Meeting held 1-16-24 Regarding Number of Years Experience with
Government Contracts. BPM005719 Bulk Thermoplastic and Thermoplastic Preformed Pvmt. Mrkgs.
Dear Ms. Ahmed, As a follow up our meeting on Tuesday, January 16, 2024, at 7:00am Arizona Standard Time, this letter is to address the areas of our proposal still in question by ADOT, as follows:
1. Experience and Capacity of Offeror
• Company History – The Department requests you to provide the number of years of governmental experience your company possesses.
In addition to the documentation, we provided previously to address our qualifications and ability to fulfill contractual obligations, we add the following information for consideration:
1. Our ownership, upper management, and I have been involved in fulfillment and administration of governmental contracts for 40+ years. Our Team’s experience is from both a manufacturer and a contractor perspective of government contract fulfillment and administration.
2. Preform, LLC received its first government contract award in July 2021, roughly 3-1/2 years ago.
Just for information, the majority of government agency bids for preformed thermoplastic pavement markings require a manufacturer’s product to be on their specific State Dept. of Transportation Approved Products List (APL), Arizona DOT included. The process of obtaining this approval varies from state-to-state and can be time consuming. Some states require manufacturers to have up to 36 months field evaluation through the AASHTO NTPEP (National Transportation Product Evaluation Program), other DOTs require local/in state field evaluations, while others may require both types of field evaluations and/or just laboratory sample evaluations. I share this information to explain why a newly formed company such as ours (Nov. 2016) may go several years without being awarded a government contract.
Should you have any questions or need additional information, please do not hesitate to contact me via telephone at 512-736-5282 or via email at rox@preform.us.
