CALL 0008 Q&A #1
Q1: The Statement of Objectives presents a list of technical items so extensive that it is difficult to see how a single company could, on its own, either satisfy all of the objectives or assemble a team capable of covering the entire list. In light of that, does the government foresee any degree of flexibility with regard to its statement within the Call that a single award is anticipated?
A1: The anticipated number of awards for this CALL is based on the Government's availability of funding. Although the Government anticipates a single award to be made as a result of this CALL, it has reserved the right to make multiple awards or no awards pursuant to a CALL (ref: BAA 10-RD-03).
Q2: Is CALL 0008 a small business set aside?
A2: Eligible Offeror/Applicants: All responsible sources capable of satisfying the Government's needs may submit a proposal. Small Businesses, Historically Black Colleges (HBCU), Minority Institutions (MI), Small Disadvantaged Business (SDB), Woman-Owned Businesses, and Service-Disabled Veteran-Owned Businesses are encouraged to submit proposals;
however no part of this announcement will be a set-aside.

Q3: What type of agreements are anticipated under 8.0 Associate Contractor Agreements (ACAs)?
A3: Associate Contractor Agreements: Associate Contractor Agreements (ACAs) are agreements between contractors working on Government contract projects that specify requirements for them to share information, data, technical knowledge, expertise, or resources. The contracting officer may require ACAs when contractors working on separate Government contracts must cooperate, share resources or otherwise jointly participate in working on contracts or projects. Prime contractor to subcontractor relationships do not constitute ACAs. (ref: BAA 10-RD-03 Amend 02; IX; 9)
