The work solicited under this CALL is as follows:
1. Developing a short pulse electron beam source for electronic defeat research and development;
2. Expanding the frequency range of HPM sources available to AFRL/RDHE at a notional power output of 1 Megawatt (MW); and
3. Developing further understanding of the process of upset for digital systems (such as
PCs) when illuminated by a High Power Electromagnetic (HPEM) signal to enable the development of predictive system models, and exploring the effects of employing alternative system technologies and the impact of varying waveform parameters such as pulse repetition rate on digital system susceptibility.
ANTICIPATED FUNDING: Anticipated funding for each SOO (not per contract or award) is as follows:

FY 12: $500,000.00, FY 13: $400,000.00, FY 14: $100,000.00
Statement of Objectives #2:
FY 12: $2,000,000.00, FY 13: $2,000,000.00, FY 14: $1,500,000.00

This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to availability and Government discretion.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is between twelve (12) and thirty-six (36) months in duration (reference SOOs for applicable periods of performance). The period of performance is to be proposed in the format “includes XX months for technical effort and three (3) months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. (local time) on 25 June 2012.
Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). Proposals shall be submitted to the Contracting Point of Contact identified in this CALL at the following address:

CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov and/or Grants.gov/FIND http://www.grants.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding Cost-Plus Fixed-Fee (CPFF), completion-type contracts as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. A model contract may be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process, if necessary. The Air Force does not anticipate awarding Indefinite-Delivery Indefinite- Quantity (IDIQ) contracts as a result of this CALL.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding three
(3) contracts as a result of this CALL (one for each SOO). However, the Air Force does reserve the right to make a single award, multiple awards, or no awards pursuant to this
CALL.
ANTICIPATED AWARD DATE: July/August 2012
INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

CDRLs are included as Attachment 4 to BAA 10-RD-03, as amended.
OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is SECRET. This effort may require access to classified information up to and including SECRET/NOFORN. It is anticipated that awards will be unclassified with limited access; however, it is anticipated that attendance at meetings and discussions concerning portions of the work may be classified up to a level of SECRET/NOFORN. Therefore, foreign owned firms are precluded from submitting proposals. Draft DD Forms 254 are included as Attachment 2 to this CALL.

Any Government Furnished Property, Equipment, or Facilities (including the items listed in the Attachments) needed for this requirement should be specified in the proposal. All property is to be furnished in an ‘‘as-is’’ condition. The offeror is responsible for all costs related to making the property available for use, such as payment of all transportation, installation, or rehabilitation costs.
For all proposed Government Property, the offeror is required to submit the following information:
i. A list or description of all Government property that the offeror or its subcontractors propose to use on a rent-free basis. The list shall identify the accountable contract under which the property is held and the authorization for its use (from the contracting officer having cognizance of the property);
ii. The dates during which the property will be available for use (including the first, last, and all intervening months) and, for any property that will be used concurrently in performing two or more contracts, the amounts of the respective uses in sufficient detail to support prorating the rent;
iii. The amount of rent that would otherwise be charged in accordance with FAR
52.245-9, Use and Charges; and
iv. A description of the offeror’s property management system, plan, and any customary commercial practices, voluntary consensus standards, or industry-leading practices and standards to be used by the offeror in managing Government property.
FAR 45.202 requires Contracting Officers to consider any potential unfair advantage that may result from an offeror possessing Government property. Offers proposing the use of Government property will be adjusted by applying, for evaluation purposes only, a rental equivalent evaluation factor as specified in FAR 52.245-9.
3. Representations and Certifications: Offerors shall submit, with the Business proposal, a completed copy of the Representations and Certifications found at BAA 10-RD-03 Attachment 3.
4. When submitting a proposal under this CALL, an offeror is not required to propose to more than one Statement of Objectives. However, if proposals are submitted for more than one SOO, separate Technical/Management and Cost volumes (and copies) shall be submitted for each SOO, following the proposal submission instructions found in BAA
10-RD-03.
5. Each Statement of Objectives is being competed independently and will be evaluated in accordance with the evaluation criteria specified in BAA-10-RD-03.
6. This CALL contains an updated BAA 10-RD-03 Contract Data Requirements List (CDRL), DD Form 1423-1, Data Item A005 (Attachment 3). This CDRL will be used in place of CDRL A005 provided in Attachment 4 to BAA 10-RD-03.
7. ITAR exemptions under 125.4(b)(1) and 126.4 may apply for contracts resulting from this CALL. Prior to award, if it is determined that an exemption applies, AFRL will be responsible for processing the exemption. Consistent with the ITAR, SAF/IAPD may certify use of license exemptions to approve contractor support for government-to-government programs when the contractor does not have an approved export license.
SAF/IAPD will consider and may certify exemptions to licensing requirements for contractors on a case-by-case basis only. Should the requirement for a license exemption arise, contact the AFRL/RDOS Foreign Disclosure Office to define and implement the best approach
APPLICABILITY OF BASELINE BAA: All requirements of BAA 10-RD-03 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA 10-RD-03, refer to the initial closed BAA as amended. Statement of Objectives (SOO) #1 “Short Pulse Electron Beam Source”
1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED
Applicable Technical Areas from BAA 10-RD-03:
Technical Area 4 – HPM/HPEM Laboratory Source and Technology Development
The purpose of this effort is to develop a short pulse electron beam source for electronic defeat research and development.
2.0 OBJECTIVES OF WORK TO BE PERFORMED
• Development of a prototype electron beam source:
o Develop an electron beam source that produces at least 12 mega-electron volt (MeV) and less than 18 MeV electrons. The electron beam width produced by the source should be less than 2 cm at 20 cm from the source vacuum window.
o Electron beam source shall produce at least 3500 (threshold) pulses per second and has an objective of producing 19000 pulses per second.
Pulse width should not exceed 40 nanoseconds (ns) and should be no less than 20 nanoseconds and the instantaneous current per pulse should be adjustable from 2 to 0.5 Amps. Pulse rate shall be easily adjustable from 1 to maximum pulse rate. Individual pulses will be separated by at least 100 nanoseconds in time. Temporal separation of tightly spaced pulses should be able to be adjusted from 100 to 300 ns.
o The pulse power for the the electron beam source shall utilize high energy density (>2 J/cm3), light weight capacitors in a parallel serpentine wave-guide or similar pulse forming network configuration.
Developers shall attempt to overcome air and dielectric material breakdown issues by developing a low voltage pulse power system.
Pulse power system shall not exceed 35 Kg in weight.
o The complete electron beam shall be portable on a cart system. Total weight of the system shall not be greater than 170 kg (not including the generator). The electron beam source should be separable into parts for easier transport and should be easily re-assembled in two hours. No individual part of the separated electron beam source should be greater than 110 Kg. The electron beam source shall be built on a cart and completely self-contained on that cart except for the generator and cooling fluid.
o The electron beam source shall have a cooling system integrated into the design to enable operation for at least 2 hours.
o The electron beam source shall be able to powered by a 15 kilowatt (threshold) to 8 kilowatt (objective) portable generator

