Questions and Answers #2
Q1: SOO #3 – Please confirm for me that the POP for SOO # 3 of BAA 10-RD-03 CALL 6 is 12 months duration. The CALL shows end of tech work @ 9 mos. and also the Scientific and Technical Final report @ 9 mos. Amendment 2 advised that POP durations run from 12 mos to 36 mos. So, I’m thinking the final report is the 3 mos period after the end of the technical period? So it will be for 12 months. Please confirm.
A1: Confirmed. The technical period of performance (PoP) for SOO #3 is nine (9) months. Three (3) months will be allowed for Final Report preparation, beginning ten (10) months after the Date of Award (DOA +10 Months).
Q2: Referring to Q&A #1, A10: Are your interests mentioned in order of importance in items a, b, and c?
A2: Item a) is the general area of interest. Items b) and c) (in no particular order) are additional areas of interest.
Q3: SOO #3 – Are you expecting a first principle model or are you expecting an empirical model based on the experimental data ?
A3: The overarching objective is to build a predictive model - the work defined in the SOO could be either a first-principles or empirical model that feeds into that overall predictive model.
Q4: SOO #3 – As in CALL 0001 the experiments (TA1) were the one which established data and provide the path for the modeling and simulation (TA2). In CALL 0006 are the experiments to drive the model or vice versa?
A4: The SOO should be read in the context of an overall objective of developing a predictive model for upset of a digital system. The Government is interested in any approach that furthers that overall objective.
Q5: SOO #3 – Does the government expect that this model must work with the government's existing engagement models and/or probability of effects model. In that case, we would then have to develop the model such that it integrates into those existing models ?
A5: Ultimately any model developed will have to fit into other AFRL models, but accomplishing that is beyond the scope of this SOO.
Q6: SOO #3 – Are you interested in Level 4 effects only?
A6: The Government is primarily interested in upset.

Q7: SOO #2 - Regarding the requested narrowband source system described for each of the four increments by frequency band, is AFRL requesting a separate integrated system be delivered for each of these band/increments, or is AFRL requesting a single integrated system which can be employed with a different set of magnetrons for each band/increment?
A7: The Government is not asking for unique, complete systems for each frequency band coverage. The purpose is to take advantage of commonality, like power supply/modulator that can interchange sources to cover more frequency bands. Not “X number of integrated systems”, but interchangeable sources for common sub systems.
