SCOPE OF SERVICES – Change Order 1

Background and Project Description.

Mott MacDonald completed the first phase of the Florida offshore sediment data compilation to investigate if there were legacy data not in the ROSSI and BOEM MMIS sediment databases. After the first phase was completed, it was concluded that the next phase of work should be conducted on the analysis of data gaps in the sediment information (geological, geophysical and geotechnical) in order to prioritize future data collection in the offshore areas of the Gulf of Mexico Panhandle and Southwest Florida to fill in these gaps.

This proposal includes the recommended scope for the next phase efforts to identify the geodatabase offshore sediment data gaps for future investigations and strategies to characterize sediment sources for future beach protection and restoration projects in the Gulf of Mexico coast of the Florida Panhandle. The investigation of data gaps offshore of the Southwest Florida coast will be deferred until after completion of a pending offshore data collection and study effort by the USACE and BOEM.

Proposed Goals of the Scope of Services.

Mott MacDonald was advised that the next phase of this sediment assessment project should improve the information available in the offshore areas of the Panhandle (From Escambia to Franklin counties) coast of Florida in the Gulf of Mexico. No field data collection will be necessary. Analysis will include the information available in the ROSSI and MMIS databases and other available sources of information.

The following items are assumed to complete the work:

1. Mott MacDonald will start the work upon receipt of the information available in the ROSSI database.

2. FDEP provide pre-existing geological, geophysical, and geotechnical information to improve the sediment availability concepts, as well as the ROSSI database to Mott MacDonald for their use during this work.

3. The MMIS database for the two regions to be analyzed will be verified by BOEM staff and discussed with Mott MacDonald.

FDEP representative and Mott MacDonald technical point of contact for this project will discuss weekly the advances of the project. FDEP, Mott MacDonald and BOEM staff will discuss the advances of the project as needed or on the monthly basis. (x-ref: FDEP- BOEM Cooperative Agreement, Section B.2).

Deliverables:

- Deliverables will be submitted in electronic format. Report will be presented in Word, identification of new characterized sediment sites will be presented in a GIS format, and any table providing information will be provided on Excel or similar format.

- Deliverables will be part of the Draft Technical Memorandum with the information presented on each Task. After the review and approval from FDEP, a final Technical Memorandum will be provided.

Task 1. Coordination:

Facilitate the creation of a working group that will coordinate the exchange of information protocols between the agencies and the databases. The working group will consist of DEP staff, DEP database consultant, Mott MacDonald, and BOEM staff and any other institution that DEP will consider relevant to the project.

Coordinate regular meetings (as conference calls) with the staff involved to update and advance the tasks and goals of this project.

Support the creation of a working group for the exchange of information between agencies and the databases.

Support FDEP in identifying potential sources of funding for future sediment sources investigations.

In coordination with FDEP staff, Mott MacDonald will contact stakeholders with potential direct or indirect sources of funding for sediment sources investigations in the Gulf of Mexico.

Task 1. Deliverables:

- Agenda and minutes for the coordination meetings.

Task 2. Florida Panhandle To identify the information gaps of sediment availability, Mott MacDonald will review the geological, geophysical, coring and bathymetric data available and analyze this data per the Niedoroda et al. (2004) report and applying the Florida Sediment Geological Model criteria and the Anderson et al. (2004) evolution of late Quaternary coastal/shelf deposits offshore Florida’s Gulf. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 4)

Analyze the available data under the stratigraphic evolutionary model from late Quaternary to recent deposits offshore FL, including but not limited to, low stand shelf fluvial deposits, transgressive shelf deposits and the modern shelf-coastal system. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 9)

Search for other indirect sources of information such marine geological surveys (not sediment related), environmental surveys, karstic analysis, historic bathymetries, etc., that may or may not be available in the ROSSI and MMIS databases. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 3)

Conduct literature review and compilation of a reference database of relevant literature including data points and interpreted locations or isopachs of sand bodies, valley fills, channel fills, etc., to improve geologic interpretations and estimate restoration-quality sand reserves. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 9)

Compile the sediment information available and when possible, classify it under a sediment availability standard using the categories: proven, potential, and unverified using as a reference the APTIM (2018) and the Ousley et al. (2014) and USACE (2020) reports. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 6)

Conduct a QA/QC of the data available in sediment related studies in order to characterize sediment resources as: proven, potential, and unverified. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 4)

Create a conceptual field data collection plan to identify data gaps and potential areas for new sediment grab samples, coring and geophysical data collection. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 5)

Provide recommendations to improve data management and communication procedures between the BOEM MMIS and ROSSI so future ROSSI updates will be automatically reflected in the MMIS. (x-ref FDEP-BOEM Cooperative Agreement, Section B.1, Major Task 2.e)

Task 2. Deliverables for the Florida Panhandle Region:

A Technical Memorandum will be prepared that will include:

- New available sediment data under the Niedoroda et al. (2004) criteria applying the existing Florida Sediment Geological model and also the Anderson et al.

(2004) evolution of late Quaternary coastal/shelf deposits offshore Florida’s Gulf criteria for the identification of information gaps or sediment availability. The data will include location, distribution and physical properties of the sediments identified.

- Conceptual stratigraphic evolutionary model used to analyze the available data.

- Identify and classify the offshore sediment bodies under the sediment availability standard using the categories: proven, potential, and unverified using as a reference the APTIM (2018) and the Ousley et al. (2014) and USACE (2020) reports. The data will include location, distribution and physical properties of the sediments identified.

- A conceptual field data collection plan to identify data gaps and potential areas for new coring and geophysical data collection.

- Recommendations for future data analysis and areas for potential investigations.

- A copy of reference document cited in the Technical Memorandum.

After the review and approval from FDEP, a final Technical Memorandum will be provided.

As a reference, Mott MacDonald will use the South Atlantic Sediment Assessment and Needs Determination (SAND) Study conducted by the US Army Corps of Engineers

(USACE, 2014), as the reference for the classification of the sediment availability categories, which will consist of: proven, potential, and unverified sediment sources. This report will also serve as a guidance for the Quality Control of the data analysis and potential volumes of sediment s to be assessed.
