Independent Technical Peer Review of Reports and Recommendations for
Lake Asbury North Dam, Lake Asbury South Dam, and Lake Ryan Dam Green Cove Springs, Clay County, FL
SCOPE OF SERVICES
Background and Project Description:
Mott MacDonald is pleased to submit this proposal to the Florida Department of Environmental Protection (FDEP) to conduct required professional engineering services for an Independent Technical Peer Review of reports and recommendations to the Florida Department of Environmental Protection, Dam Safety Program (Department) for the three High Hazard Potential dams, owned by the Lake Asbury Municipal Services Benefit District (LAMSBD), Green Cove Springs, Clay County, Florida.
PROJECT INFORMATION
The requested services include:
1. Review two reports:
a. Report of Dam Assessment, Lake Asbury North and South Dams, Lake Ryan Dam, Lake
Asbury, Florida (105 pages); and
b. Report of Geotechnical Exploration, Lake Asbury Dam Stability Analysis, Lake Asbury Florida
(284 pages).
2. Provide recommendations to the Department on:
a. whether the reported conditions of the subject dams and associated appurtenant works are so dangerous to the safety of life or property as to warrant immediate actions, or the issuance of an Order to the dam owner directing immediate maintenance or operational changes; and
b. what additional information, or what interim or emergency measures may be necessary to protect the safety of life or property, until the dam owner may complete permanent rehabilitation of the subject structures to render them in a satisfactory condition.
SCOPE OF SERVICES
Task 1: Independent Technical Peer Review
The following work tasks will be performed to assess, analyze, interpret, and evaluate design/engineering and construction criteria as well as conformance with Standard Practice procedures for the examination and Safety Evaluation of Existing Dams.
• Attend an initial meeting, which will include a verbal briefing on preliminary findings with the Department, Mott MacDonald and other relevant parties.
• Review Report of Dam Assessment, Lake Asbury North and South Dams, Lake Ryan Dam, Lake Asbury, Florida (105 pages).
• Review Report of Geotechnical Exploration, Lake Asbury Dam Stability Analysis, Lake Asbury Florida (284 pages).
• Review applicable USACE and US Bureau of Reclamation Policies for the design and construction of earth-fill dams, retaining and floodwalls, sheet pile design, conduits, culverts and pipes, seepage analysis and control for dams, design of reservoir outlet works, slope stability and settlement analysis.
• Focus on the technical aspects of the dam evaluations, to establish if there are any “fatal flaws” in the dam examination/assessments and to see if anything significant has been overlooked;
but not to conduct detailed back checking of calculations, computations and model analyses.
• Address questions such as:
o Were the engineering methods, models and analyses used in the examination of the dams adequate and acceptable?
o Were the models used to assess the hazards appropriate, and were the analyses assumptions appropriately documented and explained?
o Does the examination and analyses adequately address the uncertainty given the consequences associated with the potential for loss of life and life-line economic losses, if any of the dams were to fail?
o Have the characteristics and conditions leading to a potential dam failure along with potential impacts and consequences identified and described?
o From a public safety perspective, are the proposed dam evaluations recommendations reasonably appropriate; or are there other mitigating solutions that should be considered?
DELIVERABLES:
1.) Electronically submit a preliminary evaluation in ten calendar days from executing the task assignment, including a preliminary letter summary of initial findings to the Department, highlighting whether interim or emergency measures should be implemented.
2.) Electronically submit a completed certified Final Letter Summary Report, including recommended interim or emergency measures, within sixteen calendar days of executing the task assignment.
Performance Measure: Deliverables will be reviewed by the Department to confirm that they are complete, accurate, and timely.
