Scope of Work For: Fruit Farm Creek – Phase 2
Mangrove Restoration Monitoring in Marco Island, Florida
Background
The Fruit Farm Creek (FFC) restoration project area is located on the western edge of the Ten Thousand Islands Aquatic Preserve in southwest Florida. The region was distinctly characterized by standing mangrove snags surrounded by severely stressed shrub mangroves. Surveys conducted before hurricane Irma (2017) documented 65 acres of complete vegetation loss and an additional 200 acres of severe stress; these areas have enlarged following recent hurricane impacts. The project area is on the south side of SR-92 in Marco Island (Collier County) within parcels owned by the Trustees of the Internal Improvement Trust Fund and managed by the Rookery Bay National Estuarine Research Reserve (RBNERR). The restoration was managed by Florida Fish and Wildlife Commission (FWC), and will re-established hydrologic connections through creek channel repair and culvert construction across SR-92.
Pre-restoration mangrove die-off surrounded by severely stressed mangroves circa . This image shows the area at the end of the dry season (Dec – Mar). Under rainy conditions (Apr – Nov) this basin is continuously flooded.
The severe mangrove forest stress and loss resulted from changes to the natural hydrology created by the 1938 construction of SR-92, which prohibited adequate hydrologic connection and tidal flow. The impoundment prevented exchange of oxygen-rich water and flushing of naturally-occurring sulfide material. The resulting stress was likely exacerbated in the following decades through a cascading pattern of additional elevation loss and hydroperiod (flood duration) extension. More recently, mangroves south of SR-92 reached a point of critical stress after heavy rains increased flooding extent and duration.

Restoration
The restoration plan was designed by Coastal Resources Group, Inc. (CRG), in consultation with J.
R. Evans Engineering. The restoration work encompassed three shovel-ready project phases: 1A, 1B and
2. Phase 1A (4.0 acres north of SR 92) was completed in 2012 as a pilot project to test the hypothesis that hydrologic restoration alone (without additional seeding) was adequate for this site to naturally revegetate. Over four years following the pilot restoration work, vegetation cover increased from 0.5% to 83%.

Completed Phases 1B and 2 included the following work:
Installation of three new culverts and widening the existing culvert under SR-92;
Mechanical- and hand-clearing of small tidal creeks;
Monitoring local hydrology, vegetation, and habitat use by wildlife.
Scope of Work – Contract BS135 - Task Assignment 20
This document with attachments provides a scope of work for the remaining monitoring tasks for the Fruit Farm Creek restoration project, Phases 1B and 2. These remaining tasks consist of monitoring the post-restoration conditions of the project area located south of SR-92 (Phases 1B and 2). The field-based monitoring and reporting work will be conducted by Coastal Resources Group (CRG; “Contractor”), who will coordinate with Conservancy of Southwest Florida and the National Centers for Coastal Ocean Science (NCCOS).
The Contractor will coordinate all work with the permit holder and resource managers (RBNERR), restoration managers (Florida Fish and Wildlife Commission; FWC) and the City of Marco Island engineering and construction teams.
The Contractor shall:
1) Provide the remaining, required monitoring (Years 1-2) as outlined in Army Corps permit SAJ-2011- 003361 and Southwest Florida Water Management District permit 11-03308-P. This includes monitoring for vegetation, hydrology, and fish sampling, including providing the final report for the acoustic telemetry study.
Definitions
Hydrologic restoration – Reconnection of adequate tidal water flow in a previously hydrologically-restricted area to promote historical ecosystem function and productivity