o The electron beam source should be less than 1.2 meters in length and less than 1.5 m tall. The width of the cart and electron beam shall not exceed 60 cm.
• The electron beam source shall be refined, adjusted, operated, and maintained by the developer to maximize the effects on electronic systems throughout the experimental efforts identified in this SOO. The experimental efforts will take place on Kirtland AFB in a place of the government’s choosing and will occur over the period of one year.
3.0 BACKGROUND INFORMATION
The purpose of the electron beam source is to enable testing of several electronic systems’ susceptibility to high frequency, short pulses of electrons. This electron beam source will test high to moderate dose effects on a variety of different electronic components. A compact, mobile electron beam source is required to conduct tests at multiple, remote sites in situ.

6.0 REQUIRED TRAVEL
Travel is anticipated in support of this effort to facilitate monthly Technical Interchange Meetings (TIMs) between the Government and the contractor.

The Security Classification Guide (SCG) for Counter-Electronics High Power Microwave (HPM) Weapon Technology – 15 February 2012 will apply to this effort and can be provided upon request. All applicable health, safety, and environmental regulations will also apply.

Statement of Objectives (SOO) #2 “Expanding the Frequency Range and Power Output of Microwave Sources
Using Tunable COTS Magnetrons with Plug and Play Architecture”
Technical Area 1 – Susceptibility Technical Area 4 – HPM/HPEM Laboratory Source and Technology Development
The work to be performed in this proposed effort will expand the testing capabilities of AFRL/RDHE.
AFRL/RDHE maintains several high power sources, but these only operate at very specific frequencies. A comprehensive test capability would test microwave effects at high power across a broad frequency spectrum. Using tunable sources, operating at a range of frequencies and power outputs, will be critical when conducting tests of HPM effects on targets ranging from individual digital components and computers to full scale military hardware.
The objective of this effort is to expand the frequency range of HPM sources available to AFRL/RDHE at a notional power output of 1 Megawatt (MW). The Contractor may utilize existing sources available from AFRL/RDHE, or may propose other sources to achieve the objectives of the contract. The Contractor shall provide one or more sources which are tunable across the desired frequency bands listed in Section 2.0.
AFRL/RDHE desires to develop a system/network that contains the resulting source(s).
2.0 OBJECTIVES OF WORK TO BE PERFORMED
As a result of this CALL, the Government desires the most reasonable, functional, realistic, and cost effective approach possible. The objective pulse width capabilities identified below are rough estimates. If there is a more functional and/or cost effective width, identify it in the proposed approach, along with supporting documentation.
2.1 1st increment: A tunable narrowband source system, roughly covering 1.5 Gigahertz (GHz) to 3.0 GHz, capable of several MWs of source power.
Pulse width capable of 100 nanoseconds (ns) to 1 microsecond (µs). The contractor shall:
2.1.1 Utilize a common configuration, modular approach, multiple tubes that may be driven by a single power supply and pulse forming network (PFN) modulator
2.1.2 Utilize common procedures for system operation for operation across the spectrum
2.1.3 Design the system to utilize 208V 3 phase, 30A prime power
2.1.4 Integrate all required items (tube, PFN, power supply, waveguides, etc), with the exception of an antenna which will be outside the system.
2.1.5 Test and validate that the system of tubes operates from a single modulator

