Florida Offshore Sediment Resources Inventory
SCOPE OF SERVICES
Note: Mott MacDonald (Mott Mac) assigned Dr. Juan Moya to this project since he is one of the leaders in sediment sources investigations in the Gulf of Mexico. Dr. Moya started his tenure with Mott Mac on January of 2020. He is the author of the TXSED system for the sediment analysis and investigations of the state of Texas, which is equivalent to the ROSSI database. He has worked with BOEM and former Mineral Management Services as a partner looking for sediments sources in the Gulf of Mexico in Texas federal waters and is very familiar with the new policies of BOEM. Dr. Moya is also advisor for the Texas General Land Office Coastal Program on sediment issues in federal and state waters and recently helped the state of Texas to secure more than $1M in funding for sediment investigations to cover some sediment gap information analysis in federal waters.
Additionally, Dr. Moya and Dr. Steele have worked in Gulf of Mexico committees under the Gulf of Mexico Alliance working on new approaches to improve sediment management policies across the Gulf of Mexico. Dr. Moya is well respected for his expertise and has a strong network of sediment experts that facilitated the sharing of information with Dr. Moya. Mott Mac considered that bringing a recognized expert that was familiar with the needs of DEP would be very beneficial to the client to advance the sediment database and information analysis for the state of Florida.
SCOPE OF SERVICES
Background and Project Description:
The Regional Offshore Sand Source Inventory (ROSSI) is administered by the Coastal Engineering and Geology Group (CEGG) within the Engineering, Hydrology, and Geology Program (EHG) in the Division of Water Resource Management, Florida Department of Environmental Protection (FDEP). The ROSSI is a statewide program to identify strategic offshore sand sources for the planning and construction of beach nourishment projects by FDEP or local government sponsors. The ROSSI acts as a repository, maintaining an inventory of data to be used in the location and classification of sand sources as potential, proposed, or permitted borrow sources.
The main objective of this project is for Mott MacDonald (CONSULTANT) to review data within the ROSSI, recover legacy geological and geophysical data to ensure an up-to-date record of all available data, and combine into a comprehensive Florida Offshore Sand Resources Inventory. This inventory will be used by all 5 Gulf states and the Bureau of Ocean Energy Management to develop a Gulf-wide Sand Inventory program for funding under future opportunities.

Tasks within the Scope of Work:
Task 1. Literature Review and Draft Memorandum (Task Fee: $19,434.83) Revised Task Fee: $18,522.38
Geophysical and geologic data provide the primary information to determine where beach nourishment-quality sediment is located, the quality and quantity of sediment available, and are the backbone of planning a beach nourishment project. CONSULTANT shall compile existing legacy geophysical and geologic data for the state of Florida and compile into a spatial geodatabase using BOEM-specified formatting (including compliant metadata) that is also compatible for translation and/or uploading into ROSSI. Data will be considered relevant within the boundaries of Florida and include state and federal waters to a depth of 100 feet. The work is anticipated to include the following:
• A. Compilation of existing data and information on available geophysical and geologic data (e.g. grab samples, boring logs, side scan sonar, etc.). It is assumed that all geophysical and geologic data within ROSSI will be sent to CONSULTANT within two weeks of NTP. Any delay in receiving the data may result in a delay in schedule. It is assumed that all existing data has been thoroughly QA/QC’d and appropriate for use in this project.
• B. Coordination with various governmental agencies such as BOEM, FDEP, US Army Corps of Engineers (USACE), and US Geological Survey (USGS), as well as various non-governmental organizations and universities, to determine if new data is available. This activity is anticipated to be primarily desktop in nature, but traveling to an agency may be needed to obtain data. Two days of travel has been assumed for this scope. It is assumed that the agencies will provide the data in a timely manner (within two weeks of request). Any delay in receiving the data may result in a delay in schedule.
