Gibbs Avenue Dam, and Ketter Causeway Dam, Saratoga Harbor, Putnam County, FL

SCOPE OF SERVICES

Background and Project Description:

The State of Florida Dam Safety Program (FDEP) is administered by the Stormwater and Technical Services Program in the Division of Water Resource Management, Florida Department of Environmental Protection (FDEP). The Florida National Dam Safety Program Grant for FY2022 has awarded grant funds to support the Florida Dam Safety Program. This proposal is for the preparation of an Operations Plan for Shadow Run Dam, which is a High Hazard Potential (HHP) dam , and a Condition Assessment and Inundation Modeling and Mapping to evaluate the performance and potential downstream impacts of Gibbs Avenue and Ketter Causeway HHP dams (Refer to site locations Figures 1 and 2, Appendix B).

Project objective Phase I:

DAM ID# FL00176 – Shadow Run Dam, Riverview, Hillsborough County, FL

Shadow Run Dam impounds Lake Grady and is located on the Bell Creek tributary to the Alafia River within Riverview, Hillsborough County, Florida. Refer to Figure 1 in Appendix B. The current work effort will be to complete an Operations Plan for the Shadow Run Dam. The plan will be a comprehensive single document which includes pertinent information on the dam, key operations procedures , general maintenance guidelines , items of special importance and key operations communications and contacts information.

The work effort will be to:

1) Complete an Operations Plan for the Shadow Run Dam, owned and operated by the

Shadow Run Dam Corporation (SRDC).

Project objective Phase II :

DAM ID# FL00157 – Gibbs Avenue Dam, Saratoga Harbor Estates, Putnam County, FL DAM ID# FL00158 – Ketter Causeway Dam, Saratoga Harbor Estates, Putnam County, FL

The Saratoga Harbor Estates dams impound the unnamed tributary to St Johns River in Saratoga, just north of Acosta Creek and Little Lake George.

The work effort will be to:

1) Conduct a visual inspection and condition assessment of each dam and provide the FDEP and the dam owners with a Certified Condition Assessment Report for each of the two dams.

2) Prepare a customized inundation model for each dam location.

Johnson, James J Typewriter Change Order 2 3/8/2023

3) Simulate no dam break conditions for each of the two dams based on the 100-year storm and PMP storm events and prepare matching inundation maps based on the results.

4) Simulate dam breaks for each of the two dams based on the Sunny Day, 100-year storm and PMP storm events, including the sequential dam break of the Gibbs Avenue (lower) dam, resulting from the break of the Ketter Causeway (upper) dam; and prepare matching inundation maps based on the results.

Tasks within the Scope of Work:

Conduct Condition Assessment and provide Condition Certification Reports for each dam. Perform Inundation modeling and mapping in accordance with the FDEP Emergency Action Plan Template for Florida Dams, dated December 2011, and the “Federal Guidelines for Inundation Mapping of Flood Risks Associated with Dam Incidents and Failures”, FEMA P-246 dated July 2013; and provide the requisite data to support future emergency planning for the Saratoga Harbor Estates dams. The Inundation modeling necessary for the assessment of downstream flooding hazards will require conducting dam break analyses (using computer modeling) and preparing inundation maps based on HEC - RAS 6.0.1.