The contractor shall use the developed source(s) to test a variety of Government-identified, Government-provided targets for susceptibility. The contractor shall monitor these tests and make any changes to the equipment necessary to maximize effects on electronic systems.
3.0 BACKGROUND INFORMATION
The high-power microwave (HPM) Effects Modeling and Simulation Team within AFRL/RDHE already has a suite of HPM sources and equipment for effects testing.
However, effects at high power levels are constrained to the limited frequency range of each source. With tunable sources augmented by power amplification systems, AFRL/RDHE would gain the capability to conduct effects testing at a much larger range of frequencies in the range of interest. This would be particularly helpful for simulating effects based on a known source.
Many digital systems are required to operate correctly in the HPEM environment.
This is particularly important for digital systems operating in a military environment.
In this case, normal electromagnetic interference and electromagnetic compatibility requirements for commercial off the shelf equipment may not be adequate.
Specifically, an HPM signal incident on a digital system can result in upset of the system, where it may reboot or lock up.
There has been significant progress in the last few years in understanding how an HPM waveform interacts with complex devices, such as metal–oxide–semiconductor field-effect transistors (MOSFETs) and complementary metal–oxide–semiconductors (CMOSs). Translating such understanding into how HPM signals interact with and upset a complete digital system is more difficult, since the radio frequency (RF) energy may couple into multiple traces and embedded integrated circuits simultaneously, resulting in signals that potentially corrupt multiple logic and/or clock logic pulses. As a result of this complexity, so far no reliable predictive RF effects model exists for describing the observed upset behavior of digital electronic devices outside of the normal operating parameters. AFRL/RDHE needs to understand and characterize in more detail the process by which a digital system is upset and the state of the system after it is upset in frequencies ranging from 10 megahertz to 5 gigahertz.

AFRL/RDHE has several pieces of equipment which the Contractor may use for this effort, including a 500 kW Pulse Power Supply. The specifications for this power supply can be provided upon request. The Contractor may propose to use this equipment or propose the use of separate equipment.
AFRL/RDHE will provide, upon request, the following magnetrons for the resulting contract. The contractor may utilize these magnetrons or propose other devices to achieve contract objectives.

Statement of Objectives (SOO) #3 “Radio Frequency (RF) Upset of Digital Systems”
Technical Area 1 – Susceptibility Experimentation Technical Area 2 – Modeling, Simulation, and Analysis
The work to be performed will include experimental work and supporting analysis to characterize the interaction of an HPEM signal with a digital system (such as a Personal Computer (PC)), leading to a better understanding of the state of the system when upset.
2.0 OBJECTIVES OF WORK TO BE PERFORMED
The objective of this effort is to further develop understanding of the process of upset for digital systems (such as PCs) when illuminated by a High Power Electromagnetic (HPEM) signal to enable the development of predictive system models. AFRL/RDH is also interested in exploring the effects of employing alternative system technologies, and the impact of varying waveform parameters such as pulse repetition rate on digital system susceptibility.
3.0 BACKGROUND INFORMATION
Many digital systems, such as PCs, are required to operate correctly in the presence of high-level Radio Frequency (RF) environments. This is particularly important for digital systems operating in a military environment. In this case, normal EMI/EMC requirements for Commercial off the Shelf (COTS) equipment may not be adequate.
Specifically, an HPEM signal incident on a PC can result in upset of the system, where it may reboot or lock up. Hence, AFRL/RDH wishes to develop a capability for predicting when such an upset might occur, as a function of the HPEM waveform parameters. As a first step, RDH needs to characterize the process of upset, and determine the resulting state (hardware and software) of the digital system.
There has been significant progress in the last few years in understanding how an HPEM waveform interacts with individual Metal Oxide Silicon Field Effect Transistors (MOSFETs), and with more complex Complementary Metal Oxide Silicon (CMOS) devices. Translating such understanding into how HPEM signals interact with and upset complete digital system is more difficult, since the RF energy may couple into multiple traces and circuit elements simultaneously, resulting in signals that potentially corrupt multiple logic and/or clock logic pulses. As a result of this complexity, no comprehensive predictive system-level models exist for digital upset.
Previous efforts have established an initial understanding of the process whereby a

digital system is upset by an HPEM waveform by identifying the most vulnerable system components and loading conditions of the digital system, and establishing some potential processes that would likely lead to upset.
The next step is to validate and model the effects and the underlying electronics investigated under previous efforts, and further breakdown the process of digital system upset as isolated.
