REQUIREMENT DESCRIPTION:
Applicable Technical Areas from BAA 10-RD-03:
Technical Area 1 - Susceptibility Experimentation;
Technical Area 2 – Modeling, Simulation, and Analysis
The intent of this effort is to develop an initial understanding of the process of upset of a digital system when illuminated by a High Power Electromagnetic (HPEM) signal. The work to be performed will include experimental work and supporting analysis to characterize the interaction of an HPEM signal with a digital system, leading to a better understanding of the state of the digital system when upset. This effort will require Contractor Acquired Property (CAP) of a digital system, such as a Personal Computer (PC), to perform effects testing research on. Anticipated Government Furnished Property (GFP) includes highly specialized High Power Microwave (HPM) test equipment and mailto:Timothy.Clarke@kirtland.af.mil� mailto:Cale.Reedy@kirtland.af.mil� mailto:Deb.McGrath@kirtland.af.mil� sources, however, the offeror should propose CAP/GFP needed to fulfill the proposed Statement of Objectives (SOO).
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY 11: $150,000.00. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is nine (9) months in duration. The period of performance is to be proposed in the format “includes XX months for technical effort and three (3) months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MDT on 18 October 2010. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov and/or Grants.gov/FIND http://www.grants.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost-Plus Fixed-Fee (CPFF), completion-type contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. A model contract may be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process, if necessary.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one
(1) contract as a result of this CALL. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.
ANTICIPATED AWARD DATE: December 2010
INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is SECRET. A sample DD Form 254 is included as Attachment 5 to BAA 10-RD-03.
2. ITAR/Export Control: Research areas may involve technology that is subject to U.S.
Export Control Laws. Therefore, only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposals. 3. Government Furnished Property/Government Furnished Equipment (GFP/GFE) is anticipated to include: High Power Microwave (HPM) Sources, Microwave Waveguides, Power Sensors, Oscilloscopes, Vector Network Analyzers, Synthesized Sweepers, D-Dot Sensors, and B-Dot Sensors. Any Government furnished property, equipment, or facilities needed for this requirement should be specified in the proposal.
4. Representations and Certifications: Offerors shall submit a completed copy of the Representations and Certifications found at BAA 10-RD-03 Attachment 3 with the Business proposal.

1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED

2.0 OBJECTIVES OF WORK TO BE PERFORMED
The objective of this proposed effort is to develop an initial understanding of the process of upset for a digital system such as a Personal Computer (PC), when illuminated by a High Power Electromagnetic (HPEM) signal.
3.0 BACKGROUND INFORMATION
Many digital systems, such as PCs, are required to operate correctly in the presence of high-level Radio Frequency (RF) environments. This is particularly important for digital systems operating in a military environment. In this case, normal EMI/EMC requirements for Commercial off the Shelf (COTS) equipment may not be adequate.
Specifically, an HPEM signal incident on a digital system can result in upset of the system, where it may reboot or lock up. Hence, we wish to develop a capability for predicting when such an upset might occur, as a function of the HPEM waveform parameters. As a first step, we need to characterize the process of upset, and the resulting state (hardware and software) of the digital system.
There has been significant progress in the last few years in understanding how an HPEM waveform interacts with individual Metal Oxide Silicon Field Effect Transistors (MOSFETs), and with more complex Complementary Metal Oxide Silicon (CMOS) devices. Translating such understanding into how HPEM signals interact with and upset a complete digital system is more difficult, since the RF energy may couple into multiple traces and circuit elements simultaneously, resulting in signals that potentially corrupt multiple logic and/or clock logic pulses. As a result of this complexity, no comprehensive predictive system-level models exist for digital upset. As the first step towards this goal, we wish to understand in more detail the process whereby a digital system is upset by an HPEM waveform, and the state of the system after it is upset.

6.0 REQUIRED TRAVEL
A small amount of travel is anticipated in support of this effort, to facilitate at most one or two Technical Interchange Meetings (TIMs) between the Government and the contractor.
7.0 OPERATIONS SECURITY CONSIDERATIONS
The Security Classification Guide (SCG) for High Power Microwave (HPM) Weapon Technology – 21 June 1999 will apply to this effort and can be provided upon request. All applicable health, safety, and environmental regulations will also apply.
Program security classification for this CALL is SECRET. A DD Form 254 will be applicable to any resulting award.
