23 00 00 Please provide additional mechanical schedule to include pump equipment replacement or shall spec section 46 00 00 suffice? (M1)

Specification section 46 00 00 includes the pump improvements required.

Access Control – General Conditions

Primary Contractor Access from HWY11, Locked Gate: NPS informed contractors that this gate is to remain locked at all times including during contract work. Will the Prime Contractor need to provide a Security Guard posted for access control? (G11)

Gate must remain locked when vehicles are not entering or exiting for security. It is the contractors choice of how they ensure the gate remains locked when not actively in use.

Building 43 Water Closet Mounting/Carrier

22 25 29

In reviewing the plumbing schedule, it was noticed that the basis of design wall mounted water closet requires a wall bracket for proper installation. This bracket is too large for the intended wall size, where 17” is necessary for proper installation. Please review and modify the assembly to fit in the designated space or modify the wall size to accommodate the original wall mount bracket. (P-3, P-4)

Water closet shall be a floor mount fixture, basis of design Sloan 2029. The schedule on sheet P4 and spec section 22 40 00 will be revised accordingly.

Refer to RFI 3. Water-system functions necessary to maintain required operations shall remain available throughout Building 241 demolition and reconstruction. Individual components may be temporarily taken offline only through approved sequencing and shutdowns in accordance with the Contract Documents.

Possible Substitution Request:

Metal Roofing

07 61 00

In reviewing the plans and spec section 07 61 00, Part 2.2 requests the material for the sheet metal roofing to be ‘Deep Corrugated Aluminum with no finish or other coating. In speaking to a PEMB vendor, the aluminum roofing could have a significant cost impact to the project. Would Kynar coated steel roofing be considered in lieu of the aluminum roofing requested?

No. This will not meet DOH SDWB and NSF standards for Drinking Water.

Helipad and Adjacent Road Clearance

There are two entrances to the helipad location. Do both entrances need to remain accessible at all times during construction? Additionally, is there a specific clearance needed on the connecting asphalt road to maintain for any barricades or containment?

Both entrances do not need to remain accessible at all times. One entrance needs to remain accessible at all times. Due to the access requirements for various users of the area, it is recommended that the south road that goes past the cell tower be the main access route for park and partner vehicles, as much as is feasible.

28 Active Volcano Hazards Are there any hazards, aside from possible tephra exposure, volcanic gas exposure, wildlife buffer areas (Nene) that contractors and subcontractors need to be aware of?

See section 01 35 23 1.2.A. Includes other potential hazards that maybe encountered. For wildlife requirements, see 01 11 40 3.3

1.Details for vehicles:

a.Company or firm name, b.number of vehicles per each company or firm, c.date(s) and time(s) they will arrive for inspection.

2.Materials and equipment: For anything other than vehicles, or if any of those work trucks or personal vehicles will be towing trailers of any kind, or if they are flatbed trucks or larger, with materials or equipment, more details are required. State what the materials or equipment being towed are so they can be identified by inspectors as they arrive.

3.If the item is a larger truck specify what kind, i.e. dump truck, cement truck, semi with trailer bringing pallets, flat rack or a shipping container. This information might prompt additional questions, especially closed containers.

Sand Filter Rehabilitation (CLIN Option 6)

During the pre-proposal site visit, the existing valves associated with the water treatment sand filters appeared to be aged and potentially beyond their useful service life. If CLIN Option 6 is awarded, are these existing valves intended to be replaced as part of the sand filter rehabilitation scope? If replacement is required, please identify the valves to be replaced and provide the applicable valve type, size, material, performance requirements, and specification requirements.

Under Option B / CLIN 6, replace the existing slow sand filter valves identified below:

A total of six (6) 4" valves -- 3 influent and 3 effulent.

GC1 excavation – base vs. Option B

01 27 00, 3.1.A/F; C51, C57-C58

Section 01 27 00 assigns GC1 capacity excavation to Option B. Sheets C51 and C57 identify approximately 3,825 CY of excavation without the option designation used elsewhere on those sheets. Please confirm that the capacity excavation, sump excavation, and associated grading belong to Option B, and identify the subgrade preparation required under the base contract if Option B is not exercised.

