About this file

This is Addendum 4 to the Farm to Child Nutrition Program (CNP) Education Grant Request for Application issued by the Oregon Department of Education. The addendum updates critical grant eligibility and procedural requirements for the 2025-2027 grant cycle. Key modifications include a refined definition of "Good Standing" that requires applicants to demonstrate compliance with federal Child Nutrition Program regulations, current NSLP review closure status, USDA National Disqualified List clearance, and timely expenditure of previously awarded Farm-to-School funds, with an exception for first-time applicants. The addendum establishes new application submission procedures requiring applicants to submit completed applications through OregonBuys via Smartsheet links, with separate submission portals for Mini Grants and Capacity Sustaining Full Grants. Applications must be received by the stated closing date, with the agency bearing no responsibility for transmission errors or delays. The solicitation has been officially renamed "Farm to CNP Education Grant 2025-2027," and evaluation criteria have been updated with new Mini Grant and Capacity Sustaining Full Grant scoresheets replacing previous scoring documentation. Award notifications are anticipated around December 10, 2025, with the grant period running from July 1, 2025, through June 30, 2027.

The addendum incorporates updated Frequently Asked Questions (FAQ 11-19-25) and corrects file naming conventions and locations referenced in the original RFA, including revised budget worksheets that remove references to the CNP's Education Grant website. All referenced attachments, including sample grant agreements, evaluation criteria documents, sample applications, and budget worksheets, have been renamed to match official Oregon Buys file designations. The total funding available for the 2025-2027 biennium is $3,000,000, with the first-round mini grant allocation capped at $750,000. Mini Grants provide $2,000-$15,000 for single school or site projects, while Capacity Sustaining Full Grants range from $15,001-$100,000 for district-wide or multi-site coordination. Eligible applicants include school districts, education service districts, federally recognized tribes, nonprofit organizations, food producers, and child care program providers that serve schools with at least 40% free and reduced lunch populations.
