FDEP Contract BS135, Task Assignment No. 22, Project 1 - Field Survey and Hydrologic Model Inputs for the High Hazard Potential Dams System, at the Harney Canal Structure S-161 and the Tampa Bypass Canal Structure S-159 Upper, Middle and Lower Dams, in Hillsborough County, Owned by the Southwest Florida Water Management District, FL
Background and Project Description:
Mott MacDonald (MM) is pleased to submit this proposal to the Florida Department of Environmental Protection (FDEP) to conduct required professional engineering services for Task Assignment Number 22 under FDEP Contract No. BS135. The engineering services involves the compilation of existing pertinent data provided by Southwest Florida Water Management District (SWFWMD),and conducting Field Surveying and limited topographic mapping at the dam structures, as well as developing hydrologic modeling input for the High Hazard Potential (HHP) Dams system, owned by SWFWMD, for control structure S-161 along the Harney Canal, and the Tampa Bypass Canal control structures at S-159 Upper, Middle and Lower dams in Hillsborough County.
PROJECT INFORMATION
The requested services include:
1. Conducting an on-site field reconnaissance survey, and initial site meeting with MM, the surveying crew and SWFWMD representatives to:
a. Discuss pertinent issues of concern and confirm using control structures and related watershed data included in the External Hard drive provided by SWFWMD.
2. Conducting field cross- section, plan and profile surveying and site specific topographic mapping of the control structures at the S-161 Harney Canal and S-159 Tampa Bypass structures S-159 Upper, Middle, and Lower.
3. Developing Hydrologic Modeling Inputs for the watershed subareas within the project domain areas for future inundation modeling and mapping required to support the development of an Emergency Action Plan for the HHP system associated with structures S-161 and S-159 Upper, Middle, and Lower.
SCOPE OF SERVICES
Task 1: Field Reconnaissance Site Visit and Coordination with FDEP, and SWFWMD representatives.
The following work tasks will be performed to verify the available pertinent data for the below listed HHP system in Hillsborough County, FL.
1. S-161 structure, National Inventory of Dams (NID) ID # FL00640, Hillsborough County
2. S-159 structures Upper, Middle, and Lower and NID ID # FL12001, Hillsborough County
A. Conduct on site field reconnaissance and attend an initial meeting, with the representatives of the FDEP, SWFWMD and the surveying crew to discuss pertinent project issues of concern and verify the available data items regarding the control structures at the impoundments, as follows:
1) S-161 control structure along Harney Canal, and S-159 Upper, Middle and Lower Control structures along the Tampa Bypass Canal -
As-built drawings - plan, elevation, details, and cross-sections Latest Inspection Reports Project Hydrologic design criteria/ data
2) Watershed Master Control Plan and related reports Watershed Master Control Plan Report - electronic file.
Lidar and topographic data - electronic file Hydrologic Modeling data - electronic file
3) Existing Field Survey data Existing field survey data of the control structures and benchmarks datum -electronic files
B. Compilation of pertinent available data identified above.
DELIVERABLES:
1) Prepare and submit electronic files for:
Draft Site Reconnaissance Summary Report including Appendices with Figures and Excel Tables - summarizing pertinent available data used and recommendations regarding downstream consequence areas during extreme storm events.
Final Site Reconnaissance Summary Report
Performance Measure: Deliverables will be reviewed by the Department to confirm that they are complete, accurate, and timely.
Task 2: Field Survey Data Acquisition
Refer to Figures SD1 , SD2 and SD3 for the S-161 and S-159 structures aerial view locations and layout of field surveying cross-section work. Conduct field surveying data acquisition at the structures and:
1) Establish the top of embankment profiles and cross-sections at the control structures and verify structures outlet works dimensions data necessary to support future hydrologic analyses.
2) Confirm (ground truth) site topographic mapping of the adjacent embankments at the control structures.
Note: Field cross-section and topographic surveying work to be conducted by Southeastern Survey and Mapping Corp (SSMC).
1) Provide e-mail notification to the FDSP at least one week prior to the scheduled field site visit to conduct the required field surveying work. The notification should include the date, time, team meeting location, and the vendor contact name and phone numbers (office and cell).
The e-mail notification should be sent to Tracy.Woods@FloridaFDEP.gov
2) Provide an electronic version of the original field surveying data obtained for the dam structures, along with photographs taken at the selected field survey locations.
Task 3: LiDAR Data Compilation and Analysis
Conduct LiDAR Data compilation and Analysis for the HHP dam systems study area, Refer to Figure
H/TBC.
1) Download the available 2017 LiDAR data and produce a DEM for the HHP dam systems associated with the control structures S-161` and S-159 on Harney Canal and the Tampa Bypass canal, respectively, in the Hillsborough County, project study domain areas using GIS methods.
2) Integrate the 2017 LiDAR bare earth Digital Elevation Models (DEMs) with the cross-section and topographic survey data developed in Task 2 for the control structures S-161 and S- 159 Upper, Middle, and Lower.
1) DEM from 2017 LiDAR in both ASCII and GDB format (GIS readable geodatabase data); and cross-section and topographic data developed in Task 2 in XML and DWG formats for the control structures S-161 and S-159 Upper, Middle, and Lower and the downstream flooding impact area.
Task 4: Project domain watershed Hydrologic modeling inputs for the S-161 and S-159 HHP dam system.
Develop project domain watershed characteristics for S-161 and S-159 HHP dam systems to include:
1) The delineation of watershed subareas contributing flow to selected Point of interest (POI)for S-161 and S-159 HHP dam system impoundments and downstream flooding impact area.
2) Utilize base watershed and subareas data, and pertinent hydrologic data provided by SWFWMD in conjunction with watershed DEM to define selected Point of Interest (POI) locations.
1) Provide Draft watershed and subareas map contributing flow to the selected POIs for the S- 161 and S-159 HHP dam system impoundments and downstream flooding impact area, along the TBC.
2) Provide Final watershed and subareas map contributing flow to the selected POIs for the S- 161 and S-159 HHP dam system impoundments and downstream flooding impact area, along the TBC.
