About this file

This is a pre-solicitation document for the State of Arizona Department of Transportation (ADOT) seeking qualified firms or individuals to provide On Call Acquisition and Relocation Services pursuant to the Arizona Procurement Code, A.R.S. 41-2501 et seq. The solicitation was released on April 4, 2025, with a proposal submission deadline of April 25, 2025, providing approximately three weeks for interested parties to prepare and submit their qualifications. The services sought include comprehensive acquisition and relocation support for transportation-related projects, encompassing property acquisition, right-of-way procurement, and related relocation activities. Respondents will need to demonstrate expertise in managing complex property transactions, understanding legal requirements for government land acquisition, and executing efficient relocation strategies. The contract is structured as an on-call service agreement, which typically represents a multi-year relationship with potential for ongoing assignments as ADOT requires such services.

Specific contract value, pricing terms, and set-aside designations are not explicitly detailed in the available pre-solicitation materials. However, on-call service contracts of this nature for state transportation departments typically range from $100,000 to several million dollars annually depending on project scope and complexity. The procurement is characterized as a competitive, open solicitation seeking the most qualified professional service providers without identified incumbent preferences noted in this document. Interested firms should anticipate that evaluation criteria will emphasize extensive experience with similar government infrastructure projects, demonstrated understanding of Arizona's specific regulatory environment, and documented capability to manage complex property transactions. Prospective respondents are advised to review complete solicitation documents for comprehensive requirements, evaluation criteria, and any applicable small business, minority-owned enterprise, or disadvantaged business enterprise set-aside provisions.
