REQUIREMENT DESCRIPTION:

Technical Area 5 - HPEM and Accelerated Particle Computational Physics & Software Development
The intent of this effort is to further develop software for the HPM High Performance Computing Software (HPC) Software Applications Institute (HPM HSAI). HPM HSAI consists of an integrated suite of software tools for the end-to-end simulation, design, visualization, and evaluation of complete HPM systems. In addition, the contractor will perform basic research and development of underlying HPM, plasma, and particle beam technologies and simulations for improving HPM system component performance.

ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY 11: $750K, FY 12: $1.0M, FY 13 $750K, FY 14: $500K. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is fifty-one (51) months in duration. The period of performance is to be proposed in the format “includes XX months for technical effort and three (3) months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MST on 17 March 2011. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost-Plus Fixed-Fee (CPFF), completion-type contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. A model contract may be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process, if necessary.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one
(1) contract as a result of this CALL. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.

OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is SECRET. A sample DD Form 254 is included as Attachment 2 to this CALL.
2. ITAR/Export Control: Research areas may involve technology that is subject to U.S.
Export Control Laws. Therefore, only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposals. 3. Government Furnished Property/Government Furnished Equipment (GFP/GFE) is anticipated to include: Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) Code, High Power Microwave High Performance Computing Software Applications Institute (HPM HSAI) software suite, RF-PROTEC, EADSIM, TMAX, XYLOSE, and INSSITE (which are government owned software codes). Any Government Furnished Property, Equipment, or Facilities needed for this requirement should be specified in the proposal.
4. Representations and Certifications: Offerors shall submit a completed copy of the Representations and Certifications found at BAA 10-RD-03 Attachment 3 with the Business proposal.
5. The Government anticipates receiving “Unlimited Rights” to technical data & computer software developed under contracts awarded based on proposals received in response to this announcement. Data rights offered other than “Unlimited Rights,” as defined in DFARS 227.7103-5, should be identified in DFARS clause 252.227-7017, Identification and Assertion of Use, Release, or Disclosure Restrictions, and addressed in the business section of the cost proposal.
APPLICABILITY OF BASELINE BAA: All requirements of BAA 10-RD-03 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA 10-RD-03, refer to the initial closed BAA as amended. 1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED
Applicable Technical Areas from BAA 10-RD-03:
Technical Area 5 - HPEM and Accelerated Particle Computational Physics & Software Development
The work to be performed will include the development of end-to-end HPM M&S software and basic research and development of underlying HPM, plasma, and particle beam technologies and simulations for improving HPM system component performance.
2.0 OBJECTIVES OF WORK TO BE PERFORMED
• Develop software for the HPM High Performance Computing Software (HPC) Software Applications Institute (HPM HSAI). The HPM HSAI will perform high fidelity simulations and optimization of a full, integrated HPM system, from basic components, such as pulse power, source, and antenna, to battlefield effectiveness. This approach to system design has rarely ever been done before due to computational limitations that existed previously. The HPM HSAI consists of an integrated suite of software tools for the end-to-end simulation, design, visualization, and evaluation of complete HPM systems.
Software development and integration tasks willll include:
o Integrating existing HPM system component modeling tools such as RF-PROTEC, EADSIM, SUPRESSOR, SIMDIS, and other appropriate software tools for modeling an HPM system into an integrated suite of modeling tools.
o Develop and create automated interfaces between system component modeling tools to enable data exchange, run execution management, external visualization, and provide simulation information.
o Develop remote run execution, download, and monitoring software for running the HPM HSAI suite of codes on the Defense Shared Resource Centers (DSRCs) and other super computing facilities.
o Improve graphical user interfaces for ICEPIC, RF-PROTEC, and sub-component software tools that shall enable usability of the software suite.
o Aid development of automated optimization tools for improving HPM system performance in engagement and mission level models.

o Perform theoretical analysis, experimental verification and validation (V&V) of the integrated HPM HSAI software suite and software code components such as RF-PROTEC, EADSIM, and SUPRESSOR.
Develop test cases for automatic V&V and integrate into an automated software testing tool.
o Develop use cases to demonstrate the functionality of the HPM HSAI software suite in end-to-end HPM system simulation.
o Develop methods and software tools to analyze simulation error in each component and error propagation between HPM system components.
o Develop software tools to visualize and aid in set-up of engagement and mission level simulation results.
o Software will be used by test and evaluation community, acquisition professionals and system manufacturers for high fidelity design, modeling and simulation, assessment and improvement of HPM, plasma, and particle beam systems
• Perform basic research and development of underlying HPM, plasma, and particle beam technologies and simulations for improving HPM system component performance.
o Use the data developed in performing basic R&D, to verify and validate software used to simulate HPM, plasma, and particle beam technologies.
o Include HPM components and systems that have been developed into the test suite as use cases to verify and validate the codes operation.
3.0 BACKGROUND INFORMATION
The vision of the HPM HSAI is to enable seamless, integrated, end-to-end simulation, design, and optimization of an effective HPM weapon system. The HPM weapon system includes not only the system components, but also the carrier platform and its engagement with targets to produce desired battlefield effects.
The technology developed in the HPM Institute is critical to revolutionize the end-to-end simulation of HPM weapon systems. This in turn decreases the time to test and deploy the system and improves the effectiveness of the system. With the unprecedented computational power afforded to the scientist or engineer, components are simulated to high fidelity. Thus, errors in virtual system integration are becoming the primary source of error in the simulation chain. Through seamless, integrated, end-to-end simulation integration errors are reduced and a more realistic system is modeled. The HPM Institute provides tools for automated optimization of both HPM components and systems, thus overcoming the complexity of human work for system optimization. Finally, the HPM Institute lowers the barrier of entry for HPM system designers by wrapping all the tools with a common interface, simplifying the interface to the technology developed.

