About this file
This document is an evaluation rubric for the Oregon Department of Education's Farm to Child Nutrition Program (CNP) Education Grant, specifically outlining the scoring criteria for the Capacity Sustaining Full Grant track. The rubric assigns point values across five evaluation categories: Proposed Project & Activity Design (10 points), Promotion of Healthy Food Activities (13 points), Educational Activities (4 points), Community and Parent/Guardian Involvement (3 points), and Educational Activities Tied to School District's Farm to School Procurement Activities (pass/fail/not applicable). The Capacity Sustaining Full Grant provides funding of $15,001 to $100,000 for district-wide or multi-site coordination of food-based, agriculture-based, and garden-based educational activities. Applicants must demonstrate clear educational objectives, use evidence-based materials, and develop realistic implementation plans with documented community and parent engagement. The grant period runs from July 1, 2025, through June 30, 2027, with applications due November 16, 2025, and award notifications expected December 10, 2025.
Eligible applicants include school districts, education service districts, federally recognized tribes, nonprofit organizations, food producers, and child care program providers serving schools with at least 40% free and reduced lunch populations. The total funding available is $3,000,000 for the 2025-2027 biennium. Allowable expenses include labor, materials, supplies, travel, and up to 25% administrative costs and indirect costs, with restrictions on permanent structures and capital equipment. Projects receiving preference demonstrate cultural relevance, involve community participation, and connect to local food procurement activities. Applicants must attend a mandatory training session, and funds may be used retroactively to September 1, 2023. Evaluation scoring reaches a maximum of 30 points total, with the Nutrition Services Director or lead nutrition administrator support required or a valid explanation provided.