CLIN 1 includes the removal/replacement of the liner and construction of the berm for GC 1. Option B includes the capacity expansion of GC1 and geotextile underlayment for the liner. If Option B is not exercised, provide subgrade preparation for the replacement liner in accordance with Specification Section 33 47 13 and as per manufacturer's recommendations.

Slow sand filter piping – base vs.

Option B

01 27 00, 3.1.A/F; C51/C53

Section 01 27 00 assigns filter media replacement to the base contract and piping replacement to Option B. C51 includes underdrain piping replacement in an unbracketed callout, while C53 identifies the collection piping as optional. Please confirm the applicable CLIN for piping removal and replacement and the required treatment of existing piping during base-contract media replacement.

Option B includes the removal/replacement of sand filter underdrain piping. If Option B is not exercised, utilize means and methods to protect existing underdrain pipe in place during media removal/replacement.

B43 sanitary sewer – base vs.

option

01 27 00, 3.1.B; C61

Section 01 27 00 includes the new septic tank and conversion of the existing cesspool to a seepage pit under CLIN 2. C61 states that all improvements on that sheet are optional. Please confirm whether the sewer improvements are base-contract work and, if optional, identify the applicable option.

The sewer improvements are base-contract work under CLIN 2. Note 1 on sheet C61 and C62 will be revised.

Collection pipe diameter Construction Phasing Memo, recommendations;

C51/C57

The phasing memo recommends installing a new splitter box and 24-inch pipe to GC2. C57 identifies 30-inch corrugated HDPE piping to both catchments, while C51 includes 24-inch piping callouts. Please confirm the required diameter for each splitter-box outlet and connecting pipe and revise conflicting references.

The HDPE piping to each catchment shall be 30-inch diameter.

Steel tank repair limits

01 27 00, 3.1.A; 09 91 13

CLIN 1 includes preparation, repair, and painting of Tanks 1-4. Please identify the required repairs by tank, including any plate replacement, welding, leak repair, or other structural work, and provide quantities/details sufficient for lump-sum pricing. Please distinguish required repairs from conditions to be evaluated after surface preparation.

"Repair" will be removed from CLIN 1 definition for clarity. The scope of work for Tanks 1-4 is exterior painting including the surface preparation required per spec 09 91 13.

Redwood tank repair limits

01 27 00, 3.1.D; 01 35 91, 3.3

CLIN 4 defines specific minor repairs, while the contractor-prepared Historic Structure Report must recommend additional preservation work. Contractor requests NPS create an allowance or force account budget to cover the repairs noted by the contractor-prepared Historic Structure Report. It is difficult to quantify the value of this work prior to bid, which may result in wildly different assumptions by the contractors bidding the work.

An allowance or force account budget is not considered at this time. The work included in the CLIN 4 lump-sum price consists of the assessment and Historic Structure Report together with the specific preservation and repair work identified in the Contract Documents, including cleaning and treatment of the redwood staves, replacement of the bottom two steel hoops/tension rods, vegetation and soil removal, grading, stone-wall vegetation removal, and associated drainage work. The Historic Structure Report shall document existing conditions and identify and prioritize additional preservation recommendations in accordance with Section 01 35 91. Recommendations contained in the Historic Structure Report that are beyond the repair work specifically identified in the Contract Documents are not included in the CLIN 4 lump-sum scope unless separately authorized by the Contracting Officer. If conditions are identified during the assessment that warrant additional work, the Contractor shall notify the Contracting Officer and shall not proceed with such additional work unless directed in writing via a contract modification.

Asbestos pipe pricing basis 01 11 00, 1.12.B; 02 82 00; C2-C7, Note 12;

Hazardous Material Survey

The underground cement pipe was inaccessible during the hazardous materials survey and must be tested. Because the actual dispensation of the material cannot be determined until the pipe is exposed and tested, contractor requests an allowance or force account buget to cover this cost. It will be difficult to compare bids if all parties use different assumptions for the amount of material ultimately removed.