The overall goals of the HPM HSAI are:
1. Develop new software tools that take advantage of emerging capability in High Performance computing to support the development and acquisition of HPM systems
2. Make these software tools valuable and available to the broad HPM community
The HPM Institute is successful when the following Strategic Goals are met:
1. Establish ties with warfighter and acquisition communities to assure that HPM system requirements are well understood and documented.
2. Provide a unifying framework to couple physical performance with mission capability.
3. Provide methods to optimize an HPM system for an envisioned mission scenario.
4. Quantify the accuracy of the individual models and the ensemble of models.
5. Provide user-friendly versions of developed tools to government acquisition/test agencies and to industry.

5.0 GOVERNMENT FURNISHED PROPERTY
The anticipated GFP/GFE for HPMTESLA includes: Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) Code, High Power Microwave High Performance Computing Software Applications Institute (HPM HSAI) software suite, NeartoFarField Transformer, RF-PROTEC, TMAX, XYLOSE, INSSITE which are government owned software codes. However, Government Furnished Property, Equipment, or Facilities needed for this requirement should be specified in the proposal
6.0 REQUIRED TRAVEL
A small amount of travel is anticipated in support of this effort, to allow attendance to the High Performance Computing User’s group meeting for information collection and to facilitate at most one or two Technical Interchange Meetings (TIMs) per year between the Government and the contractor.

7.0 OPERATIONS SECURITY CONSIDERATIONS
The Security Classification Guide (SCG) for High Power Microwave (HPM) Weapon Technology – 21 June 1999 will apply to this effort and can be provided upon request. All applicable health, safety, and environmental regulations will also apply.
Program security classification for this effort is SECRET. A DD Form 254 will be applicable to any resulting award.

The Defense Security Service (DSS) is relieved of all industrial security review responsibilities for the contractor’s performance at Kirtland AFB NM. The servicing activity (SSA), 377 SFS/SFAID, will maintain oversight, control and supervision of the contractor’s work performed at Kirtland AFB, NM. SSO has exclusive security responsibility of SCI and non-SCI Intelligence materials.

National Industrial Security Program Operating Manual (NISPOM), Feb 2006 and its supplement apply to this contract.
The Notification of Government Security Activity and visitor group security agreement clause applies: See contract clause in Section 1 for details.
Transfer of documents to other R&D effort is not permitted.
Security classification guidance on information, hardware and equipment will be furnished to the contractor through the ACO or other authorized government representatives at the time the contractor is tasked a classified project or when classification changes occur. This will include any special projects.
The requirements, restrictions and other safeguards prescribed by the NISPOM, DOD 5220.22-M, Feb 2006, apply to all classified contract performance.
Task ordering could require additional security classification guidance. Additional security classification guidance will be provided, maintained and used by the contractor as required. Security classification guidance on information, hardware and equipment not included in security classification guides will be furnished to the contractor through the ACO or authorized representative at the time the contractor is tasked a classified project, furnished information, hardware and equipment or when classification changes occur. Task ordering requiring additional security classification guidance as indicated above independent of other changes will not require updating or revising the DD Form 254.

Item 10b: The contractor is permitted access to RESTRICTED DATA (RD) in the performance of this contract.
Access to RD requires a final U.S. Government clearance at the appropriate level.
Item 10c: The contractor is permitted access to Critical Nuclear Weapons Design Information (CNWDI) in performance of this contract. The government project manager or designated representative will ensure the contractor security supervisor is briefed for CNWDI prior to access being granted. DSS briefs the contractor for access to CNWDI, upon request. The Air Force program official must request this action of the appropriate DSS office if desired. If the program official retains this responsibility, advise the appropriate DSS office in writing.
Item 10d: The contractor is permitted access to Formerly Restricted Data (FRD) in the performance of this contract. Access to FRD requires a final U.S. Government clearance at the appropriate level.
Item 10e(2): Contract requires access and storage of Non-SCI intelligence materials. Prior approval of the contracting activity is required for subcontracting. Access to intelligence information requires a final U.S.

