REQUIREMENT DESCRIPTION:

Applicable Technical Area from BAA 10-RD-03:

Technical Area 5 – High Power Electromagnetics and Accelerated Particle Computational Physics and Software Development

The work solicited under this CALL is as follows:

1. Develop and implement test cases for testing the capabilities of the Computational Research and Engineering Acquisition Tools and Environments-Radio Frequency (CREATE-RF) software suite code Scalable Engineering Tool for Radio Frequency integration (SENTRi). In addition, testing will also be done on the High Power Microwave High Performance Computing Software Applications Institute (HPM mailto:andrew.greenwood@us.af.mil mailto:kala.naranjo@us.af.mil mailto:cale.reedy@us.af.mil

HSAI) suite of codes, including Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) and Extended Air Defense Simulation (EADSIM). Integrate test cases into the CREATE-RF/HPM HSAI software automated testing tool. As a planned integration of SENTRi with HPM HSAI progresses, develop and implement test cases that test the combined interface, and integrate these test cases into the automated testing tool. Port legacy ICEPIC test cases into the CREATE-RF/HPM HSAI software automated testing tool.

2. Modify existing HPM HSAI tools to create inputs for and extract outputs from mission level modeling codes. Mission level modeling codes of interest are those that support directed energy systems. Example codes include but are not limited to Suppressor, One Single Automated Forces (ONESAF), Integrating Concepts Evaluation Tool (ICET).

3. Support modeling and simulation of HPM systems by performing mission level modeling using HPM HSAI tools such as EADSIM, Suppressor, ONESAF, and ICET.

Integrate mission level models into models of complete HPM systems and engagements with the entire HPM HSAI toolset.

4. Perform basic research and development of underlying HPM, plasma, and particle beam technologies and simulations for improving HPM system component performance.

ANTICIPATED FUNDING:

FY 14: $1,000,000

FY 15: $ 853,000

This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to availability and Government discretion.

PERIOD OF PERFORMANCE: The anticipated period of performance resulting from this CALL is twenty-seven (27) months for technical performance and three (3) months for Final Report preparation and delivery.

PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. (local time) on 19 December 2013. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov and/or Grants.gov/FIND http://www.grants.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost-Plus Fixed-Fee (CPFF), completion-type contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. A model contract may be provided to an apparent successful offeror for review and comment as part of the BAA solicitation and award process, if necessary. The Air Force does not anticipate awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract as a result of this CALL.

ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one (1) contract as a result of this CALL.

ANTICIPATED AWARD DATE: February 2014

INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

DELIVERABLE ITEMS:

Refer to the attached Statement of Objectives (SOO) for applicable CDRLs.

CDRLs are included as Attachment 2 to BAA 10-RD-03 CALL 0007.

OTHER RELEVANT INFORMATION:

1. Program security classification for this CALL is SECRET. This effort may require access to classified information up to and including SECRET/NOFORN. It is anticipated that the award will be unclassified with limited access; however, it is anticipated that attendance at meetings and discussions concerning portions of the work may be classified up to a level of SECRET/NOFORN. Therefore, foreign owned firms are precluded from submitting proposals.

2. Government Furnished Property/Government Furnished Equipment

(GFP/GFE) is anticipated to include the following Government-owned software codes:

Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) Code; High Power Microwave High Performance Computing Software Applications Institute (HPM HSAI) software suite; RF-PROTEC; TMAX; XYLOSE; INSSITE; JREM, and SENTRi, Extended Air Defense Simulation (EADSIM), Suppressor, One Single Automated Forces (ONESAF), and Integrating Concepts Evaluation Tool (ICET).

Any Government Furnished Property, Equipment, or Facilities (including the items listed in the Attachments) needed for this requirement should be specified in the proposal. All property is to be furnished in an ‘‘as-is’’ condition. The offeror is responsible for all costs related to making the property available for use, such as payment of all transportation, installation, or rehabilitation costs.

For all proposed Government Property, the offeror is required to submit the following information:

i. A list or description of all Government property that the offeror or its subcontractors propose to use on a rent-free basis. The list shall identify the accountable contract under which the property is held and the authorization for its use (from the contracting officer having cognizance of the property);

ii. The dates during which the property will be available for use (including the first, last, and all intervening months) and, for any property that will be used concurrently in performing two or more contracts, the amounts of the respective uses in sufficient detail to support prorating the rent;

iii. The amount of rent that would otherwise be charged in accordance with FAR 52.245-9, Use and Charges; and

iv. A description of the offeror’s property management system, plan, and any customary commercial practices, voluntary consensus standards, or industry-leading practices and standards to be used by the offeror in managing Government property.

FAR 45.202 requires Contracting Officers to consider any potential unfair advantage that may result from an offeror possessing Government property. Offers proposing the use of Government property will be adjusted by applying, for evaluation purposes only, a rental equivalent evaluation factor as specified in FAR 52.245-9.

3. Representations and Certifications: Offerors shall submit, with the Business proposal, a completed copy of the Representations and Certifications found at BAA 10- RD-03 Attachment 3.

