C-20/C/-37 Contractor Logistics Support (CLS)
Contractors responding are hereby notified that participation may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation. This is not a solicitation for proposals; no contract shall be awarded from this announcement. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this research.
INSTRUCTIONS:
The Government is NOT accepting proposals at this time. The updated DRAFT Request for Proposal documents are posted for industry review and are subject to change prior to their official release. The purpose of release of these draft documents is to facilitate an improved understanding of the Government requirements.
Specifically, the Government is posting a revised PWS, Appendix G Pricing Matrix, CLIN descriptions, and Q&A from the 2nd Draft RFP and the Pre-solicitation conference.
Industry is encouraged to submit written questions regarding all the draft documents. Written questions shall be submitted to the Government POC’s identified below no later than 4:00pm CDT on 10 November 2023. Please keep the notes below in mind.
1. The Small Business MQR is six percent (6%). Pre-solicitation conference slides have been updated and posted.
2. PWS paragraph 2.14.1 Quality Program Requirements has been updated to include compliance with Aerospace Standard (AS) 9100 OR AS 9110.
3. The Government has added a document to SAM reflecting the forecasted hours from each service, entitled Projected Flying Hours_Fleet.
4. The Government has added the following note to applicable inspection CLINs: Access and closure for applicable CMP codes shall not be included in the FFP Inspection CLIN. Access and closure hours for applicable CMP codes will be over and above, CLIN X900.
· The Government’s intention is to establish a FFP for the depot inspection CLINs without access/closure hours. Access and closure are currently included in an O&A estimate for each depot, which is funded on the initial task order award. DCMA authorizes access/closure hours against CLIN X900 funding.
· After all work is complete, the Contractor bills the FFP inspection CLIN and definitizes all DCMA authorized O&A against the labor CLIN X900 and bills accordingly.
Please submit only questions/comments to help the Government enhance the solicitation or DRAFT documents posted.
Government POC: All questions shall be forwarded to the attention of Contracting Officer Tracie Holman, email: tracie.holman@us.af.mil or Stacey Stewart, email stacey.stewart.4@us.af.mil. Email responses are required to maintain a written record.
Some of the attached draft RFP and its associated documents contain an export control marking. As a result, all parties interested in viewing these export-controlled documents must submit an approved DD2345 to the Contracting Officer. Companies that have already submitted a DD 2345 and have received approved access in Sam.gov do not need to resubmit.
