The work solicited under this CALL is as follows:

The vision of the DE HSAI is to enable seamless, integrated, end-to-end simulation, design, and optimization of an effective DEW system. The DE weapon system includes not only the system components, but also the underlying electrical components, thermal management, carrier platform and the DE system’s engagement with targets to produce desired battlefield effects.

The technology developed in the DE HSAI is critical to revolutionize the end-to-end simulation of DE weapon systems. The DE HSAI software will be used to perform high fidelity simulations, optimization, and analysis of a full, integrated DE system, from basic energy components to battlefield effectiveness. This approach to system design has rarely ever been done before due to computational limitations that existed previously. The DE HSAI consists of an integrated suite of software tools for the end-to-end simulation, design, visualization, and evaluation of a complete DE system. The DE HSAI takes advantage of the unprecedented computational power afforded to the scientist or engineer, thus DE system components are simulated to high fidelity. Thus, errors in virtual prototyping and system integration and uncertainty in the parameters are becoming the primary source of uncertainty in the simulation chain. Through seamless, integrated, end-to-end simulation hardware integration errors are reduced and a more realistic system is modeled to high fidelity with minimal approximation. The DE HSAI provides tools for automated optimization, uncertainty quantification, and sensitivity analysis of both DE components and systems, thus reducing the complexity and time required for system analysis and optimization. Finally, the DE HSAI lowers the barrier of entry for system designers by wrapping all the tools with a common interface, simplifying the interface to the technology developed.

The overall goals of the DE HSAI are:

1. Develop new software tools that take advantage of emerging capability in High Performance Computing (HPC) to support the simulation, development and evaluation of DE systems

2. Make these software tools valuable and available to the broad DE and DoD community

ANTICIPATED FUNDING:

This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to availability and Government discretion.

PERIOD OF PERFORMANCE: The anticipated period of performance resulting from this CALL is thirty-six (36) months for technical performance and three (3) months for Final Report preparation and delivery.

PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. (local time) on 23 June 2014. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost-Plus Fixed-Fee (CPFF), completion-type contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. A model contract may be provided to an apparent successful offeror for review and comment as part of the BAA solicitation and award process, if necessary. The Air Force does not anticipate awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract or any assistance instrument as a result of this CALL.

ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one (1) contract as a result of this CALL.

Any Government Furnished Property, Equipment, or Facilities (including the items listed in the Attachments) needed for this requirement should be specified in the proposal. All property is to be furnished in an ‘‘as-is’’ condition. The offeror is responsible for all costs related to making the property available for use, such as payment of all transportation, installation, or rehabilitation costs.

4. This CALL contains Contract Data Requirements Lists, (CDRL), DD Forms 1423-1:

5. ITAR exemptions under 125.4(b)(1) and 126.4 may apply for contracts resulting from this CALL. Prior to award, if it is determined that an exemption applies, AFRL will be responsible for processing the exemption. Consistent with the ITAR, SAF/IAPD may certify use of license exemptions to approve contractor support for government-to-government programs when the contractor does not have an approved export license. SAF/IAPD will consider and may certify exemptions to licensing requirements for contractors on a case-by-case basis only. Should the requirement for a license exemption arise, contact the AFRL/RDOS Foreign Disclosure Office to define and implement the best approach.

APPLICABILITY OF BASELINE BAA: All requirements of BAA 10-RD-03 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA 10-RD-03, refer to the initial closed BAA as amended. It contains information applicable to all CALLs issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the contracting points of contact identified above.

As stated in the initial closed amended BAA, the C-SOW, a stand-alone document, should detail the research to be accomplished under the technical area and should be suitable for incorporation into the awarded document. The proposed C-SOW should summarize the technical methodology and the task description, but not to the extent to make the awarded instrument inflexible. Do not include any proprietary information in the C-SOW. Contractors may request copies of our contracts under the Freedom Of Information Act. Consequently, it is imperative that no company-sensitive information be included in the C-SOW. For assistance in preparing the C-SOW, refer to the http://www.kirtland.af.mil/prs site under Broad Agency Announcement Reference Documents, “Guide to Preparing Contractor Statements of Work”.

1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED

Applicable Technical Areas from BAA 10-RD-03:

The work to be performed will develop a capability to perform end-to-end simulations of all Directed Energy Weapon (DEW) systems by integrating laser source, target effects, ancillary system components, and propagation simulations along with Directed Energy (DE) platform system, engagement, and mission level models. In addition, the work to be performed will include basic research and development of underlying DE technologies and integration of simulations for improving DEW system component performance.

