REQUIREMENT DESCRIPTION:

Technical Area 1 - Susceptibility Experimentation Technical Area 2 - Modeling, Simulation, and Analysis Technical Area 5 - HPEM and Accelerated Particle Computational Physics & Software Development The work solicited under this CALL is as follows:
The work to be performed in this effort is intended to expand the testing and modeling capabilities of AFRL/RDH as well as provide the results to the High Power Electromagnetics (HPEM) community.

This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to availability and Government discretion.
PERIOD OF PERFORMANCE: The anticipated period of performance resulting from this CALL is thirty-three (33) months for technical performance and three (3) months for Final Report preparation and delivery.
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. (local time) on 22 June 2015. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost-Plus Fixed-Fee (CPFF), completion-type contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. A model contract may be provided to an apparent successful offeror for review and comment as part of the BAA solicitation and award process, if necessary. The Air Force does not anticipate awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract or any assistance instrument as a result of this CALL.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one (1) contract as a result of this CALL.
ANTICIPATED AWARD DATE: 24 Aug 2015 INTENT TO PROPOSE: Potential offerors are requested to advise the Contracting Point of Contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is SECRET. This effort may require access to classified information up to and including SECRET/NOFORN. It is anticipated that the award will be unclassified with limited access; however, it is anticipated that attendance at meetings and discussions concerning portions of the work may be classified up to a level of SECRET/NOFORN. Therefore, foreign owned firms are precluded from submitting proposals. Refer to the draft DD Form 254, Attachment 3.

Any GFP/GFE/GFI and Base Support needed for this requirement should be specified in the proposal. All property is to be furnished in an ‘‘as-is’’ condition. The offeror is responsible for all costs related to making the property available for use, such as payment of all transportation, installation, or rehabilitation costs.
3. Representations and Certifications: Offerors shall submit, with the Business proposal, a completed copy of the Representations and Certifications found at Attachment 5.
4. This CALL contains Contract Data Requirements Lists, (CDRL), DD Forms 1423-1: A001; A002; A004; A005; A006 and A010.
5. ITAR exemptions under article 125.4(b)(1) and 126.4 may apply for contracts resulting from this CALL. Prior to award, if it is determined that an exemption applies, AFRL will be responsible for processing the exemption. Consistent with the ITAR, SAF/IAPD may certify use of license exemptions to approve contractor support for government-to-government programs when the contractor does not have an approved export license. SAF/IAPD will consider and may certify exemptions to licensing requirements for contractors on a case-by-case basis only. Should the requirement for a license exemption arise, contact the AFRL/RDOS Foreign Disclosure Office to define and implement the best approach.
APPLICABILITY OF BASELINE BAA: All requirements of BAA 10-RD-03 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA 10-RD-03, refer to the BAA as amended. It contains information applicable to all CALLs issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the Contracting Point of Contact identified above.
As stated in the BAA, the Contractor Statement of Work (C-SOW), a stand-alone document, should detail the research to be accomplished under the technical area and should be suitable for incorporation into the awarded document. The proposed C-SOW should summarize the technical methodology and the task description, but not to the extent to make the awarded instrument inflexible. Do not include any proprietary information in the C-SOW. Contractors may request copies of our contracts under the Freedom Of Information Act. Consequently, it is imperative that no company-sensitive information be included in the C-SOW. For assistance in preparing the C-SOW, refer to the http://www.kirtland.af.mil/prs site under Broad Agency Announcement Reference Documents, “Guide to Preparing Contractor Statement of Work.” The C-SOW should include the anticipated deliverables (hardware, software, reports, etc.).