For bidding purposes, assume approximately 318 linear feet of underground 24-inch pipe is Asbestos Cement Pipe (ACP) and shall be removed and disposed of properly. Include testing to confirm pipe material prior to disturbance or removal.

Existing cesspool suitability

01 27 00, 3.1.B; C61-C62

Please provide available records and investigations establishing the existing cesspool dimensions, condition, and suitability for conversion to the proposed seepage pit. Identify required testing, rehabilitation, and acceptance criteria, and clarify the scope if field investigation determines it cannot serve the proposed system.

Existing dimensions and condition of cesspool are unknown. Testing, rehabilitation, and acceptance criteria shall be in accordance with Hawaii DOH regulations. Septic tank installation shall be performed by HI certified installer.

Foundation voids/unsuitable material

Geotechnical Report, Sections 6-7; 31 20 00

The geotechnical report identifies subsurface voids and soft pumice/tephra and recommends verification and remediation. Please identify the required investigation method and extent beneath proposed foundations, the design criteria/details for void remediation, and the bid quantities or limits for removal and replacement beyond the depicted foundation excavations.

Refer to detail for filling voids on Civil sheets, 9/C23. No void quantity is available at this time. There is no required investigation of the area, only filling voids if/as they are found in project excavation.

22,000 GPD

measurement/baseline

01 11 00, 1.9.F; Construction Phasing Memo/Calcs

Please define where and over what period compliance with the 22,000 GPD minimum will be measured. Provide current usable storage capacities, normal operating levels, and recent water demand/production data, and confirm whether the issued phasing analysis remains the Government accepted planning baseline.

The 22,000 gallons-per-day requirement is a system-wide minimum water-supply requirement and is not intended to be measured at a single catchment, slow sand filter, tank, or other individual component.

In accordance with Section 01 11 00, the Contractor shall maintain the Park water system's ability to provide a minimum of 22,000 gallons per day for the duration of the Project. Compliance may be achieved through continued operation and sequencing of the existing collection, treatment, storage, and distribution system and, when approved by the Contracting Officer and coordinated with Park Water System Operators, through temporary bypass piping and/or potable-water hauling.

The Park has approximately 1,000,000 gallons of usable potable-water storage. Storage tanks are normally maintained at high operating levels and are to be filled to capacity, to the extent operationally practicable, before major water-system components are taken offline. The existing slow sand filtration system has a maximum production capacity of approximately 32,000 gallons per day under normal operating conditions.

Refer to the HAVO 326181 Construction Phasing Memo and supporting calculations for the Government's accepted planning basis for construction sequencing. The analysis assumes conservative low-rainfall conditions and increased water demand and concludes that up to two of the following may be taken offline simultaneously while maintaining water service: Ground Catchment 1, Building 241, and Building 43. All three shall not be taken offline simultaneously.

The Contractor shall develop and submit a project-specific Phasing Plan with the Construction Baseline Schedule demonstrating how the 22,000- GPD requirement will be maintained throughout construction. Actual sequencing and proposed interruptions remain subject to coordination with and approval by the Contracting Officer and Park Water System Operators.

Shutdown windows

01 11 00, 1.9.C; C60

Utility outages are limited to two to four hours. Please confirm whether this limit applies to isolation of individual treatment components and the pump/control replacement work shown on C60, and identify whether longer coordinated shutdowns may be approved where finished-water service remains available.

The limit does apply, however, longer coordinated shutdowns will be considered upon request.

Sand filter return-to-service

46 00 00, 3.7-3.8; C53

Section 46 00 00 requires filter-to-waste operation until the filter matures and turbidity is below 1 NTU. Please confirm any additional sampling, biological maturation, duration, or DOH approval requirements before returning each filter to service. Identify the approved discharge location and responsibility for operating and monitoring the filter during maturation.

