Restoration Monitoring Plan for Marco Shores and Shell Island Road
SCOPE OF SERVICES
October 2024
BACKGROUND AND PROJECT DESCRIPTION:
The Florida Department of Environmental Protection (FDEP), Rookery Bay National Estuarine Research Reserve (NERR) is working with Mott MacDonald (MM) to design, permit, and implement a hydrologic restoration project at Marco Shores and Shell Island Road in Naples, Florida. Under the permitting requirements for the hydrologic restoration, the pre- and post- monitoring efforts are anticipated to be fulfilled by the development of a citizen science restoration monitoring program at the Rookery Bay NERR. This plan is the highest priority for the engagement strategy for the Rookery Bay NERR because restoration monitoring activity is often difficult to support due to the amount of time and commitment staff or contract employees must oblige per permitting requirements.
To facilitate the project objectives for Rookery Bay NERR, the MM Team will provide an expert advisor for the development of a citizen science monitoring program supporting permitting and implementation of the project. In addition, the MM Team will assist with hosting a wetland restoration workshop for Rookery Bay NERR staff and key stakeholders. Once the Marco Shores and Shell Island Road restoration projects are completed, the MM Team will work with the Rookery Bay NERR Restoration Coordinator to assess the program performance and provide feedback and recommendations for adaptive management if needed.
Under this agreement, Bi-Partisan Infrastructure Law - Capacity Funding for the NERR Systems was granted with specific language pertaining to a qualified advisor. As required by the grant, the MM Team will provide a qualified advisor having familiarity and experience with local recent and current hydrological restoration projects (e.g., Fruit Farm Creek) within the Rookery Bay NERR. The MM Team will complete the work in accordance with the language pertaining to a qualified advisor for this grant.
TASKS WITHIN THE SCOPE OF WORK:
Task 200: Site Visit, Draft and Final Hydrological Monitoring Plan (Citizen-based)
The MM Team will complete one (1) site visit with Rookery Bay NERR staff to assess current conditions, and to discuss the conceptual restoration plan and potential monitoring requirements with Rookery Bay NERR. The MM Team will provide a brief memo outlining the anticipated regulatory agency monitoring requirements. As, the permitting process has not been initiated, the MM Team will develop a Draft Monitoring Plan that meets the anticipated hydrologic habitat restoration monitoring permitting requirements, and which will be used to help guide the design and proposed monitoring parameters and methodologies for permit applications. The Draft Monitoring Plan will be designed to provide timely information regarding changes in the ecosystem and will be developed in a manner that can be replicated for a wider citizen science-based program for future Rookery Bay NERR restoration projects. The Draft Monitoring Plan will be provided to Rookery Bay NERR for one
(1) round of review and comment. The MM Team will coordinate with Rookery Bay NERR for changes and will update the Draft Monitoring Plan within ten (10) business days of received comments. Once permitting is underway, The MM Team will address Requests for Additional Information (RAI’s) received from the permitting regulatory agencies and that are specific to the Draft Monitoring Plan.
Based on feedback from the permitting regulatory agencies, the MM Team will prepare the Final Hydrological Monitoring Plan.

This may include protocols outside of the ability of, or that may be unsafe for, the public such as remote sensing and vegetation sampling transects. It will be the responsibility of Rookery Bay NERR to determine the best approach to meet those requirements if necessary.