4. This CALL contains Contract Data Requirements Lists, (CDRL), DD Forms 1423-1:

A001; A002; A004; A005; A008, and A010.

5. ITAR exemptions under 125.4(b)(1) and 126.4 may apply for contracts resulting from this CALL. Prior to award, if it is determined that an exemption applies, AFRL will be responsible for processing the exemption. Consistent with the ITAR, SAF/IAPD may certify use of license exemptions to approve contractor support for government-to-government programs when the contractor does not have an approved export license. SAF/IAPD will consider and may certify exemptions to licensing requirements for contractors on a case-by-case basis only. Should the requirement for a license exemption arise, contact the AFRL/RDOS Foreign Disclosure Office to define and implement the best approach.

APPLICABILITY OF BASELINE BAA: All requirements of BAA 10-RD-03 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA 10-RD-03, refer to the initial closed BAA as amended. 1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED

Applicable Technical Areas from BAA 10-RD-03:

Technical Area 5 – High Power Electromagnetics and Accelerated Particle Computational Physics and Software Development

The work to be performed is the development of end-to-end high power microwave (HPM) modeling and simulation (M&S) software and basic research and development of underlying HPM, plasma, and particle beam technologies and simulations for improving HPM system component performance.

2.0 OBJECTIVES OF WORK TO BE PERFORMED

o Use the data developed in performing basic R&D, to verify and validate software used to simulate HPM, plasma, and particle beam technologies.

o Include HPM components and systems that have been developed into the test suite as use cases to verify and validate the codes operation.

o Perform virtual prototyping of HPM sources for next-generation counter-electronics capability.

3.0 BACKGROUND INFORMATION

The computational physics team (AFRL/RDHEC) provides tools and simulation support for the high power electromagnetics (HPEM) core technology competency (CTC). Major thrusts include development and deployment of computational tools, such as ICEPIC, the High Power Microwave High Performance Software Applications Institute (HPM HSAI), and CREATE-RF and application of these tools in support of the CTC mission.

The vision of the HPM HSAI is to enable seamless, integrated, end-to-end simulation, design, and optimization of an effective HPM weapon system. The HPM weapon system includes not only the system components, but also the carrier platform and its engagement with targets to produce desired battlefield effects.

The technology developed in the HPM Institute is critical to revolutionize the end-to-end simulation of HPM weapon systems. This in turn decreases the time to test and deploy the system and improves the effectiveness of the system. With the unprecedented computational power afforded to the scientist or engineer, components are simulated to high fidelity. Thus, errors in virtual system integration are becoming the primary source of error in the simulation chain. Through seamless, integrated, end-to-end simulation integration errors are reduced and a more realistic system is modeled. The HPM Institute provides tools for automated optimization of both HPM components and systems, thus overcoming the complexity of human work for system optimization. Finally, the HPM Institute lowers the barrier of entry for HPM system designers by wrapping all the tools with a common interface, simplifying the interface to the technology developed.

The overall goals of the HPM HSAI are:

1. Develop new software tools that take advantage of emerging capability in High Performance computing to support the development and acquisition of HPM systems.

2. Make these software tools valuable and available to the broad HPM community.

The HPM Institute is successful when the following Strategic Goals are met:

1. Establish ties with warfighter and acquisition communities to assure that HPM system requirements are well understood and documented.

2. Provide a unifying framework to couple physical performance with mission capability.

3. Provide methods to optimize an HPM system for an envisioned mission scenario.

4. Quantify the accuracy of the individual models and the ensemble of models.

5. Provide user-friendly versions of developed tools to government acquisition/test agencies and to industry.

6.0 REQUIRED TRAVEL

A small amount of travel is anticipated in support of this effort, to include attendance to the annual High Performance Computing User’s Group Conference for information collection and to facilitate at most one or two Technical Interchange Meetings (TIMs) per year between the Government and the contractor at the Government location.

7.0 OPERATIONS SECURITY CONSIDERATIONS

The Security Classification Guide (SCG) for High Power Microwave (HPM) Weapon Technology dated 21 June 1999 will apply to this effort and can be provided upon request. All applicable health, safety, and environmental regulations will also apply.

Program security classification for this effort is SECRET. A Contract Security Classification Specification (DD Form 254) will be applicable to any resulting award.

The checklist is available at: http://www.kirtland.af.mil/prs. If the completed and signed AFRL Form 25 does not accompany the final report, the deliverable is considered incomplete. Incomplete final reports will be immediately returned to the contractor. Following AFRL technical and STINFO reviews, any revisions required will be returned to the contractor.

The contractor shall deliver editable electronic copies of the final report. The electronic copies shall be an editable .pdf file and the most current version of Microsoft Word. A CD-ROM (CD-R) is the acceptable media for submittal. (CD-RWs are not acceptable.) Electronic media shall be marked IAW the AFRL ANSI/NISO Standard Z39.18-2005 guidelines, or other most current report preparation guidance.