R. Tasks 1.A. and 1.B. were completed. After speaking with the sources of information, the Customer was informed on 2-6-20 that in the preliminary interviews there was limited data on several of the items identified in the scope (see email 1). Thereafter, a conference call was set up with Dr. Jennifer Steele on
2-7-20 (9:00 AM Eastern Time) to disclose the limited information received to date and to request additional information and guidance.
Email 1.
• C. Analog data of miscellaneous formats will be digitized in coordination with FDEP and USGS.
This will be dependent upon the amount of data found that needs to be digitized.
CONSULTANT will coordinate with FDEP and follow written protocol to prioritize the data for digitization. R. After speaking with Mr. Jim Flocks (USGS), no data was identified for digitization at the USGS.
• D. All data will be geo-rectified and projected in Universal Transverse Mercator (UTM) or other specified datum. R: Some data was identified to be geo-rectified on the sites located in federal waters.
• E. Review data recorders of newly discovered data to ensure the survey navigation system data (e.g. Hypack or similar survey navigation software) is properly integrated with geophysical profiles. R. No new geophysical data was available to be integrated into ROSSI;
however, two companies were contacted to secure their most recent studies: CEC and APTIM.
Both companies provided their specific areas of research that were incorporated into the Memorandum as information to be verified. Both companies were willing to share their original files if requested.
• F. Any other tasks necessary to incorporate data into GIS and other analytical software.
CONSULTANT will coordinate with FDEP as needed. R. The client was informed that no other task was necessary. Also, the client did not requested analysis for any specific analytical software during the updates and conference calls.
• G. Incorporate existing geophysical and geologic data into a GIS database using ArcMap or ArcGIS. It is assumed the new database and any newly discovered data will use the existing ROSSI data schema. R. No new geophysical and geological survey was identified aside from the information provided by CEC and APTIM. Mott Mac provided that information in the Memorandum for DEP to confirm the data was already in the ROSSI database. After the visit to BOEM on 2-13-20, Mr. Brantly was informed on 2-21-20 that the analysis of the data and the visit to BOEM provided some sets of information:
1. No added data was available to update.
2. Limited information was available on the sediment sources located in federal waters under the jurisdiction of BOEM.
3. A recommendation was provided on 2-13-20 to Mr. Brantly that entailed developing a more detailed inventory of the conditions of the sediment sites and reliable data available in both the ROSSI and MMIS-databases specific to sites that are under the jurisdiction of BOEM in federal waters. Credible data was available in ROSSI but there was no clear understanding by BOEM staff on where the sand sources are located where BOEM can provide funding for future detailed investigations. Mr. Brantly responded positively to Mott Mac’s recommendation whereby Mott Mac then focused its assessment to sites already identified in the ROSSI database that are under the jurisdiction of BOEM in federal waters. Additional data from APTIM of sites located in federal waters was incorporated in the Memorandum. The Memorandum added a comprehensive sediment source inventory of the sites that extended located from the Escambia to Collier County. With this change in strategy, no additional GIS services were needed, and time was dedicated to exploring the sediment sites under BOEM jurisdiction.
4. In the original statement from Dr. Steele at the kickoff meeting, she requested to focus the data analysis only on the following counties: Escambia, Santa Rosa, Okaloosa, Walton, Bay, Gulf and Franklin. After Dr. Steele departure, Mr. Brantly asked to cover the data analysis from Escambia to Collier county. Mott Mac accepted and extended the area of study.
H. An accurate understanding of how the existing ROSSI database is hosted and maintained is critical in ensuring the new GIS database is readily implemented. CONSULTANT will coordinate with the current host of the ROSSI database at project inception as well as regularly throughout the execution of the task to ensure functionality. R. Mr. Brantly was also informed before 3-22-20 that in order to improve the functionality of the ROSSI Database, DEP will require migrating the Database platform from Oracle to ArcGIS or another credible system being utilized by MMIS-BOEM. Mott Mac offered to research funding sources to develop this system modification. Mr. Brantly supported Mott Mac’s offer for this research and requested that the DEP consultants provide a fee proposal detailing the appropriate funding needed. Mott Mac offered to prepare the grant application at no cost to DEP.
