About this file

This is a technical attachment containing construction phasing calculations and water balance analysis for the Hawaii Volcanoes National Park (HAVO) water system rehabilitation project. The document presents detailed hydrological modeling across two scenarios spanning six years, analyzing rainfall accumulation, water demand, and reservoir storage capacity during the construction of three key improvements: Ground Catchment 1 (GC1), Building 241, and Building 43. The analysis assumes drought conditions with 20% increased water consumption during construction and models phasing to start improvements at the end of the rainy period when reservoirs are most full. Maximum storage capacity is 4.67 million gallons, with expanded capacity reaching 5.58 million gallons after GC1 improvements.

The document includes comprehensive water balance calculations tracking monthly precipitation (measured in inches), rainfall accumulation (in gallons), water demand, and cumulative water balance through 2022 historical data. Critical technical information includes catchment area specifications for two reservoirs and four rain sheds (ranging from 30,834 to 77,604 gallons per inch of rainfall), evapotranspiration (ET) rates modeled by the University of Hawai'i using the Penman-Monteith equation, and storage volume calculations derived from Civil 3D construction drawings. The spreadsheet demonstrates reservoir capacity management during various precipitation scenarios, with detailed stage-elevation contours and incremental storage calculations for both reservoirs. The modeling indicates that with proper phasing, the system can maintain adequate water supply even during drought conditions, with reservoir levels reaching critical lows (31% capacity) during Year 1-2 construction periods before stabilizing above 80% capacity post-construction.

Scenario 1 Hawaii Volcano National Park

Summary of Phasing Order: Assumes average rainfall and consumption for the year before construction starts (reservoirs full at start of calendar year). Assumes drought conditions and 20% increased consumption once construction starts.

Start construction at the end of the rainy period, when reservoirs are the most full.

Order of improvements: Ground Catchment 1, Building 241, Building 43. Overlap GC1 and Bldg 241 construction.

Catchment Areas
Catchment area is the surface area being used to collect rainwater for storage. The catchment area for both reservoirs is larger than their active water surfaces due to limits on water storage from spillways. Catchment areas were determined using the 2008 HAVO HAER process digrams.

Rain shed rain capture rates estimated in accordance with the "Guidelines on Rainwater Catchment System for Hawai'i". Rain capture was assumed to be slightly higher in the reservoirs due to their layout limiting losses. Rain capture is not affected by climatological effects.

Rain capture rate is measured in gallons per inch of rainwater per square foot of capture area (i.e., rooftop)

EvapotranspirationEvapotranspiration
Evapotranspiration (ET) rates were modelled by the University of Hawai'i as part of the 2014 Evapotranspriation of Hawai'I model. Modeling was done using the widely accepted Penmen-Monteith Equation, applied to 720'x820' areas. At the time of this report, there was no evaporation data collected from the site (i.e., pan evaporation studies).

Ground cover at the HAVO water catchment area was assumed to be Developed-High Intensity due to usage and tree cover at the site.

ET rates were reported in in/month and apply on a square in. scale (1 in./month/sq. in.). The ET rate was applied only at the active water surface of the reservoirs, as calculated in the Storage Volume Calculations tab. Past Data

Input monthly precipitation (inches) and monthly water demand (gallons), which are both highlighted in light gray. All other cells are self-calculating. Months with a negative individual month water balance are highlighted in red. Highlighting is automatic based on conditional formatting. The predicted actual water volume for the month is the Actual Water Balance, highlighted in green.

Newly entered data does not automatically populate into the Water Balance graphs, but the data selection can be updated to include new data. Outdated data can be hidden or unchecked in the data selection to focus the graphs on specific data Data input is carried through 2030. If further data tracking is desired, copy and paste by year and input the new data. Caculation cells will not require any updates.

The tabs "Storage Volume Calculations" and "Water Balance Calculations" are requried and should not be deleted.