Item 11g: The contractor is authorized to use the services of Defense Technical Information Center (DTIC) and is required to prepare and process a DD Form 1540, Registration for Scientific and Technical Information Services, and DD Form 1542, Facility Clearance Register in accordance with the NISPOM. The contracting activity must be involved in certifying need-to-know to DTIC.
Item 11j: OPSEC. The contractor shall provide operations security (OPSEC) protection for all sensitive/critical information in accordance with AFI 10-1101 and the (AFRL/RD OPSEC Plan or specific Program OPSEC Plan). The RD Critical Information list will be provided under separate cover. It is incumbent upon the contractor to request this document via the contracting officer or directly to the RDOPSEC Program Office. The contractor shall describe the steps necessary to protect sensitive/critical information. As a minimum the contractor will include OPSEC awareness education and training to all personnel as part of their standard security program. On site/on base contractors will participate in RD’s OPSEC Program.
When Item 10.e (2) is marked “YES”, use the following addendum:

HANDLING NON-SCI INTELLIGENCE
Reference item 10e(2): Requirements for handling collateral intelligence information.
The contractor agrees:
To comply with Air Force Instruction 14-303, Release of Intelligence to US contractors.
To maintain accountability for all intelligence released to the custody.
Not reproduce intelligence information without the concurrence of the PCM and the written approval of the AFRL/DEFI Senior Intelligence Officer (SIO). If permission is granted, each copy must be controlled in the same manner as the original and becomes the property of the Air Force Research Laboratory and not the contractor.
Not to destroy any intelligence provided under this contract without the approval of the PCM and approval of the AFRL/DEFI SIO.
To restrict access only to personnel with the required security clearances and who are actually providing services under this contract. Further dissemination to other contractors or government agencies is not permitted without the concurrence of the PCM and approval of the AFRL/DEFI
SIO.
To maintain a listing of individuals who have access to the information/material while in the contractors custody and will ensure personnel are made aware of these security requirements.
That all released intelligence information/material, all reproductions and all other intelligence information/material generated under this contract are the property of the US government and will be returned upon request of on the expiration of the contract, whichever comes first.

FOR OFFICIAL USE ONLY (FOUO) ADDENDUM
The following procedures will be used to protect FOR OFFICIAL USE ONLY (FOUO) material:
1. HANDLING: Access to FOUO material shall be limited to those employees needing the material to do their jobs. The FOUO marking is assigned to material created by a DoD user agency. FOUO is not a classification, but requires extra precaution to insure it is not released to the public.
2. MARKING UNCLASSIFIED: Mark unclassified documents containing FOUO; “FOR OFFICIAL USE ONLY” at the bottom of each page and back cover (if any). Paragraphs, sentences, illustrations, and figures that are deemed to be FOUO will be portion marked (FOUO) at the beginning of the item. FOUO material released to a contractor by a DoD user agency must have the following statement on the front page or cover: “THIS DOCUMENT CONTAINS
MATERIAL EXEMPT FROM MANDATORY DISCLOSURE UNDER THE FREEDOM OF
INFORMATION ACT. EXEMPTION(S)______________APPLY.”
3. MARKING CLASSIFIED: In a classified document, mark:
a. An individual paragraph that contains FOUO, but not classified material by placing “U//FOUO” at the beginning of the paragraph.
b. The top and bottom of each page that has both FOUO and classified material with the highest security classification of the material on that page.
c. “FOR OFFICIAL USE ONLY” at the bottom of each page that has FOUO but no classified material.
d. If a classified document also contains FOUO material or if the classified material becomes FOUO when declassified, place the following statement on the bottom of the cover or the first page under the classification marking: “NOTE: If declassified, review the document to make sure material is not FOUO and not exempt under AFI 37-131 before public release.”
e. Mark other records such as computer print outs, photographs, films, tapes, or slides “FOR OFFICIAL USE ONLY” so the receiver or viewer knows the record contains FOUO material.
f. Insure documents that transmit FOUO material call attention to any FOUO attachments.

4. FOUO DETERMINATION: All documents determined to contain FOUO information will identify the FOUO exemption criteria from the Freedom Of Information Act (FOIA), by sighting the applicable paragraph number. FOUO material released to a contractor by a DoD user agency must have the following statement on the front page or cover: “THIS DOCUMENT CONTAINS
MATERIAL EXEMPT FROM MANDATORY DISCLOSURE UNDER THE FREEDOM OF
INFORMATION ACT. EXEMPTION(S)______________APPLY.”
5. STORAGE: During normal duty hours, place FOUO material in an out-of-sight location, if your work area is accessible to persons who do not have a valid need for the material. After normal duty hours, store FOUO material to prevent unauthorized access. File with other unclassified records in unlocked files or desks when internal building security is provided. When there is not internal security, locked buildings or rooms usually provide adequate after-hours protection. For additional protection, store FOUO material in locked container such as file cabinets, desks, or bookcases. Expenditure of funds for security container or close areas solely for the protection of FOUO material is prohibited.
6. TRANSMISSION: FOUO material shall be transmitted by the same methods as other unclassified material. Discussion of FOUO material on the telephone is authorized if necessary for the performance of the contract. FOUO material may be transmitted over telephone lines in digital form, by telecopies, or by other DSN Teletype lines without encryption.
7. RELEASE: FOUO material shall not be released outside the contractor’s facility except to representatives of the DOD.
8. DESTRUCTION:
When no longer needed, FOUO material shall be disposed of by a method that precludes its disclosure to unauthorized individuals.