2.0 BACKGROUND INFORMATION

3.0 OBJECTIVES OF WORK TO BE PERFORMED

• Develop software for the Directed Energy (DE) High Performance Computing

(HPC) Software Applications Institute (DE HSAI). Software execution, development and integration work will include:

o Integrating existing DEW system component simulation tools such as Dynamic Airborne Laser Engagement (DALE), High Energy Laser System End-to-End Model (HELSEEM), General Aerodynamic Simulation Program (GASP), WaveTrain, Automated State Model Generator (ASMG)/FastSim, Single Semi-Automated Forces (ONESAF), High Energy Laser End-to-End Operational Simulation (HELEEOS), End Game Framework, High Energy Laser Consolidated Modeling Engagement Simulation (HELCoMES), and Integrating Concept Evaluation Tool (ICET).

o Integrate additional laser source models for the many types of gas dynamic, fiber optic, solid-state, etc., laser and laser system engineering model into the existing DE HSAI framework. Contractor will propose different simulations based on their ability to accurately model the performance of the listed laser types over a range of many different high energy conditions. Other appropriate software tools for simulating laser propagation and other physics or engineering aspects essential to fully modeling an entire DE system should be researched and reported to the government. Integration of the simulation into the DE HSAI will be done upon coordination with the government.

o Develop underlying numerical algorithms and software code that will form the basis of a general purpose physics-based laser source simulation to model a large majority of the various types of laser sources. Focus of the algorithm effort will be to simulate electro-magnetic propagation in non-linear, dispersive, temporarily changing materials associated with laser gain mediums and propagation.

Overcoming the disparate time and length scales associated with the different laser type gain medium (fiber, solid-state, hybrid, gas

dynamic, electrical discharge, etc.) will be the primary technical challenge.

o Develop numerical algorithms and software code for the next generation Improved Concurrent Electromagnetic Particle-in-Cell (ICEPIC) HPM source model. Focus will be moving ICEPIC to a conformal mesh, modeling dispersive and non-linear materials, and taking into account particle interactions with each other (such as Coulomb collisions) and materials. Conformal mesh development efforts will focus around numerical methods such as hybrid finite element/finite difference methods, cut-cell methods, and/or high order finite element discontinuous Galerkin methods that work with macro-particles that are part of the Particle-In-Cell formalism.

o Develop and create automated interfaces between DEW system component models to enable data exchange, execution management, external visualization, and provide easy pre and post-processing of simulation data for integration into the DE HSAI optimization engine and other tools.

File based data exchange between models will be done primarily using the eXtensible Data Model (XDM) which is government owned software. Tightly coupled simulations should use API based approaches to transfer data from one simulation to another. This is the method currently used by the existing software to couple simulations.

Include integrated DE simulations into the DE HSAI. The simulations shall have pre and post processors that enable access to the parameters of the simulation and allow external analysis of the simulation results by an automatic optimizer or similar analysis technique.

Improve methods for exchanging data between simulations that reduce the number of individual converters required.

o Improve and maintain the COMET software for building ICEPIC, Temporal Maxwell Solver (TMax), Geometry and Tracking (GEANT) simulation input files. Add other appropriate DE HSAI simulation plugins to COMET to allow it build or view simulation geometry.

COMET is geometry viewing and building software which is combined with plugins for importing and sharing CAD and meshes, between two and three dimensional simulations and other CAD software. The contractor will evaluate simulations that they will integrate into the DE HSAI and determine if they need geometry specification, or sharing of CAD, mesh files, and/or meshing tools provided by COMET. Contractor shall coordinate with the government on needed capabilities and improvements to the COMET software.

o Develop and implement new xml based input formats ICEPIC, GEANT and other appropriate DE HSAI simulations. These simulations need an external graphical user interface or computer

aided design (CAD) model to define geometry and boundary conditions in the DE HSAI’s COMET Visualization and Geometry design software.

o Perform automated optimization, sensitivity analysis, and uncertainty quantification (UQ) of DE simulations to improve overall DE system performance. Investigate and implement improved methodologies for reducing the number of simulations that need to be run to perform DE system optimization and UQ. Develop methodologies and software to assist in tracking uncertainty propagation through a chain of simulations and implement as part of the DE HSAI.

o Develop a surrogate modeling approach which utilizes multi-dimensional fitting of physics, system engineering, engagement, and mission level simulation results over a parameter range of interest.

The Design Analysis Kit for Optimization and Terascale Applications (DAKOTA) framework which is integrated into the Galaxy Optimization server already contains a robust feature set for performing multi-dimensional fitting of simulation data. The DAKOTA surrogate model capability will be utilized in combination with the existing DE HSAI networked database to produce, store and provide the surrogate models to other DE system simulations as required by the end-to-end simulation being performed. Surrogate models will be passed between DE physics, systems engineering, engagement, and mission level models as part of the end-to-end simulation. Surrogate models will link DE system input quantities to the system performance and requirements. Examples include relationships between DE source input peak power, energy and voltage and system performance quantities such as output power, output energy, efficiency, beam quality, and heat generation.

o Support training classes on the DE HSAI software and all hosted simulation tools. At least three training classes will be conducted per year at professional conferences and at least two training classes per year will be conducted at DoD organization facilities that use the DE HSAI software. All training activities will be led by government personnel.

o Develop test cases for automatic testing of simulations and integrate the tests into the DE HSAI automated software testing tool. Perform theoretical analysis and obtain experimental data on an as needed basis to perform testing of the integrated DE HSAI software suite and simulation component codes.

o Perform high fidelity intelligence estimates of foreign DE threats from energy generation to battlefield effectiveness utilizing the optimization, UQ, and sensitivity analysis capabilities of the DE HSAI. Intelligence estimates will require personnel knowledgeable in modeling a full HPM system and effects, but will not require special intelligence knowledge. Contractor will model three different DE systems of minimal complexity and three different DE targets.

