SCOPE OF SERVICES
Effective as of July 29, 2019, in accordance with Task 1
Background and Project Description:
The State of Florida Dam Safety Program (FDSP) is administered by the Engineering, Hydrology, and Geology Program in the Division of Water Resource Management, Florida Department of Environmental Protection (FDEP). The Florida National Dam Safety Program Grant for FY2018 and FY2019 has approved the use of grant funds to conduct inundation mapping and prepare Emergency Action Plans (EAPs) for a number of high-hazard and significant hazard potential dams in Florida.
This proposal is a request for inundation modeling and mapping and EAP completion for the following three (3) dam site locations:
▪ DAM SITE 1 - Locklin Lake Dam, City of Milton, Santa Rosa County, FL
▪ DAM SITE 2 - Holly Lake Dam, near DeFuniak Springs, Walton County, FL
▪ DAM SITE 3 – Juniper Lake Dam, near DeFuniak Springs, Walton County, FL
Locklin Lake Dam is located on an unnamed tributary to the Blackwater River in Santa Rosa County, Florida, within the city limits of Milton, FL, Refer to Figure1 in Appendix C. Holley Lake Dam is located near DeFuniak Springs, Walton County, FL on an unnamed tributary to the Narrows Creek tributary to Gum Creek, refer to Figure 2 in Appendix C. Juniper Dam is located on an unnamed tributary to Narrows Creek near DeFuniak Springs, Walton County, FL, refer to Figure 3 in Appendix C. The current work effort will be to perform inundation mapping with a breach in each of the listed dams. For this project, the consultant shall test two scenarios of failure ( e.g. at the dam outlet and at the spillway locations). Note the latest available LIDAR information (2017 or later) shall be used and all data reported in NAVD88 datum.
The purpose of this project is as follows:
1) Provide FDEP and the respective Dam Owners, with inundation mapping and modeling for particularly large areas which have or may have collectively a High Hazard Potential (HHP) risk associated with each of the dam site locations.
2) Simulate dam breaches for each of the three dams based on a Sunny Day and 100-year storm events and prepare matching inundation maps based on the results. HEC-RAS, Version 5.0.7 shall be used as the model selected for developing the breach hydrographs, performing hydraulic routing, and providing peak water surface profile and hydrograph information at critical downstream locations.
3) Prepare a customized inundation mapping based on the modeling results for each dam site.
4) Provide FDEP and the Dam Owners, with comprehensive Emergency Action Plans (EAPs) for each dam listed above.
Tasks within the Scope of Work:
Conduct Inundation modeling and mapping for inclusion in EAPs for each dam. The Inundation modeling necessary for the development of the EAP will require conducting a dam break analyses (using a computer modeling) and preparing inundation maps based on HEC - RAS 5.0.7. Prepare an EAP in accordance with the FDEP Emergency Action Plan Template for Florida Dams dated December 2011 (hereafter referred to as the EAP Template). Development of the EAP will require utilizing the previously prepared inundation modeling and mapping. The work will consist of the following tasks:
1. Data Collection
1.1 Conduct one site visit to each dam, that conforms with the following:
1) E-mail notification to the FDSP at least one week prior to each scheduled site visit.
The notification should include the date, time, meeting location, and the vendor contact name and phone numbers (office and cell). The e-mail notification should be sent to Tracy.Woods@FloridaFDEP.gov and James.Landini@FloridaFDEP.gov
2) Confirm the dam data and collect any additional data necessary to perform the dam break analyses.
3) Meet with each dam owner or their representative to obtain the information necessary to complete details of the inundation maps.
4) Meet with the Northwest Florida Water Management District and obtain copies of dam permit data and recent Compliance Inspection reports for each dam.
DELIVERABLE:
1.) Provide an electronic version of pertinent documents obtained from each dam owner, including original design plans, inspections, maintenance records, photographs, and field inspection notes for each dam site location.
Performance Measure: Deliverables will be reviewed by the Department to confirm that they are complete, accurate, and timely.
1.2 Complete a Condition Assessment Report for a Florida Impounding Structure of each dam:
1) Fill out the Corps of Engineers inspection form.
DELIVERABLE:
1.) Provide a Condition Assessment Report for a Florida Impounding Structure for each dam inspected. The report will be certified by a Florida-Licensed Professional Engineer.
mailto:Tracy.Woods@FloridaFDEP.gov mailto:Tracy.Woods@FloridaFDEP.gov mailto:James.Landini@FloridaFDEP.gov mailto:James.Landini@FloridaFDEP.gov
2. Complete Inundation Mapping
2.1 Perform dam break and routing analysis for each dam site location using the selected computer modeling program and prepare inundation maps based on the results. The dam breaks at each dam shall be modeled for the 100- year 24- hour storm and sunny day failures as defined in Chapter 62-330, Florida Administrative Code, Northwest Florida Water Management District Applicant's Handbook, Volume II.
1.) Electronically submit a first draft report of the computer modeling analysis, overtopping and dam breach scenarios for each dam site, that includes the project information, analysis assumptions, methodology, model variables and parameters, HEC-RAS input and output data and GIS files including inundation map(s) for review by FDSP staff.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
2.2 Perform dam overtopping analysis, as well as dam break and routing analysis for each dam for the ½ PMP storm event and prepare inundation maps based on the results. The methodology outlined in HYDROMETEOROLOGIAL REPORT No.51, Probable Maximum Precipitation Estimates, United States East of the 105th Meridian, published by the US Dept. of Commerce, National Oceanic and Atmospheric Administration, shall be used.
1.) If requested, electronically submit a second draft of the reports to incorporate revisions resulting from FDSP staff review comments for the first draft. Also, provide a separate cover letter summarizing the response to comments and the corresponding revisions to the draft report. Once approval of the Draft reports is received, submit a final electronic version incorporating the responses to FDSP review comments. Final reports will be signed, dated, and sealed by a Florida-Licensed Professional Engineer.
2.3 Compare the results of the different dam break scenarios and routing analyses at each dam site location.
1.) Electronically submit a first draft Comparative Breach analysis report of the scenarios considered at each dam site, for review by FDSP staff. The comparison shall include the flood inundation footprints, flood velocities, peak wave depths, and peak wave arrival times at selected locations and other pertinent information. Once approval of the Draft Comparative Breach analysis report is received, submit a final electronic version incorporating the response to FDSP review comments. The final report will be signed, dated, and sealed by a Florida-Licensed Professional Engineer.
2.4 Prepare inundation maps for each dam site and downstream locations showing contours with travel time and include the following:
