| Document: | Page | Section | Description | Additional Question/Error | |
| Appendix G | 1 | X400-X450 | Engine Maintenance | Do the engine maintenance evaluation criteria hours of Appendix G represent 1 engine or 2 engines | The number of hours and cycles provided on Appendix G represents 1 engine only. Therefore, the number of hours and cycles will need to be multiplied by 2 to calculate a total per aircraft cost. |
| Attachment 9 | 17 | USCG | BSA at DCA | The current PWS requires bidders to price in an On-Site Satellite Mini-COMBS, staff + inventory at DCA in support of the USCG (ref PWS 3.15) . We noticed the 2017 C-20/C-37 CLS solicitation had the same requirement BUT that solicitation included a USCG provided BSA which allocated on-site spaces, access, services, storage areas, rotomats, etc. for the ON-SITE "Satellite COMBS" at no charge to the contractor |
Based on prior Q&A, it's clear no such BSA nor contractual commitment will be provided in this solicitation for the required On-Site Mini-COMBS. Thus, to ensure performance, it seems bidders must now price in all the costs to self-secure space, obtain access, equip, lease commitments, possibly build out the Mini COMBS on or near DCA. Please confirm this shoud be priced into the USCG COMBS PHASE IN CLIN.
Given the short time to arrange/price this unexpected requirement, will the government provide a preferred airport entity & POC that bidders should contact to secure this (USCG, FAA or DCA)?
Is there a mileage limit if nothing on DCA is available?
Can the contractor be given relief during phase-in to set all this up if needed?
| Space, access, and equipment will continue to be provided to the CLS contractor by the FAA at Reagan National Airport in support of the USCG C-37 fleet. An agreement has been negotiated between the Coast Guard and the FAA for the provision of these items. This agreement has been added as Attachment 12 to the PWS. | ||||||
| Attachment 9 | 17 | USCG | BSA at Point Mugu | The earlier version of Attachment 9 BASE SUPPORT AGREEMENTS had a complete 2-page section in on PAGE 14/15 for Point Mugu. However in the final version just posted, this BSA is missing. | ||
| Is this an error? | This was an error. The BSA for Pt. Mugu has been added to Attachment 9 to the PWS. | |||||
| App J | Table 2.3, 2.3.2 | Para 2.3.2 require a Team List IAW Attachment 1.7. Table 3.2 requires a Team List IAW Attachments 1.7 and 1.8. | Is the Portion of Effort Matrix part of the Team List? If not, where in the proposal does the government want the Portion of Effort Matrix? | Attachment 1.8 is listed as the Portion of Effort Matrix on page 24 of Appendix J. Per Table 2.3, Atttachment 1.8 shall be provided in Volume I as part of the Team List, in Volume II as part of the Team List, and in Volume IV as part of the Team List | ||
| App J | Table 2.3 | Column "Volume Title" states Team List is not included in 75 page limit; column "Page Limit" states Team List has 5 page limit. | What is the page limit for the Team List? | Per Table 2.3, the Team List including the Portion of Effort Matrix is limited to 5 pages, but is not included in the 75 page Volume I limit. | ||
| App J | Para 3.2.2 | Para 3.2.2 states that the Technical Volume shall be organized according to Table 2.3, then provides a general outline for the Technical Volume that is different from Table 2.3. | Please reconcile para 3.2.2 and Table 2.3 so that the Technical Volume organizations are consistent. Alternatively, delete the redundant outline in para 3.2.2. | The two excerpts are the same with exception of Appendices and Attachments which was added to Table 2.3 to indicate that Appendices and Attachments are not included in the Volume I page limit. Appendices and Attachments has been added to PWS paragraph 3.2.2 | ||
| App J | Para 3.2.3.b | Para 3.2.3.b states "The proposed approach for subcontracting shall clearly describe schedule and cost, as well as subcontract arrangements and work to be performed by subcontractors." | ||||
| Para 2.3.6 states that "All pricing information shall be addressed ONLY in the Price Proposal and Contract Documentation volumes." | What is the nature of the cost information the government is asking for in para 3.2.3.b? | The Government is asking about the Contractors' methods for controlling costs only in Volume I. No actual price/cost information is required in Volume I. All price information will be provided in Volume II only. | ||||
| App J | 2.6, 2.3.8 | Para 2.6 requires the proposal be submitted electronically with "separate files to permit rapid location of all portions, including subfactors, required plans, exhibits, appendices, and attachments, if any." | ||||
| Para 2.3.8 requires tab indexing be used to identify sections. | In light of the para 2.6 requirements, please delete the requirement in para 2.3.8 for tab indexing. | Paragraph 2.6 des not include a "shall" statement requiring each section of the proposal to be submitted as a separate file. Offerors should use their own judgment to ensure proposals are submitted in a format allowing ease of use and rapid location of all sections. Tab indexing is required to identify separate sections of the proposal and need not be removed. | ||||
| App J | 2.6 | Para 2.6 states "Use separate files to permit rapid location of all portions, including subfactors, required plans, exhibits, appendices, and attachments, if any." Two sentences later, it states "Each volume shall be submitted as a separate file." | Does the government wish the Volume 1 Subfactors and attachments to be separate files? For ease of file management, we recommend deleting the requirement for each volume to be submitted as a separate file. | See answer above. | ||
| App J | Table 2.3, 2.3.8, 2.3.9, 2.3.10 | Paras 2.3.8, 2.3.9, and 2.3.10 require each volume to have a Table of Contents, List of Tables and Figures, and Glossary of Abbreviations and Acronyms. These items are not listed in Table 2.3 for Volumes II and III. | Add missing items to Table 2.3. | Table of Contents, List of Tables and Figures, and Glossary of Abbreviations and Acronyms have been added to Table 2.3 for Volumes II and III. | ||
| App J | 2.3.2, Table 2.3.2, Vol IV, 3.2.3.a(3) | Paras 2.3.2, 3.2.3.a(3), and Table 2.3 (Vol IV) all require "letters of intent." Para 3.2.3.a(3) further defines "Letters of Intent for data access/license, Proprietary Information Agreements, or other evidence of data access…" | Do all these references refer to the same letters of intent, i.e., are they all letters of intent for data access as described in 3.2.3.a(3)? | Yes, these are all referencing the same required letters of intent. | ||
| App J | 3.2.6.a | Para 3.2.6.a requires offerors to submit a completed Small Business Participation Commitment Document (SBPCD). For an offferor with many small business subcontractors, Section 3 of the SBPCD could be extensive. | Can the SBPCD be submitted as an attachment that is outside the Volume 1 75-page limit? | Yes, it can be submitted as an attachment that is outside the 75 page limit. | ||
| Appendix G | x100 – x109 | Subscriptions | The option year template is incorrect. 6 month extension column is not accurate. Should be 6 not 12. | Cell W31 provides the quantity of months for the 6 month extension, and it is populated with a '6'. Cells W32-W41 include the number of aircraft receiving the subscription. Refer to the Calculation Methodology tab for more information. | ||
| Appendix G | X400-X450 | Engine Maintenance | Do the engine maintenance evaluation criteria hours of Appendix G represent 1 engine or 2 engines | The number of hours and cycles provided on Appendix G represents 1 engine only. Therefore, the number of hours and cycles will need to be multiplied by 2 to calculate a total per aircraft cost. | ||
| Appendix G | X900 | Labor | Field Team - Fixed Hourly Rate |
Field team - Overtime Rate Field team - Premium Rate
| are all still missing from labor rates. | The omission of Field Team labor rates is intentional. Specific Field Team rates are not necessary. Established Maintenance and Engineering rates shall be used for Contract Field Teams requirements. See CLIN 0900 description within document entitled DRAFT FA813423RB002 CLIN Structure uploaded to SAM on 27 Oct for more information. | |||||
| Appendix G | X950 | Tuition CLINs | The draft CLIN merely eliminates the separate Tuition CLIN. However the questions is whether the Government intends to pay anything toward tuition for MOB sites that are not CONUS? | Tuition will no longer be paid under a separate CLIN for OCONUS MOB sites. | ||
| Appendix G | X100 | INDS Subscriptions | 1189 currently has INDS that Gulfstream manages, receives an invoice for, and the USN pays for via CLIN 5107 . Should the quantity continue to reflect 1189 or is the intent to turn off this service? | 1189 has been added to INDS Subscription evaluation quantity on Appendix G and to Attachment 11. | ||
| Appendix G | X101 | AFIS Subscriptions | USA subscriptions are maintained under GDC CLIN X103. | |||
| USAF maintains their own subscriptions. GAC does not receive invoices for USAF for AFIS/ARINC. | The Government has confirmed that a separate AFIS subscription is not needed for the Army or the Air Force. The required information is provided to the Army via the Global Data Center (GDC) PWW Subscription and Monthly Service. The Air Force receives the information via a separate contract. | |||||
| Appendix G | X106 | Meggit Wheels & Brakes Manuals Subscriptions | Gulfstream has confirmed that Ramstein and JBA Army does utilize the Meggit Wheels & Brakes Manuals. Gulfstreams believes this quantity should be 15. | Per paragraph 4 of the PWS, the Contractor shall use the appropriate commercial or unique maintenance manuals, CMP, and MSG-3 Maintenance Program to plan, schedule, and perform maintenance. Per paragraph 4.20 of the PWS, the CLS Contractor shall maintain access to all manuals, publications, service literature, TDs, and forms required for C-20/C-37 aircraft, engine, and and component maintenance. The Contractor shall purchase and maintain subscriptions services for any data required to perform PWS maintenance requirements beyond Government furnished data listed in PWS Attachment 3. Based on these PWS references, the Contractor should provide access to the Meggit Wheels & Brakes Manual to its personnel as is currently the case at Army and full CLS Air Force sites. At Navy sites, the Government purchases subscriptions for Meggit Wheels & Brakes, but since this publication is only used by CLS providers and not by civilian or military personnel, this responsibility should shift to the CLS provider for the follow-on contract. In the interests of generating a a firm fixed price "menu" of pricing for all potentially required subscriptions, the Government will include one subscription for Meggit Wheels & Brakes in the Pricing Matrix and Attachment 11. The Government reserves the right to order only what is required for operation of the fleet as it sees fit. | ||
| Attachment 11 | N/A | AIRSHOW | Network Classic: Airshow Network/Airshow 4000 Classic Pack | This subscription is no longer available. It is not showing in App. G, but it should also be removed from the Attachment 11. | This subscription has been removed from Attachment 11. | |

(ii) Are for the acquisition of—
(A) Supplies for use outside the United States;
(B) Construction to be performed outside the United States; or
(C) Services to be performed primarily outside the United States.
| As the CLS contract does not fit the above requirement, will the Government remove this clause from the solicitation? | This clause has been removed. | |||||
| Solicitation | 691 | FAR/DFARS | 252.225-7021 - Trade Agreements | As 25.401(a)(3) exempts end products for resale from the requirements of 252.225-7021, will the Government remove this clause from the solicitation? | This clause has been removed. | |
| Solicitation | 691 | FAR/DFARS | 252.225-7013 - Duty-free entry | Per 252.225-7013(i)This clause does not apply to purchases of eligible products or qualifying country supplies in connection with this contract if— |
(1) The supplies are identical in nature to supplies purchased by the Contractor or any subcontractor in connection with its commercial business; and
(2) It is not economical or feasible to account for such supplies so as to ensure that the amount of the supplies for which duty-free entry is claimed does not exceed the amount purchased in connection with this contract.
| As any supplies utilized on the CLS contract is identical in nature to commericial supplies for the maintainance of Gulfstreams around the world and it is not economical feasible to account for the supplies just going to this contract, will the Government remove this clause from the solicitation? | This clause has been removed. | |||||
| Solicitation | 691 | FAR/DFARS | 252.225-7036 - Buy American-Free Trade Agreements--Balance of Payments Program | As 25.401(a)(3) exempts end products for resale from the requirements of 252.225-7021, will the Government remove this clause from the solicitation given that products? | This clause has been removed. | |

| Solicitation | 680 | FAR/DFARS | 252.231-7000 - Supplemental Cost Principles | As this clause is not applicable to a FAR part 12 commercial contract, will the Government remove it from the solicitation. |
252.231-7000 is included in contracts subject to FAR Subparts 31.1, 31.2, 31.6, and 31.7. FAR 31.000 states:This part contains cost principles and procedures for-
(a) The pricing of contracts, subcontracts, and modifications to contracts and subcontracts whenever cost analysis is performed (see 15.404-1(c)); and
| (b) The determination, negotiation, or allowance of costs when required by a contract clause. | This clause is required for negotiating sole source modifications and cannot be removed. | |||||
| Solicitation | 691 | FAR/DFARS | 252.239-7001 - Information Assurance Contractor Training and Certification | As this contract does not include the performance of information assurance functions, can this clause be removed from the solicitation? | This clause has been removed. | |
| Solicitation | 728 | FAR/DFARS | 252.239-7017 - Notice of Supply Chain Risk | 239.7301 defines "Covered system" as a national security system, as that term is defined at 44 U.S.C. 3552(b) (see 10 U.S.C. 3252). It is any information system, including any telecommunications system, used or operated by an agency or by a contractor of an agency, or other organization on behalf of an agency— |
(1) The function, operation, or use of which—
(i) Involves intelligence activities;
(ii) Involves cryptologic activities related to national security;
(iii) Involves command and control of military forces;
(iv) Involves equipment that is an integral part of a weapon or weapons system; or
(v) Is critical to the direct fulfillment of military or intelligence missions, but this does not include a system that is to be used for routine administrative and business applications, including payroll, finance, logistics, and personnel management applications; or
| As the above is not applicable to the CLS contract, can the Government remove this clause from the solicitation? | This clause has been removed. | |||||
| Solicitation | 691 | FAR/DFARS | 252.239-7018 - SUPPLY CHAIN RISK | Per the definition of "Covered System" in 239.7301, this clause is not applicable to the CLS contract. Can the Government remove this clause from the solicitation? | This clause has been removed. | |
| Solicitation | 679 | FAR/DFARS | 252.247-7024 - Notification of Transportation of Supplies by Sea | I believe this clause has been removed by the DFARS and should not be present in the solicitation. | Appendix J | 2.3.2, Table 2.3, 5.4 | Team List | Does the Government want the Team List (Attach 1.7 & 1.8) included in Volume III-Price, as 2.3 says to include it in each Volume, but it is not listed in Table 2.3 under Price Volume nor in 5.4 Volume Organization? | Team List (Attach 1.7 and 1.8) are not required for Volume III-Price. | ||
| Appendix J | 2.3.2 | Team List Letters of Intent | What's required in the content of Letters of Intent for requirement 2.3.2, "Include Letters of Intent as an attachment". Are these required for all subs and partners? Are these different than the Letters required in Attachments 1.4, 1.5, and 1.6? | See 3.2.3 (a) for more information. Letters of Intent may be data access/license, Proprietary Information Agreements, or other evidence of data access for any OEMs (other than Gulfstream or Rolls Royce). | Appendix J | Table 2.3 | Team List, Agreements, Letters of Intent | In Table 2.3, under Volume IV Contract Documentation, the row titled "2.3.2/3.2.3 Team List, Arrangements, and/or Letters of Intent" is confusing since the Team List is asked for at the front of all volumes, the "Letters of Intent for data access/license, Proprietary Information Agreements" in 3.2.3 are required to be "provided as attachments to the Technical Volume" and there are not yet directions on where to include the Team List Letters of Intent. | See answer above | ||
| Appendix J | 2.3.4, 2.6 | Names, Electronic Offers | Section 2.3.4 and 2.6 contradict each other regarding file format for submission. Please clarify the format of all files to be submitted (all MS Word, all pdf, or both). | The "x" in ".docx" is the operative portion of the extension, and represents documents created in MS Office version 2007 or later. The extension .docx is meant to be an example of the extension expected for a word document. Xlsx, pptx, and PDF are also acceptable IAW the instructions in 2.3.4 and 2.6. | ||
| Appendix J | Table 2.3 | Present/Past Performance Questionnaires | On the line "Present/Past Performance Questionnaires" please explain what "Tab Only" means for page limits. | "Tab Only" indicates that the Offeror shall include only a "placeholder" for Present/Past Performance Questionnaires. Completed Present/Past Performance Questionnaires SHALL NOT be submitted. | ||

| Please confirm that this allowance for font and line spacing applies to captions of such figures, charts, tables, and graphs. | Confirmed. Arial 8-pt and single-space line spacing is the minimum font for figure, chart, table, and graph captions. | |||||
| Appendix J | 6.3.4 | Company/Division Address, Identifying Codes, and Applicable Designations | The instructions ask the Offeror to provide the company/division's street address, county and facility code; CAGE code; DUNS code; etc. Given that the Government has stopped using DUNS code, should Offerors provide the Unique Entity Identifier (UEI) instead? | Yes, the UEI shall be used in lieu of DUNS code. | ||
| Appendix J | 4.3 | Relevant Contracts | Can the Government confirm that the PPIFs should be individual documents and not included in the main submission document? | Attachment 1.1, Past Performance Information Form (PPIFs) for the prime contractor and significant subcontractors shall be submitted with Volume II Past Performance. See 4.3.1 and 4.3.2 (and Table 2.3) for more information. Contractor will be required to provide adequate and approved storage container to fulfill this requirement. | ||
| DD254 | 2.18.1 | Subcontractor Clearance Requirement | Contractor is required to "flow down the security requirements to subcontractors as applicable." Without the SCG, can there be guidance on what subcontractors would need an FCL and which subcontractors will not? | The C-37 SCG was provided as #2 PPP Appendix within the document entitled CUI C-37 Program Protection Plan (PPP) Portfolio Final RFP. This document was posted to SAM.GOV as part of the Bidder's Library. | ||
| DD254 | Box 15 | Continuation Sheet | DD-254 references that "Bases listed in Table 1 of Continuation sheet will have oversight..." Was the Continuation sheet provided? | No continuation sheet was submitted. The bases listed in block 8 are the locations required for oversight. DD254 line will be updated to reflect this. | ||