Turbidity monitoring is the recommended method for filter maturation based on AWWA standards/manuals. DOH Surface Water Treatment Rule requires filter-to-waste during filter maturation, but does not include specific requirements for monitoring. Coordinate discharge location with Contracting Officer.

Historic tank interior access

01 35 91, 3.3

The Historic Structure Report requires assessment of interior and exterior architectural and structural elements. Please confirm whether entry into each redwood tank is required and identify available access and safety requirements, considering the current state of some of the tanks.

Section 01 35 91 requires the Contractor-prepared Historic Structure Report to include an existing-conditions assessment of both exterior and interior architectural and structural elements of the five historic redwood water tanks. The Contract does not specifically require personnel to physically enter each tank.

The Contractor's qualified Historic Preservation Treatment Specialist shall propose, as part of the Historic Preservation Treatment Plan, the means and methods necessary to obtain sufficient information to document and assess the interior and exterior condition of each tank. The assessment method shall minimize risk to personnel and avoid damage to historic materials. Remote inspection methods may be proposed where they provide adequate information to satisfy the Historic Structure Report requirements. Additional non-destructive or minimally invasive investigative methods may also be proposed where appropriate and shall be subject to Government review prior to use.

If physical entry into a tank is proposed or determined necessary, the Contractor shall comply with the confined-space and other applicable safety requirements of the Contract and OSHA. The Contractor is responsible for determining and implementing the appropriate access, fall-protection, confined-space, rescue, and other safety measures associated with its proposed means and methods.

Use of an Uncrewed Aircraft System (UAS) is not required by the Contract. If the Contractor proposes UAS as an inspection method, its use is subject to prior NPS authorization and all applicable FAA, DOI, and NPS requirements, including NPS Reference Manual 60 and DOI OPM-11. Any proposed UAS must comply with applicable DOI/NDAA restrictions regarding covered UAS, and the required UAS safety and authorization documentation shall be submitted and approved before operation within NPS boundaries.

The supplemental Redwood Water Tanks Vanishing Treasures Report provides prior condition information and treatment recommendations for reference; its recommendations do not independently expand the construction scope beyond the requirements of the Contract Documents.

33 47 13, 2.2; C57; Basis of Design Product Files

The drawings and specifications require 32 oz/sy nonwoven geotextile, while the Basis of Design Product Files identify 30 oz material. Please confirm whether 30 oz material meeting the remaining specified properties is acceptable or whether 32 oz/sy is mandatory.

32 oz/sy material is included in the Basis of Design Product Files (page 203) and is required.

Septic/treatment approval status

01 31 00, 1.9; C61-C62; 46 00 00

Section 01 31 00 lists no Government-furnished permits. Please identify existing design approvals and outstanding agency approvals for the septic/seepage system and potable-water treatment modifications, including which submissions require Government/design-team action and which are contractor responsibilities.

No separate Contractor permit application is required for Government design approval of the septic/seepage system or the water-treatment modifications shown in the Contract Documents. NPS will coordinate required NPS Office of Public Health/Public Health Consultant review and any required coordination with the applicable primacy agency.

Construct the septic/seepage system in accordance with Sheets C61-C62 and Section 33 34 00, and perform the water-treatment work in accordance with the applicable Contract Documents.

The Contractor remains responsible for permits, approvals, and utility coordination expressly assigned to the Contractor by the Contract Documents or resulting from the Contractor's means and methods, including applicable electrical utility hookup, temporary utility, stormwater, and NPDES requirements.

H, Special Requirement 2

Please confirm how projects performed by individual JV members will be evaluated under Project Experience and Past Performance, including the documentation required to establish their relevance to proposed responsibilities. Also confirm whether on-site work performed directly by either JV member counts toward the prime contractor 15% self-performance requirement.

Confirmed. For an offer submitted by a joint venture, the joint venture is the prime Offeror/Contractor. The individual firms comprising the joint venture are joint-venture members and are not considered subcontractors to the joint venture solely by virtue of their status as JV members.

