FDEP Contract BS 135, Task Assignment No. 23, Project 1 – Inundation Modeling and Mapping for Flint Creek Dam Structure at Lake Thonotosassa, Hillsborough County, FL, and Project 2 – Inundation Modeling and Mapping for P-3 Dam Structure and P-1 Dam Structure, Polk County, FL
SCOPE OF SERVICES
Original: October 2024 Change Order 3: 3/17/2025
Background and Project Description:
The State of Florida Dam Safety Program (FDSP) is administered by the Program and Technical Services Program in the Division of Water Resource Management, Florida Department of Environmental Protection (FDEP). The Florida National Dam Safety Program Grant for FY2024 (FDEP BIL24) has approved the use of grant funds to prepare Inundation Mapping for development of an Emergency Action Plan (EAP) for several High Hazard Potential (HHP) dams in Florida. This proposal is for conducting the inundation modeling and mapping work activities to support the preparation of two EAPs (not included) for the following HHP dam systems (Refer to the Figure 1 and Figure 2 in Appendix B):
DAM NID ID# FL12037- Flint Creek Dam Structure at Lake Thonotosassa, Hillsborough County, FL
DAM NID ID# FL12011- P-3 Dam Structure at Lake Arietta, Polk County, FL DAM NID ID# FL13345 - P-1 Dam Structure at Lake Lena, Polk County, FL
The objective is to:
Complete a Dam Break inundation study and support data for one EAP for the Flint Creek Dam Structure, which is owned and managed by the Southwest Florida Water Management District (SWFWMD).
Complete a Dam Break inundation study and support data for one EAP for the P-3 and P-1 Dam Structures system, which are owned and managed by the SWFWMD.
The Flint Creek Dam Structure impounds Lake Thonotosassa and is in the Hillsborough River Basin and is part of the Pemberton Creek/ Baker Canal watershed. Lake Thonotosassa is situated roughly 14 miles northeast of Tampa and is Hillsborough County’s largest lake and is owned and managed by the SWFWMD. Refer to Figure 2 in Appendix B. The P-3 Dam Structure forms the outlet works for Lake Arietta impoundment and is located on the P-3 outfall canal between Lake Arietta and Lake Whistler, approximately 600 feet downstream of Lake Arietta. Furthermore, it is located one mile northwest of Auburndale in Polk County, in the Peace River Basin. P-3 controls the outfall of Lake Arietta and flows to Lake Whistler which discharges to Lake Ariana and then to Lake Lena.
Refer to Figure 1 in Appendix B. The P-1 Dam Structure forms the outlet works for Lake Lena and regulates the Lake surface water elevation for freshwater storage, recharge, and recreation. It is located on the south end of Lake Lena on the north side of a box culvert under an abandoned roadway near the west junction of State Road 544 and US 92 in Auburndale in Polk County in the Peace River Basin. Refer to Figure 1 in Appendix B.
The scope of the work effort will be to conduct Inundation Modeling and Inundation Mapping for the No Dam Break and Dam Break scenarios at each of the above-mentioned dam structures and provide supporting data for the development of the EAPs. For this project, the consultant shall analyze two scenarios of failure at each dam (e.g., piping at the dam outlet sluice gates and overtopping of the top of gate structure dam embankment location), under Sunny Day conditions, and during the 100 - year (yr) and Probable Maximum Precipitation (PMP) storm events. In addition, the possible sequential dam failure of the downstream P-1 dam structure will be analyzed for the hypothetical dam failure of the upstream P-3 dam structure during the PMP storm event.
Note the latest available LIDAR information (2017 /2018) as obtained from SWFWMD, will be used in conjunction with the Hillsborough County and Polk County GIS Platform data, with all data reported in NAVD88 datum.
The purpose of this project is to:
1) Provide FDEP and the Dam Owner with the required dam break Inundation Mapping to support the comprehensive Emergency Action Plan (EAP) for identified flooding impact areas which may confirm a High Hazard Potential risk for each dam system.
2) Simulate No Dam break dam break condition for each dam structure during 100-year storm, ½ PMP and PMP storm events and prepare matching inundation maps based on the results.
3) Simulate Dam break dam break conditions for each dam based on the Sunny Day condition, and during both the 100-year storm and PMP storm events and prepare matching inundation maps based on the results. In addition, the sequential dam break of the downstream P-1 Dam Structure, resulting from the failure of the upper P-3 dam structure will be simulated and flood wave and peak water surface elevations provided for critical downstream locations.
4) The HEC-HMS computer program in conjunction with the HEC-RAS modeling program shall be utilized for the modeling activity. Each dam shall be modeled for the 100- year 24- hour storm obtained from the National Oceanic and Atmospheric Administration (NOAA) Atlas 14, Point Precipitation Frequency Estimates; and the PMP storm estimate shall use the methodology from the NOAA HYDROMETEOROLOGICAL REPORT No.51, Probable Maximum Precipitation Estimates, United States East of the 105th Meridian, all published by the US Dept. of Commerce.
5) Prepare a comparative Table of Flooding Inundation impacts on downstream structures for the No Dam Break versus Dam Break scenarios.
6) Dam Break Inundation Mapping for each dam site and associated downstream locations shall depict flood inundation elevation extents, flood velocities, peak wave depths, and peak wave arrival times at selected downstream locations.
Tasks within the Scope of Work:
Perform Inundation Modeling and Mapping for inclusion in the FDEP Emergency Action Plan Template for Florida Dams (hereafter referred to as the EAP Template); and provide the supporting data for the development of one EAP for the Flint Creek Dam Structure and one EAP for the P-3 and P-1 Dam Structures system. The Inundation modeling necessary for the development of the EAPs will require conducting dam break analyses (using computer modeling) and preparing inundation maps based on HEC - RAS 6.0.7, as updated. The work will consist of the following tasks:
Project 1: Task 1, Task 2 and Task 3
Task 1: No Dam Break Condition Inundation Modeling and Mapping for Flint Creek Dam Structure at Lake Thonotosassa

The larger Hillsborough River watershed area is not included as part of the contributing flooding domain, as flood flows from extreme storm events will arrive at the confluence with Flint Creek several hours after the peak flood flows from Flint Creek have passed.
1.3 Conduct routing and dam overtopping analysis for the Flint Creek Structure for the 100-year 24-hour, the ½ PMP and PMP storm events under the No Dam Break condition and use the results to prepare Inundation Mapping.
