CALL 0011 Q&A #1
Q1: Can proposals be delivered via hand carry directly from the contractor?
A1: Hand delivery of proposals will be allowed under this announcement. Proposals being hand delivered should be submitted to the Air Force Research Laboratory (AFRL) mailroom:

Q2: Anticipated Call 0011 funding is divided amongst GFY 15, 16, 17, and 18 and the award date is 5/31/15. This leaves 4 months in GFY 15 then 16, 17, and 18 add up to 36 months more for a total of 40. The Period of Performance (PoP) calls for a 39 month technical effort and a 3 month report effort totaling 42 months. How do we reconcile anticipated funding of 40 months against the total PoP of 42 months?
A2: The funding is anticipated to be available the first fiscal years in order to cover the full period of performance. The award may be fully funded on the third year to cover the remaining PoP, however billing will be done according to the award’s terms and conditions. Funding will be incrementally funded with FY 15, FY16, FY17 and FY18 funds. This is not to be confused with the period of performance.
