Organization Overview:

Artisan Right of Way Agency, LLC is a family-owned and operated, Arizona-based firm proudly certified as a Disadvantaged Business Enterprise (DBE) and Small Business

Enterprise (SBE). Founded by Arizona native Alyssa Strong, R/W-RAC, Artisan was established to offer high-quality, community-focused right-of-way acquisition, relocation assistance, and property management services to public agencies across the state.

As a newly formed agency, Artisan was built with a mission to deliver personalized, responsive services while upholding the highest standards of regulatory compliance and client satisfaction.

What sets Artisan apart is its local knowledge and regional relationships. Being based in

Arizona, and led by a native Arizonan, Artisan brings an authentic understanding of the state’s jurisdictions, agency procedures, and community dynamics. This gives us a distinct advantage in coordinating with local municipalities—knowing which departments to engage, how to streamline processes, and how to build lasting, productive relationships with staff and stakeholders.

Artisan also takes pride in being part of Arizona’s small business economy. We believe that investing in local firms not only supports public project delivery—it also helps strengthen our workforce, circulate dollars within the state, and build a more resilient infrastructure industry rooted in community partnerships.

Project Experience

Raley’s Arizona, LLC Relocation., Tempe, AZ –

Artisan’s first relocation contract is currently underway, assisting Raley’s Arizona, LLC (Food

Alyssa Strong, Broker, R/W-RAC

City) in its relocation due to a municipally led, federally funded project. Artisan is leading relocation planning and entitlement coordination in compliance with 49 CFR Part 24, and working closely with City of Tempe departments to ensure zoning, permitting, and code compliance for the client’s replacement site. Tasks include commercial inventory inspections, vendor walk-throughs, bid coordination, and relocation claim preparation.

Founder’s Credentials & Agency Alignment

Founder Alyssa Strong brings over 17 years of hands-on experience in the real estate field such as being a local realtor, managing multifamily communities, and in the right-of-way industry, including extensive work supporting ADOT and other public infrastructure clients across Arizona. Her previous project experience includes:

• Loop 202 South Mountain Freeway – Managed over 700 extended occupancy agreements

• SR 347 UPRR Overpass – Oversaw business and residential relocations

• Ruthrauff Road TI, SR30 Tres Rios, and I-17/L202 Broadway Curve – Acquisition and relocation support for major ADOT projects

• Walker Road 12kV Re-Alignment Project - Responsible for acquiring 25 vegetation management easements, coordinating with the City of Prescott, Yavapai Forestry, and private property owners.

She holds the Relocation Assistance Certification (R/W-RAC) through the International Right of Way Association (IRWA) and is an alumna of ADOT’s DBE Business Development

Program, facilitated by BECO and funded by FHWA Civil Rights. These credentials equip

Artisan to help ADOT meet 49 C.F.R. Part 26 goals while maintaining compliance with the Uniform Relocation Act (URA) and ADOT Right of Way Procedures Manual.

Approach to Task Orders and Pricing

Artisan understands the importance of delivering clear, accurate, and dependable bids— especially under on-call task order contracts. Our approach is rooted in transparency and precision. Artisan stands by the proposals it submits and does not anticipate issuing change requests due to internal oversights or underestimates. Unless the scope of work changes at the

Alyssa Strong, Broker, R/W-RAC agency’s direction, our bids will reflect the full cost of services with no surprises—reducing the administrative burden and helping agencies budget with confidence.

Our Vision for ADOT and Arizona Infrastructure

As a new, family-run business founded in Arizona, Artisan is deeply invested in supporting the public agencies that shape our state. We bring more than technical qualifications—we bring heart, local knowledge, and a commitment to raising the bar for what a small business partner can deliver.

Our goal is to be known not just as a vendor, but as a trusted extension of the agency’s team—responsive, reliable, and ready to contribute to project success from start to finish.

Artisan Right of Way Agency is proud to set a new standard: Local

Expertise. Statewide Impact. Quality You Can Count On.