Additionally, Ms. Tershara Mathews (BOEM) offered to research funding sources for a BOEM match of funds that would consider the migration of the GIS and ROSSI systems a necessary action for the compatibility of these two systems. An email from Mott Mac was sent to Mr.
Brantly on 3-3-20 informing him of the status of the calls to NWFW for the purpose of this platform migration.
I. Collaborate with FDEP, BOEM, and any others to develop data management and communication procedures between the BOEM Marine Minerals Information System (MMIS) and ROSSI such that future ROSSI updates will be automatically reflected in the MMIS. R:
Several meetings and conference calls were coordinated with DEP and BOEM that provided the following actions and information:
1). A site visit conducted by Mott Mac with BOEM staff in New Orleans on 2-13-20 (11-12:00 AM). The meeting allowed to review the MMIS data and see what new data has not been shared with the ROSSI database. The meeting concluded that BOEM staff has not access to the ROSSI database. Mott Mac facilitated the dialog between the two agencies.
2) A Team call was coordinated on 3-17-20 to discuss the content of the Draft Memorandum.
The participants from BOEM and FL-DEP collaborated and produced a final Draft Memorandum that proved beneficial to all the participants.
3) After final input was secured, a subsequent call with Mr. Brantly and Mr. Dobbs (BOEM) was coordinated on 3-18-20. The potential updates were identified during the last call and Mr. Brantly and Mr. Dobbs concluded that both agencies needed to maintain a QA/QC process for future data collection and verification.
4) At the call on 3-17-20, staff provided a request to include Information on potential sediment sources coming from the US Army Corps of Engineers under the Beneficial Use of Dredge Material projects. The information was already included in the Memorandum.
5) From the discussion with Mott Mac and DEP, BOEM staff learned that the federal agency needs to remove blocks from the ROSSI database that have not significance for BOEM. This will have to include coordination between the two agencies.
6) It was also conclude that the QA/QC process needs to be improved at different levels and should include the consultants of both agencies in charge of the maintenance of the sediment databases.
7) BOEM staff realized that they don’t have access to the ROSSI database and that will make difficult future efforts to update the information.
8) BOEM informed DEP that the sediment sources in ROSSI need to be classified in order to be incorporated into MMIS. This is new challenge to DEP because the sites in ROSSI are not classified under the format of MMIS.
9) As presented above, Mott Mac informed Mr. Brantly that in order to improve the functionality of the ROSSI Database, DEP will require migrating the Database platform from Oracle to ArcGIS or another credible system being utilized by MMIS-BOEM. BOEM staff mentioned that the data coming from ROSSI will have to be reprocessed in order to be uploaded into the MMIS system.
In Conclusion, Mott Mac facilitated the channels of communications between both agencies to improve different technical issues and data management exchange policies.
J. Develop draft Florida Offshore Sediment Resources Inventory Memorandum.
R. A Draft Memorandum was submitted on 3-09-20 and a Final Memorandum was submitted on 3-20-20 with the following statement in the second paragraph of the Section 3. Results:
Mott Mac re-instated in the Draft Memorandum and the Final Memorandum the following statement: “after discussion with Mr. Robert Brantly (FLDEP) and Tershara Mathews (BOEM) Mott MacDonald compiled and included in this Memorandum the location of previously identified sediment sites near the federal waters to facilitate the identification of sites that be characterized in the future with the support of BOEM”.
Conclusion: The client was informed early on in the project about Mott Mac’s recommendation to develop a more detailed analysis of the sediment sources in federal waters without changing the scope since the scope was requesting for actions that were not able to produce deliverables. The language of the change was presented in the first Draft Memorandum and in the final Memorandum.
The staff of BOEM (funding source for the Memorandum) was also aware of this recommendation and the action and time dedicate for that effort. The BOEM team saw that action as a positive one that benefited the information for the MMIS database and for future updates of these sediment databases.