Contractor will coordinate with government personnel to determine appropriate DE threats for assessment.

o Develop use cases of a HPM and laser system to demonstrate the functionality of the DE HSAI software suite in end-to-end DE system simulations. Contractor is encouraged to utilize an existing HPM and laser system design such as Counter Electronics HPM Advanced Missile Project simulation or the AFRL/RDH Next Generation HPM System that have been designed already to meet this objective.

o Perform software maintenance of HSMS to resolve bugs and ensure communication protocols and the HSMS software are operational and functional while being up to date with the latest changes with new DoD super computers. Maintain servers and ensure bug free operation of the DE HSAI software repository, test suite, web based optimization server and database.

o Integrate Computer Aided Design (CAD) geometry specification into ICEPIC to allow for the development of complex DE source geometries and the exchange of geometry and materials information with other engineering codes.

o Improve computational efficiency and numerical and physical accuracy of physics models in the ICEPIC and other DE HSAI software. Perform software maintenance of the software codes ICEPIC, Parametric Extensible Thermal Solver (PETS), TMax, JREM, and other DE HSAI hosted simulations. Software maintenance activities shall be coordinated with government personnel and utilize existing repository and automated software testing capabilities to track activities and ensure the accuracy of the software.

• Perform basic research and development (R&D) of DE technologies and simulations to include HPM, plasma, and particle beam technologies. The goal of this R&D effort is to improve DE component or system performance.

o Use the data developed in performing basic experimental R&D, to compare against DE HSAI simulations.

o Perform basic research for improving upon the current densities of 1000Amps/cm2 achieved by field emission carbon nanotube (CNT) fiber cathodes, which are HPM components. Perform a wide variety of diagnostics including: current-voltage characteristics, temperature measurements, spectroscopic measurements, and electron beam emittance measurements. Set-up electron beam diagnostics for looking at the longitudinal and transverse energies of the electrons emitted from the CNT cathodes.

o Perform basic research in developing materials that can withstand high electric field stresses (> 300 KV/cm) and temperatures (> 1200 K) without failing in high energy density environments present in HPM sources.

Set-up tests and perform diagnostics of the materials to understand their mechanisms for breakdown or failure.

Develop analytic and computational models that describe adsorption, desorption, surface migration of neutral atoms, breakdown, and secondary emission of the materials.

Acquire the materials and test equipment for this HPM component R&D testing.

o Perform research and develop a highly efficient plasma or gas excited state pumping mechanism for argon or krypton metastable states.

Utilize the DE HSAI modeling tools to optimize the performance of the plasma and the complete DE system which utilizes the efficient argon or plasma pumping method. The purpose of the modeling effort is to determine if the developed plasma pumping of argon or krypton meta-stable states can be used to develop a discharge assisted noble gas laser (DANGL) and investigate the potential for scaling DANGL to mega-watt power levels. Comparison of experimental to modeling results will also be performed.

o Perform research and develop technologies that reduce the size, weight, cooling and power requirements of a Linear accelerator (LINAC) particle beam test bed system and ancillary components to include the commercial magnetron, pulse power, cooling, and high voltage power supply.

Aim to reduce the weight of the total test bed system. The objective should be 35% and with a threshold of 20% reduction in weight.

Utilize DE HSAI software to virtually proto-type and improve the performance and system integration of the components of the LINAC system focusing on the magnetron and LINAC in order to aid in the weight reduction.

Improve the pulse repetition frequency of the electron gun in the LINAC to 100 MHz and reduce the pulse width to < 1 nanosecond

Implement the improved components on the government test bed LINAC system.

o Perform comparisons of the DE HSAI as components in an end-to-end DE simulation which recreates the hardware tests of the Next Generation HPM System and foreign DE threat devices.

THE REPORT WILL BE PUBLISHED WITH THE DEFENSE TECHNICAL INFORMATION CENTER (DTIC) BY AFRL STINFO OFFICE. Under no circumstances shall the contractor submit either the final report or the camera-ready technical report to DTIC.

The checklist is available at: http://www.kirtland.af.mil/prs. If the completed and signed AFRL Form 25 does not accompany the final report, the deliverable is considered incomplete. Incomplete final reports will be immediately returned to the contractor. Following AFRL technical and STINFO reviews, any revisions required will be returned to the contractor.

The contractor shall deliver two editable electronic copies of the final report. The electronic copies shall be an editable .pdf file and the most current version of Microsoft Word. A CD-ROM (CD-R) is the acceptable media for submittal. (CD-RWs are not acceptable.) Electronic media shall be marked IAW the AFRL ANSI/NISO Standard Z39.18-2005 guidelines. Submission via unencrypted or unsecure email is not permitted.
