Inundation Modeling and Mapping for Emergency Action Plan for

Shadow Run Dam at Lake Grady, Riverview, Hillsborough County, FL

SCOPE OF SERVICES

Background and Project Description:

The State of Florida Dam Safety Program (FDSP) is administered by the Engineering, Hydrology, and Geology Program in the Division of Water Resource Management, Florida Department of Environmental Protection (FDEP). The Florida National Dam Safety Program Grant for FY2022 (FDEP DAM22) has approved the use of grant funds to conduct a Condition Assessment and inundation mapping for development of an Emergency Action Plan (EAP) for one Significant-Hazard Potential dam in Florida. This proposal is for condition assessment and inundation modeling and mapping to support the preparation of an EAP for the Shadow Run Dam at Lake Grady in Hillsborough County (Refer to the Figure 1 in Appendix B):

▪ DAM NID ID# FL00176- Shadow Run Dam, Riverview, Hillsborough County, FL

The objective is to:

▪ Complete a Condition Assessment on the Shadow Run Dam, owned and operated by the

Shadow Run Dam Corporation (SRDC).

▪ Complete a Dam Break inundation study and support data for an EAP for the Shadow Run

Dam for SRDC.

Shadow Run Dam impounds Lake Grady and is located on the Bell Creek tributary to the Alafia River within Riverview, Hillsborough County, Florida. Refer to Figure 1 in Appendix B. The current work effort will be to conduct a Condition Assessment and Inundation Modeling and Inundation Mapping for the No Dam Break and Dam Break scenarios at the Shadow Run Dam. For this project, the consultant shall analyze two scenarios of failure at the dam (e.g. piping at the dam outlet and overtopping at the spillway top of dam location), under Sunny Day conditions and during the 100 -year (yr) and Probable Maximum Precipitation (PMP) storm events. Note the latest available LIDAR information (2007 or later) shall be used in conjunction with the Hillsborough County GIS Platform data , with all data reported in NAVD88 datum.

The purpose of this project is to:

1) Provide a current assessment of the dam condition through a dam visual inspection.

2) Provide FDEP and the Dam Owner, with the required dam break Inundation Mapping to support the comprehensive Emergency Action Plan (EAP) for an identified flooding impact area which may confirm a Significant Hazard Potential risk or require rerating the dam as a High Hazard Potential (HHP) risk.

3) Simulate No Dam break dam break condition for the dam during 100-year storm, ½ PMP and PMP storm events and prepare matching inundation maps based on the results.

4) Simulate Dam break dam break condition for the dam based on the Sunny Day condition, and during 100-year storm and PMP storm events and prepare matching inundation maps based on the results.

5) The HEC-HMS computer program in conjunction with the HEC-RAS modeling program shall be utilized for the modeling activity. Each dam shall be modeled for the 100- year 24- hour storm obtained from the National Oceanic and Atmospheric Administration (NOAA) Atlas 14, Point Precipitation Frequency Estimates; and the PMP storm estimate shall use the methodology from the NOAA HYDROMETEOROLOGICAL REPORT No.51, Probable Maximum Precipitation Estimates, United States East of the 105th Meridian, all published by the US Dept. of Commerce.

6) Prepare a comparative Table of Flooding Inundation impacts on downstream Structures for the No Dam Break versus Dam Break scenarios.

7) Dam Break Inundation Mapping for the dam site and associated downstream locations shall depict flood inundation elevation extents, flood velocities, peak wave depths, and peak wave arrival times at selected downstream locations.

Tasks within the Scope of Work:

Perform a Condition Assessment and inundation modeling and mapping for inclusion in the FDEP Emergency Action Plan Template for Florida Dams (hereafter referred to as the EAP Template); and provide the supporting data for the development of the EAP for Shadow Run Dam owned by SRDC. The Inundation modeling necessary for the development of the EAPs will require conducting dam break analyses (using computer modeling) and preparing inundation maps based on HEC - RAS 5.0.7, as updated. The work will consist of the following tasks:

Task 1: Field Survey & Hydrographic - Bathymetry Data Acquisition and Data Review

1) Establish the top of dam profile, embankment dam cross sections and collect dam outlet works dimensions data necessary to support hydrologic, hydraulic, no dam break and dam break analyses.

2) Confirm (ground truth) site topographic mapping at the dam and downstream impact areas (e.g., Boyette Road and Bell Creek Mouth).

3) Conduct hydrographic -bathymetric survey of the dam impoundment to establish the elevation -storage - area relationships between the bottom of the lake, dam operating pool level and top of dam.

DELIVERABLES:

1.) Provide e-mail notification to the FDSP at least one week prior to any scheduled site visit and / or to meet with the owner or their representative, and to conduct the required field surveying and hydrographic-bathymetry survey work. The notification should include the date, time, meeting location, and the vendor contact name and phone numbers (office and cell).

The e-mail notification should be sent to Tracy.Woods@FloridaFDEP.gov and Aaron.J.Ray@Floridadep.gov.

2.) Provide an electronic version of the original field surveying data obtained for the dam and survey report, along with photographs taken at the selected field survey locations.

3.) Provide an electronic version of the hydrographic -bathymetry data gathered, as a Bathymetry Digital Elevation Model (BEM) along with corresponding Geographic Information System (GIS) shape files for the Lake Grady / Shadow Run dam impoundment area.

Performance Measure: Deliverables will be reviewed by the Department to confirm that they are complete, accurate, and timely.

Task 2: Visual Condition Assessment and Certified Assessment Report

Conduct a site visit for visual condition assessment:

1) Meet with the dam owner, SRDC, or their representative during the site visit to obtain any first-hand supplemental information available to add to visual inspections and the condition assessment.

a) Collect and review pertinent Shadow Run dam data and acquire any additional data on site required to assist with the dam’s condition assessment.

b) Confirm the SRDC dam’s data collected in prior task activity and acquire any additional data necessary to assist with the dam’s condition assessment.

2) Conduct visual inspection of the dam and appurtenances and prepare a photographic record of the visual observation at the dam.

3) Prepare the Condition Assessment Report for the dam utilizing FDEP template and form and provide the required Certified Condition Assessment Report for the dam.

1.) Provide e-mail notification to the FDSP at least one week prior to the scheduled site visit for visual inspection and dam condition assessment. The notification should include the date, time, meeting location, and the vendor contact name and phone numbers (office and cell). The e-mail notification should be sent to Tracy.Woods@FloridaFDEP.gov and Aaron.J.Ray@FloridaDEP.gov.

2.) An electronic version of pertinent documents obtained from SRDC, including any data relative to recorded design plans, inspections, maintenance records, etc.

3.) An electronic version of the photographs and field inspection notes provided on FDEP Template for the dam site location.

4.) An electronic version of the Certified Dam Condition Assessment Report.

mailto:Tracy.Woods@FloridaFDEP.gov mailto:Tracy.Woods@FloridaFDEP.gov
