About this file
This document is an evaluation criteria and points rubric for the Oregon Department of Education (ODE) Farm to Child Nutrition Program (CNP) Education Grant mini grant track. The evaluation framework assesses competitive grant applications across five primary criteria areas, with a total of 19 possible points. Applications are due November 16, 2025, with award notifications expected around December 10, 2025. The grant period runs from July 1, 2025, to June 30, 2027. Eligible applicants include school districts, education service districts, federally recognized tribes, nonprofit organizations, food producers, and child care program providers that serve schools with at least 40% free and reduced lunch populations. The mini grant track provides $2,000 to $15,000 for single school or site projects, with a first-round funding cap of $750,000 and total biennial funding of $3,000,000 available across both mini and full grant tracks.
The evaluation criteria prioritize proposed project and activity design (10 points), including use of evidence-based education materials and reasonable, necessary, and allowable budgets (9 of the 10 points). Applicants are assessed on promotion of healthy food activities (6 points), with emphasis on developing physical infrastructure and hands-on experiential activities, as well as clear articulation of project impact and realistic activity plans. Educational activities are worth 2 points, requiring specification of at least one skill youth will learn related to food production, preparation, distribution, or consumption, with an additional point for specifying multiple skills. Community and parent/guardian involvement contributes 1 point, and a pass/fail requirement confirms that the Nutrition Services Director or lead nutrition administrator is aware of and supports the project, or that a valid explanation for non-applicability is provided. Allowable expenses include labor, materials, supplies, and travel, with indirect costs capped at 25% of the total award and administrative costs limited to 25%, while permanent structures and capital equipment are restricted.