For purposes of Project Experience and Past Performance, relevant experience and performance of the joint venture itself and of the individual JV members may be submitted and will be evaluated in accordance with the solicitation. The proposal should identify the JV member that performed each cited project, describe that member's role and responsibilities, and explain the relevance of that experience to the work the member is proposed to perform under this contract.

For purposes of Section H, Special Requirement 2, on-site work performed directly by the joint venture through either of its JV members will be considered work performed by the prime Contractor toward the 15 percent self-performance requirement. Work performed by subcontractors to the joint venture or to its individual members does not count as prime-contractor self-performance.

To support the project’s waste diversion goal, will the Park permit concrete and asphalt generated by project demolition to be processed and reused on site as crushed concrete aggregate or asphalt millings, or stockpiled off site for Park maintenance personnel to use elsewhere? Reinforcing steel will be removed from the concrete and segregated for recycling.

Please identify acceptable uses, approved stockpile locations, and any required processing, gradation, testing, or environmental acceptance criteria. For material retained for future Park use, please clarify responsibility for hauling, stockpile management, and acceptance. Please also confirm whether either approach will count toward the project’s waste diversion goal and identify the documentation required to receive that credit.

The park does not want concrete aggregate or asphalt millings. Concrete aggregate can be used for construction purposes, as applicable and appropriate, however, all extra material must be removed from the park and disposed of legally. Asphalt millings cannot be reused unless directly under location where asphalt will be placed. It cannot be used for shouldering.

Past-performance questionnaires Solicitation Section M.B.3, Past Performance Evaluation (page 59); Section L, Volume I, Factor 2 – Past Performance (page 57); Section L, Volume II, General References (page 58); Attachment 12, General References.

Section M.B.3 states that past performance will be evaluated using survey responses, CPARS data, and other relevant information. However, no project-specific past performance questionnaire or survey form appears to be included in the solicitation attachments. The provided General References form is identified in Section L as supporting the responsibility determination. Please confirm whether offerors must distribute or submit past performance questionnaires, or whether the Government will independently contact project references identified in the proposal. If questionnaires are required, please provide the form and instructions identifying who submits completed responses, the submission method, and the deadline.

The language in Section M.B.3 referencing the use of past performance survey responses was included inadvertently and does not apply to this solicitation. In accordance with our updated internal policy, the Government is not utilizing, reviewing, or completing any past performance questionnaires or surveys for this requirement. For that reason, no project‑specific past performance questionnaire was included in the solicitation package. Offerors are not required to distribute or submit past performance questionnaires. The Government will evaluate past performance using CPARS data and any other information that is readily available to the Government through existing sources. The General References form identified in Section L applies only to the responsibility determination and does not serve as a past performance survey instrument.

Utility coordination/allowance

Section 01 73 40, paragraphs 3.2.A.1 and 3.2.A.4;

Section 01 31 00, paragraphs 1.9.C.1–2; Section 01 27 00, paragraph 1.1.C.

The specifications assign Hawaiian Electric and Hawaiian Telcom service coordination to the contractor and require the contractor to carry all utility fees and charges associated with service upgrades. Based on experience during previous project phases, these utilities require the account holder/ratepayer to initiate service requests. The contractor has no direct contractual relationship with the utilities and cannot independently obtain binding commitments for scope, pricing, or service dates. Utility charges were therefore addressed through an allowance in previous phases.

Please confirm that NPS will initiate the required service requests as the account holder and authorize contractor coordination thereafter. Please also establish a common allowance for utility-company charges for proposal pricing, identify the costs covered by that allowance, and specify how actual charges above or below the allowance will be reconciled. If an allowance will not be provided, please furnish the utility-approved scope and binding pricing commitments on which offerors are to base their lump-sum proposals.

The existing Building 43 electrical service shall remain a 1-phase, 200-amp overhead service. The Project does not increase the service size or change the existing voltage or phase.

The Contractor shall replace the existing meter base and…
