About this file

This is a capacity sustaining full grant scoresheet for the Oregon Department of Education's Farm to Child Nutrition Program (CNP) Education Grant. The scoresheet is designed to evaluate applications for the Capacity Sustaining Full Grant track, which supports district-wide or multi-site coordination of food-based, agriculture-based, and garden-based educational activities for children in public schools, charter schools, and child care programs. Applications are due on November 16, 2025, with award notifications expected around December 10, 2025. The grant period runs from July 1, 2025, to June 30, 2027. The Capacity Sustaining Full Grant provides funding between $15,001 and $100,000 for eligible applicants, including school districts, education service districts, federally recognized tribes, nonprofit organizations, food producers, and child care program providers. Applicants must serve schools with at least 40% free and reduced lunch populations and maintain good standing with the ODE Child Nutrition Program.

The scoresheet evaluation criteria are comprehensive and weighted to assess project design, promotion of healthy food activities, educational activities, and community involvement. Allowable expenses include labor, materials, supplies, travel, and up to 25% administrative costs, with indirect costs capped at 25% of the total grant award. Permanent structures and capital equipment are not eligible expenses. The total funding available for the 2025-2027 biennium is $3,000,000, with a first-round cap of $750,000 reserved for mini grants. Preference is given to projects that are culturally relevant, involve community participation, and connect to local food procurement activities. Applicants must submit a complete application, budget worksheet, and optional letters of support, with funds potentially usable retroactively to September 1, 2023, after completing mandatory training.
