BS135 Task Assignment 14

Mott MacDonald Scope of work for FDEP abandonment of up to 10 specific oil and gas wells.

Introduction The FDEP reached out to Mott MacDonald (MM) to develop and provide the following services under the BS135 Statewide contract.

Background The Florida Department of Environmental Protection (Department) permits oil and gas (O&G) wells throughout the State. The Department’s Oil and Gas Program has been tasked with planning and overseeing the permanent plugging and abandonment (P&A) of up to ten (10) inactive O&G wells located in the Blackjack Creek (BJC) Oil Field, south of Jay, Santa Rosa County.

These wells were determined to be unproductive or otherwise not useful within a reasonable time horizon following the bankruptcy of previous operator (Petro) and subsequent assignment to Black Creek Energy (BCE). The wells must be P&A’d in accordance with Department O&G regulations and standard industry practices to protect both the remaining hydrocarbons in the field, the underground sources of drinking water (USDW), and protect public health and safety.

Location The Blackjack Creek Field is located in Santa Rosa County in Florida approximately 8 miles south-southeast of Jay Florida. The site area is depicted in figure 1 below.

Blackjack Creek Oil Field Area

Figure 1 Site Location Area

Figure 2 depicts aerial map of the Blackjack Creek wells.

Figure 2Aerial Map of Blackjack Creek Wells for Plugging and Abandonment

The fluids from the production wells in the field are transported by flowlines to the Blackjack Treatment Plant, where the oil, gas and water fractions are separated. Produced water is conveyed via flowlines to the injection wells for enhanced oil recovery by maintenance of field-wide pressure (waterflood). The Treatment Plant is located along Wells Pond Road, 2 miles east of the intersection of Landfill Road and State Road 89.

The 10 wells are located within an approximate 3.2 square mile polygon having a perimeter of about 7.8 miles. Each well is located approximately between 0.25 and 2 miles from the perimeter of the Blackjack Treatment Plant. The wells are accessible by roads or paths previously traversed by drilling rigs.

Scope of Work Work on Task 1 and Task 2 below shall not commence until the Contractor receives written direction from the DEP project manager to begin work under this Task Assignment.

Task 1 - Development of a draft scope to plug and abandon up to 10 Oil and Gas Wells, in Santa Rosa County Florida

Mott MacDonald will prepare a draft scope of work, suitable for inclusion in a Department competitive solicitation package, for a qualified contractor to perform the plug and abandonment procedures in accordance with applicable local, state and federal regulations for these activities. The scope will include the following details/sections and written instructions for providing responses covering;

• Specifics of the targeted O&G wells provided in a matrix table, and an appendix with well construction diagrams.

• Text within the scope will include the following sections and specific text addressing;

o Introduction o Purpose o Objective Narrative o Specific Scope of work:

Covering site access and ROW entrance.

Narrative to include reference to local, state and federal requirements for erosion and sediment controls as applicable to the work- local to the vicinity of the disturbance area surrounding the wellhead <1/4 acre, and outline requirements for any land disturbance activities which may include; contractor to provide a physical/desktop survey for nearby water bodies, surface water/ wetlands, nearby streams.

Documentation for the entire project (one report covering each location with all common elements) making up the 10 separate locations or fraction thereof as awarded.

Disconnections, including but not limited to: surface piping manifold and connections/valving and related gauges, surface connection appurtenances and devices, disconnect feed to/from lines to/from treatment plant.

P&A specific oil and gas wells in accordance with Florida Administrative Code (62C-

29.009 Plug and Abandonment of Wells.)

Each individual well is to have its own specific P&A plan and approval for P&A activities will be on a well by well basis.

Within each P&A plan the individual well is to have a well schematic depicting P&A placements for plugs, and noted details pertaining to casing plugs, cutoffs, removals and associated downhole features to be uninstalled/ installed.

Notice to proceed with the physical construction will be provided by the Project Manager (DEP) once all administrative documentation is complete and associated approvals obtained.

Certain wells (see table x-x) may require EPA approval due to their permitted status as UIC wells

P&A work is to be sequential on a well to well basis whereby work is not to be conducted in parallel.

Prep well for plugging and abandonment:

• Surface access

• Well fluid conditioning

• Internals removal tubing/ other

• Liner Casing removal to surface casing

Health and safety section covering all aspects for the work. NOTE: Well field is noted as a “sour gas” field whereby hydrogen sulfide (H2S) is/has been present in gaseous form contained in well fluids and had been noted to volatilize to be air borne within the working area of the individual wells and appurtances. Noted concentrations have been reported as high as 25%. Note OSHA H2S PEL of 20 ppm is not to be exceeded at any time, and 50ppm as a maximum peak, not to be exceeded during any 10-minute work period. IDLH for H2S is 100ppm. All work is suspect to be potentially exposure prone to H2S therefore all work is to be conducted under a specific monitoring plan with real time detection and control provisions accounted for.

o Administrative requirements/and subcontractor deliverables and required content.

Health & Safety -- H2S plan List of 3 – references/ recent project work Recent example of P&A Plan (generic) License to work in FL or other license / requirements Bonding capacity Insurance EMR

• Contractor to provide narrative and approximate schedule (duration per well) as to how they will accomplish this work.

• Contractor to provide a H2S monitoring and control plan for each phase of work in accord with OSHA standards.
